THAT'S KATHY MANN... THE COUSIN OF MURDERED MACON WOMAN LAUREN GIDDINGS... TALKING TO 13-W-M-A-Z ABOUT THE PROPOSED SITE FOR A MEMORIAL TO HONOR THE SLAIN MERCER LAW GRAD.

NOT EVERYONE'S ON BOARD THOUGH....

GOOD EVENING AND THANKS FOR JOINING US... I'M LEAH JOHNSON.

AND I'M FRANK MALLOY...

WE'LL HAVE MORE ON THAT STORY IN JUST A MOMENT.

BUT FIRST... WE'VE HAD AN AFTERNOON OF POP-UP STORMS AROUND CENTRAL GEORGIA.

LET'S CHECK IN WITH CHIEF METEOROLOGIST BEN JONES IN THE WEATHER CENTER FOR THE LATEST LOOK AT THE DOPPLAR MAX HD RADAR.

BACK TO THE PROPOSED LAUREN GIDDINGS MEMORIAL... THE FAMILY OF THE MERCER LAW GRAD MURDERED LAST YEAR SPOKE OUT.. AFTER THE MACON CITY COUNCIL PRESIDENT QUESTIONED THE MARKER.

AS THOSE CLOSE TO LAUREN WORK TO HONOR HER LIFE... SOME MACON CITY COUNCIL MEMBERS SUPPORT THEIR EFFORTS.

BRITTINY BARBER HAS THAT STORY.

PEOPLE WHO LIVE HERE AT SUMMIT APARTMENTS OFF EDNA PLACE ROAD.... SAY IT'S NORMALLY PRETTY QUIET.

BUT...RESIDENTS LIKE CHARLOTTE EDWARDS...WERE LEFT IN DISBELIEF....WHEN THEY HEARD WHAT POLICE SAID ABOUT THE DEATH OF THREE MONTH OLD...DESMOND HICKS.

CHARLOTTE EDWARDS, MACON: AWFUL IT'S VERY AWFUL, ME BEING A MOTHER, I COULDN'T IMAGINE, I MEAN ME BEING A MOTHER I COULDN'T IMAGINE.

BRYANT HARRISON, MACON: IT'S REAL QUIET ALOT OF KIDS BE OUT HERE PLAYING AROUND AND STUFF LIKE THAT. I WOULDN'T EXPECT NOTHING LIKE THAT LIKE AROUND THAT ESPECIALLY NOT AT SUMMIT

ON SATURDAY POLICE CAME OUT HERE...ON A REPORT OF AN UNRESPONSIVE BABY.

25-YEAR-OLD RICHARD ALLEN HICKS... IS ACCUSED OF INJURING HIS THREE-MONTH OLD SON....DESMOND. HE FACES FELONY MURDER CHARGES.

THE CHILD'S MATERNAL GRANDFATHER...MAURICE JACKSON DECLINED TO BE INTERVIEWED ON CAMERA...BUT GAVE US THIS STATEMENT.

"WE THANK EVERYONE FOR THEIR PRAYERS AND HEARTFELT CONDOLENCES. AT THIS TIME, WE WOULD JUST LET THE COURT DO ITS JOB FOR JUSTICE."

BUT UNTIL THEN...SOME AT SUMMIT APARTMENTS SAY THEIR PRAYERS ARE WITH THE FAMILY.

JACQUELINE LARRY, MACON: THERE'S NOT MUCH THAT'S GOING TO BRING YOUR COMFORT EXCEPT YOUR BELIEF IN A HIGHER POWER BECAUSE THAT'S JUST HORRIBLE.

KATELYN HECK IS COVERING THE MEETING... AND WILL HAVE AN UPDATE FOR YOU TONIGHT AT ELEVEN.

THE FAMILY OF THE MAN FOUND LYING OUTSIDE A VINEVILLE AVENUE STORE... BELIEVES HE WAS BEATEN.

POLICE FOUND ALBERT JELKS BLEEDING AND UNRESPONSIVE ON THE SIDEWALK IN FRONT OF THE SLEEP SHOP EARLY SATURDAY.

NOW...HE'S IN A COMA.

JENNIFER MOULLIET SPOKE WITH FAMILY MEMBERS AND HAS MORE ON WHAT SHE LEARNED.

LEAH, ACCORDING TO JELKS' SISTER ADRIENNE... DOCTORS AT THE MEDICAL CENTER OF CENTRAL GEORGIA TOLD THEM THERE'S NO WAY A FALL COULD HAVE CAUSED HIS EXTENSIVE HEAD INJURIES.

