WASHINGTON (AP) - House Republicans are rebuffing President Barack Obama's latest plea to shutter the military-run prison at Guantanamo Bay, Cuba.

A defense policy bill released Monday by Armed Services Committee Chairman Howard McKeon includes provisions to keep the prison open by barring the Obama administration from transferring prisoners to the United States or foreign countries such as Yemen.

Terror suspects have been held at the Guantanamo Bay facility since 2002.

Obama recently renewed his 2008 campaign promise to close the Guantanamo prison.

The president argues that the indefinite detentions of suspects with little prospect of charges or a trial flouts the rule of law.

But Republicans and even several Democrats have repeatedly stymied the president's past efforts to close the facility or transfer prisoners.
