WASHINGTON (AP) - Many American troops on the battlefield today were on playgrounds when Congress gave the president broad authority to wage the war on terror.
Democratic Rep. Adam Schiff says that's one reason why it's time to repeal the law - at least by the end of 2014 when combat forces will be out of Afghanistan - and come up with a new policy on using military force against terrorism.
Schiff said he will be introducing his legislation on Tuesday and will try to add his measure to the sweeping defense policy bill that the House considers this week.
A bipartisan Senate group also is rethinking the law that Congress passed in the days after the Sept. 11, 2001 terrorist attacks. President Barack Obama also favors revising the nearly 12-year-old law.
