A MACON WOMAN AND HER FIVE-YEAR-OLD SON ARE STILL RECOVERING AFTER A KIDNAPPING SCARE.

LYNN BORELLI AND HER SON ROBERT... SAY FIVE MEN WITH GUNS TOOK THEM FROM THEIR HOUSTON AVENUE HOME THURSDAY.

SHE SAYS SHE KNEW TWO OF HER KIDNAPPERS... ONE WAS HER EX-BOYFRIEND...THE OTHER WAS HIS BROTHER.

WHEN HER EX-BOYFRIEND BRANDON MCDOWELL BURST THROUGH HER FRONT DOOR...WITH FOUR OTHER MEN COMING IN AFTER HIM.

Lynn Borelli, Macon: There's gonna be trouble. There's gonna be trouble because of the way it happened and I was scared and then my son was in teh middle of me and they had the guns and I was freaking out cause I didn't want my son to get hurt

SHE SAYS THEY TOOK HER AND HER SON TO TARA APARTMENTS OFF LOG CABIN DRIVE...WHERE BORELLI AND HER SON WERE KEPT IN A BACK ROOM...

Lynn Borelli, Macon: To try to hide us because they didn't want to get caught for what they did. so they were trying to hide us but I knew they couldn't hide me for long cause someone was going to tell them where they were.

SHE SAYS SHE THINKS THIS WAS MOTIVATED BY JEALOUSY.

Lynn Borelli, Macon: I think my ex did cause he wanted me back and he said if no one could have me, if he couldn't have me no one else could and he wouldn't be able to drive my car anymore he wouldn't be able to do anything that was so important to get me back

SHE SAYS POLICE RESCUED HER AND HER SON ABOUT AN HOUR LATER.

POLICE SAY THEY ARRESTED TWO OF THE MEN... BRANDON AND JACOBY MCDOWELL.

EACH FACE CHARGES FOR AGGRAVATED ASSAULT AND KIDNAPPING.

BORELLI SAYS HER SON IS DOING OKAY...BUT SHE STILL HAS NIGHTMARES OF WHAT HAPPENED.

CANDACE ADORKA TALKED WITH THE CANDIDATES FOR COMMISSION IN BIBB COUNTY'S DISTRICT 3.

LETS START WITH ED BOND.

HE'S 77, BUT SAYS HE DOESN'T FEEL A DAY OVER 47. HE SERVED ON CITY COUNCIL IN THE 70'S... HE USED TO OWN A TRAVEL AGENCY... AND SPENT 14 YEARS AS COUNTY CORONER.

THESE DAYS HE'S A BOARD MEMBER OF KEEP MACON-BIBB BEAUTIFUL, AND THE GEORGIA AMERICAN RED CROSS. OTHERWISE, HE'S RETIRED... AND HIS BEST FRIEND IS A LITTLE GUY NAMED SCOOTER.

:20 "Wanna play dead? Bang! Aww you didn't do it! Ed Bond is the kind of guy who came to MAcon and fell in love with it. My talent if that's what its called is bringing people together. getting people to work as a team and getting things accomplished, setting goals not arguing and trying to create fights."

THEN THERE'S 65-YEAR-OLD MALLORY JONES.

HE'S LIVED IN BIBB COUNTY FOR 42 YEARS... AND HE'S BEEN A REALTOR FOR 20 OF THEM.

LAST YEAR... THE ANIMAL ADVOCATE PAID THE ADOPTION FEE FOR TEN DOGS AND CATS AT MACON ANIMAL CONTROL TO FIND NEW HOMES.

:22 "I've always been an animal lover since I was a little kid..."

GARY BECHTEL, 55, HAS BEEN A SCHOOL BOARD MEMBER FOR 12 YEARS.

THE SELF-DESCRIBED FAMILY MAN AND HIS WIFE WERE BORN AND RAISED IN MACON.

HE SAYS WHEN HE'S NOT CULTIVATING HIS PASSION FOR HISTORY AND POLITICS... HE'S CULTIVATING HIS PASSION FOR SPORTS.. PARTICULARLY THE BRAVES.

:20"i'M A HUSBAND AND A FATHER.."

ALL THREE CANDIDATES SUPORT CONSOLIDATION. THEY ARE ADAMANT ABOUT KEEPING TAXES LOW BY ATTRACTING BUSINESS AND GROWING THE TAX BASE. AND THEY SAY THE TRANSPORTATION PENNY SLALES TAX IS A GOOD WAY TO DO THAT.

Bond: "Macon is in the center of the state, which is right between Savannah, who is enlarging its whole area for shipping, dresging the river down there. :46 Most of that materials and items that come in are gonna have to go somewhere. We hope that they come here to Macon.