SHE SAYS HIS CONDITION IS NOT GOOD... AND HIS LIFE WILL NEVER BE THE SAME AGAIN.

MARK SWAN... JELKS' BOSS AND OWNER OF THE SHOP GAVE HIM PERMISSION TO USE THE STORE'S COMPUTERS TO SELL BASEBALL CARDS ON EBAY... HE BELIEVES THAT'S WHY JELKS WAS THERE AFTER HOURS.

HE CALLED JELKS A HISTORY BUFF ...AND A COLLECTOR.

HE SAYS JELKS....NEVER MET ANYONE WHO WAS A STRANGER... AND DIDN'T KNOW ANYONE WHO WOULD WANT TO HURT HIM.

THANK YOU, JENNIFER.

BIBB COUNTY COMMISSIONER JOE ALLEN STORMED OUT OF A COMMISSION MEETING THIS MORNING OVER POLICIES AT THE COUNTY'S ANIMAL SHELTER.

(NAT - WE HAD SUCH A PROBLEM HERE IN THE PAST WHEN I TALKED TO MY DIRECTOR, WE KNEW THERE HAD TO BE A LINE SOMEWHERE DRAWN)

WHEN WENDY HILLIARD ...THE ANIMAL PROTECTION INSPECTOR FOR THE DEPARTMENT OF AGRICULTURE.... TALKED ABOUT THE NECESSITY OF EUTHANASIA....ALLEN HEADED FOR THE DOOR.

HE WOULDN'T SAY WHY...BUT HE HAS DISAGREED WITH THE SHELTER'S POLICIES...SAYING THEY NEED TO SAVE MORE ANIMALS.

DEBORAH BIGGS -- THE INTERIM DIRECTOR FOR THE PAST TEN TO TWELVE WEEKS...SAYS ANIMAL CONTROL HAS NOT BEEN ABLE TO PICK UP STRAY DOGS BECAUSE THE SHELTER IS AT ITS 80-ANIMAL CAPACITY.

"I'M SORRY WE CANT GO OUT AND PICK UP THIS STRAY DOG BECAUSE WE DON'T HAVE ANY PLACE TO PUT IT BECAUSE YOU'RE NOT PUTTING THEM OUT FAST ENOUGH, YOU'RE NOT EUTHANIZING. I DO WANT TO TELL YOU THAT IN THE LAST 6 BUSINESS DAYS... MONDAY THROUGH FRIDAY LAST WEEK AND MONDAY YESTERDAY... THERE WERE CALLS THAT TOTALED 269 DOGS AND 85 CATS THAT WE DID NOT RESPOND TO BECAUSE WE'RE FULL."

WENDY HILLIARD TOLD THE COMMISSIONERS THAT THE OPEN DOOR POLICY AND THE 80-ANIMAL CAP...IS THE COUNTY'S DECISION.

THE OPEN DOOR POLICY ALLOWS ANYONE TO DROP OFF AN ANIMAL AT THE SHELTER.

THIS MEETING CAME JUST ONE DAY AFTER THE ANNOUNCEMENT OF FORMER SHELTER HEAD VAN VANDEWALKER'S RESIGNATION.

SHOULD GEORGIA LEGALIZE GAMBLING CASINOS?

THAT'S A QUESTION ON THE REPUBLICAN PARTY'S PRIMARY ELECTION BALLOT.

THE RESULTS ARE NON-BINDING.. BUT REPUBLICANS WHO CONTROL STATE GOVERNMENT.. MIGHT TAKE THE STRAW POLL INTO ACCOUNT WHEN THE GENERAL ASSEMBLY CONVENES IN JANUARY.

SENATE PRESIDENT PRO-TEM TOMMIE WILLIAMS TOLD US TODAY... HE DOESN'T THINK HIGHLY OF CASINO GAMBLING.

TOMMIE WILLIAMS, SENATE PRESIDENT PRO-TEM: WELL, THERE ARE A LOT OF NEGATIVES THAT GO ALONG WITH CASINO GAMBLING. IF YOU LOOK AT A LOT OF SOCIAL PROBLEMS ADDICTIONS, ETS. SO I MY VOTE WILL PROBABLY A NO. BUT I WILL BE CURIOUS TO SEE WHAT THE PEOPLE ABOUT THE ISSUE.
