WASHINGTON (AP) - House Republicans are accusing the Obama administration of poorly preparing for the $85 billion in automatic spending cuts and scaring people about the potential impact of the cuts.

The chairman of the House Oversight Committee, Rep. Darrell Issa of California, says agency after agency has acted surprised that a law signed by President Barack Obama 19 months ago actually meant what it said.

The Republican's committee conducted two hearings Tuesday that touched on the impact of the budget cuts and the administration's preparation for them.

Democratic congressman Elijah Cummings of Maryland says the budget cuts known as a "sequester" will have consequences and says Republicans want it to seem like they were Obama's choice. He says that's not the case.