Jones: "Middle Georgia Regional Airport, we need to expand that, we can entice people to do maintenance down here. We've got the skilled labor with Middle Gerogia technical College and Robins Airforce Base, we should be a transportation hub."

Bechtel: "If we not pass it for our 11 county region, and you've got other counties like Augusta Savannah Columbus that do, and we're sitting in the state not being able to comepete, so I support T-Splost."

THE THREE SEEM TO AGREE ON WHAT THE FUTURE OF THE COUNTY SHOULD BE... BUT WHEN I ASKED WHAT SETS THEM APART FROM THE PACK... THEY SPOKE TO THEIR BACKGROUNDS.

1:06 Bond: "If you believe that people holding office if possible can have experience, and I can bring that experienec to the table and I beleive it will pay off. and I believe at the end of the year, people that vote for me are going to say we made the right decision."

Bechtel: "Experience. I have been in the trenches ofr the last 12 years fighting for tax payers on the Bibb County Board of Education agaoinst tax increases, and I think, foolish iniitatives by some of our administration and have spoken out when the opportunity arose. I am not afraid of calling people to task for things I disagree with, things the poeple of District 3 disagree with.

"No political experience which I think people think is a good thing. They're tired of politicians and I'm not a politician I'm a business man new face, so as a realtor we're kind of an ambasador to the community because we sell it all the time every day and what we've seen is the decline, people miving out of Bibb County."

AND IN DISTRICT FOUR... INCUMBENT JOE ALLEN, A DEMOCRAT, WILL MEET REPUBLICAN CHALLENGER ROBERT ABBOTT IN THE GENERAL ELECTION.

EACH WEEK UNTIL THE JULY 31ST REFERENDUM..

WE ARE TAKING A CLOSER LOOK AT THE LEGISLATION THAT WOULD CONSOLIDATE MACON.. PAYNE CITY.. AND BIBB COUNTY.

THIS WEEK.. WE LOOK AT THREE AREAS IN MACON AND BIBB COUNTY.... EACH WOULD HAVE A DIFFERENT FATE UNDER THE CONSOLIDATION LAW..

THEY ARE .......PAYNE CITY.. LIZELLA.. AND A SMALL SECTION OF THE CITY OF MACON THAT LIES IN JONES COUNTY..

LET'S LOOK FIRST AT PAYNE CITY..

WITH JUST TWO HUNDRED PEOPLE.....IT'S A SQUARE LOCATED BETWEEN VINEVILLE.. ROFF.. AND BROOKDALE AVENUES.. AND COMPLETELY SURROUNDED BY THE CITY OF MACON.

IT WAS FOUNDED AS A MILL TOWN IN 1899..

SECTION ONE OF THE CONSOLIDATION PLAN WOULD ESTABLISH A SINGLE COUNTY-WIDE GOVERNMENT FOR ALL OF BIBB COUNTY---

"...WHICH SINGLE GOVERNMENT SHALL SUPERSEDE AND REPLACE THE GOVERNMENTS OF THE CITY OF MACON, THE CITY OF PAYNE CITY, AND THE COUNTY OF BIBB.."

THAT MEANS PAYNE CITY.. WOULD BE NO MORE.

SERVICES CURRENTLY PROVIDED BY MACON WOULD CONTINUE.. BUT COME FROM THE NEW CONSOLIDATED GOVERNMENT.

LET'S LOOK AT LIZELLA.

IT'S UNINCORPORATED BUT IT'S A COMMUNITY OF ITS OWN IN WEST BIBB COUNTY.

ACCORDING TO THE BOOK "REMEMBERING LIZELLA".. IT WAS ESTABLISHED IN THE LATE 1800S... WHEN RAILROAD TRACKS CAME THROUGH A COLLECTION OF FARMS WEST OF MACON.

THE COMMUNITY WAS NAMED BY POSTMASTER JAMES EUBANKS FOR HIS TWO DAUGHTERS.. LIZZIE AND ELLA.

LIZELLA IS NOT MENTIONED ANYWHERE IN THE CONSOLIDATION PLAN. AND IT WOULD REMAIN AN UNINCORPORATED AREA OF BIBB COUNTY.

A SMALL SECTION OF MACON IS OVER THE JONES COUNTY LINE..

IT'S KINGSVIEW VILLAGE - OFF JOYCLIFF ROAD.

IT INCLUDES SEVERAL RESIDENTIAL STREETS AND A CEMETERY..

SECTION 38 OF THE LEGISLATION STATES:

"....ON AND AFTER JANUARY 1, 2014, THAT PORTION OF THE CITY OF MACON THAT IS LOCATED IN JONES COUNTY SHALL BE TREATED AS HAVING BEEN DEANNEXED FROM THE CITY OF MACON AND SHALL BE AN UNINCORPORATED AREA OF JONES COUNTY."
