BEFORE WE GET TO OUR TOP STORIES TONIGHT... WE'RE GOING TO SEND THIS OVER TO BEN... WHO'S BEN TRACKING SEVERE WEATHER TONIGHT IN SEVERAL COUNTIES IN OUR COVERAGE AREA. BEN... HOW ARE THINGS SHAPING UP?

IT'S BEEN MORE THAN TWO DAYS SINCE FIREFIGHTERS RESPONDED TO A HOUSE FIRE... AND FOUND THE BODY OF 12-YEAR OLD INDIA COLLINS.

NOW... HER SISTER FACES MURDER CHARGES.

17-YEAR-OLD CARMEN KANEISHA COLLINS.. HAD BEEN MISSING SINCE TUESDAY NIGHT.

THAT'S WHEN THE HOUSTON COUNTY SHERIFF'S OFFICE AND FIRE OFFICIALS RESPONDED TO A FIRE AT THIS HOME ON ADDINGTON DRIVE.

THEY WERE LOOKING FOR TWO GIRLS... BUT ONLY FOUND ONE.

INVESTIGATORS ARE NOT SAYING HOW THE 12 YEAR OLD DIED.

BUT THEY DID ARREST HER OLDER SISTER.

SHE WAS FOUND IN COLUMBUS... DRIVING THE CAR REPORTED MISSING FROM THE FAMILY'S HOUSE.

NOT ONLY DOES CARMEN COLLINS FACE A MURDER CHARGE ... BUT SHE'S ALSO BEEN CHARGED WITH ARSON IN THE FIRE THAT FIRST GRABBED NEIGHBOR KENNETH ANDERSON'S ATTENTION.

ANDERSON SAYS HE CALLED THE PARENTS... KEN AND ANGELA COLLINS THAT NIGHT TO TELL THEM THEIR HOME WAS BURNING.

SINCE THEN, ANDERSON SAID HE'S SPOKEN TO THE COLLINS FAMILY PERSONALLY... AND THAT THEY'RE DISTRAUGHT.

Kenneth :"The dad is still in denial. I mean he's in a state of shock., like a blank stare on his face. No response. The wife is just distraught."

THE HOUSTON COUNTY SHERIFF'S OFFICE WILL NOT RELEASE ANY MORE DETAILS... UNTIL THEY GET THE RESULTS OF AN AUTOPSY.

THAT WAS SCHEDULED FOR TODAY... OFFICIALS HAVEN'T RELEASED ANY RESULTS.

CORONER LEON JONES SAYS ONE PERSON WAS INJURED IN A SHOOTING THIS EVENING..

THE VICTIM WAS TAKEN BY PRIVATE VEHICLE TO THE EMERGENCY ROOM AT THE MEDICAL CENTER OF CENTRAL GEORGIA...

ACCORDING TO BIBB COUNTY CORONER LEON JONES...41-YEAR-OLD ASFAR JEFFREY WAS SWIMMING IN THE RIVER WITH HIS BROTHERS.. WHEN HE WENT UNDER AROUND 7 TONIGHT..

DEPUTIES, POLICE OFFICERS, E-M-S WORKERS AND FIREFIGHTERS SPENT MORE THAN AN HOUR LOOKING FOR JEFFREY.

THE UNITED STATES COAST GUARD SAYS THE RISK OF ACCIDENTS AND INJURIES ON THE WATER RISES DURING THE SUMMER MONTHS.

ONE EXAMPLE ... A BOATING ACCIDENT THAT DISRUPTED THE FOURTH OF JULY CELEBRATION AT LAKE TOBOSOFKEE IN MACON.

IT SENT THREE CHILDREN TO THE HOSPITAL.

THE BIBB COUNTY SCHOOL DISTRICT IS SET TO TAKE 8 MILLION DOLLARS FROM ITS GENERAL FUND TO COVER COSTS THIS YEAR.

CANDACE ADORKA REPORTS SCHOOL BOARD MEMBERS MADE THE DECISION TONIGHT.

HERE'S HOW SCHOOL BOARD PRESIDENT TOMMY BARNES BREAKS DOWN THE 8MILLION DOLLAR DEFICIT...

HE SAYS ABOUT HALF IS FROM STATE-MANDATED INCREASES IN BENEFITS... AND THE OTHER HALF IS FROM A 4-MILLION DOLLAR REDUCTION IN REVENUE FROM STATE FUNDS AND LOCAL TAXES.

MORE-OVER... THE SUPERINTENDENT PROPOSES SPENDING 22-THOUSAND DOLLARS LESS THAN THEY DID LAST YEAR.

BUT THREE SCHOOL BOARD MEMBERS SAY HE COULD'VE DONE MORE TO CHIP AWAY AT THE HUGE SPENDING GAP.

"All in favor please say I ... all opposed... passes 5 to 3."

5 DAYS INTO THE FISCAL YEAR... THE BIBB COUNTY SCHOOL BOARD APPROVED A BUDGET...

"is that correct?"

BUT NOT BEFORE AN HOUR OF QUESTIONS AND CONCERNS.

"My concern is, just becaus eyou have money, doesn't mean you need to spend it."

THE BUDGET REALLOCATES FUNDS AND CUTS CERTAIN SERVICES TO BRING SPENDING IN LINE WITH LAST YEAR.

BOARD MEMBER LYNN FARMER SAYS THOSE SAVINGS ARE GOING TO THE WRONG AREAS.

"i certainly want to spend money in the classroom and on students, but I get very concerned when money moves outside of the classroom and we see an increase in spending or an increase in salary in central office salaries"

BOARD VICE PRESIDENT SUSAN MIDDLETON WAS A YES VOTE.

SHE SAYS THE DISTRICT NEEDS ADMINISTRATORS.

"We have a low performing school district, we have got to do something to staff develop our teachers, gove them the tools to bring order to the classroom, and so there is an administrative piece to that, in terms of trying to change the direction of the district."

"We are not in a position to micromanage the superintendent."

TOM HUDSON WAS ALSO A YES VOTE.

HE SAYS HAD THE SUPERINTENT'S STRATEGIC PLAN RECIEVED SUPORT FROM THE BEGINNING... THE GENERAL FUND WOULD HAVE REMAINED HEALTHY.

"You recall that part of the macon miracle was going to combine some schools, that were low schools in terms of attendance, and also by not filling some positions it would have saved the school district anywhere between 23 and 28 million dollars."

BUT THAT PART OF THE PLAN WAS REMOVED AFTER PUBLIC OUTCRY.

NOW MIDDLETON SAYS THE DISTRICT WILL HAVE TO MAKE SOME UNPOPULAR CHANGES TO SAVE THE GENERAL FUND.

"At some point you're gonna have to raise taxes, or you're goign to have to furlough teachers or you're going to have to eliminate programs or you're goign to have to restructure somewhat."

THE JUSTICE DEPARTMENT SUED GEORGIA LAST MONTH OVER THE ISSUE....

FEDERAL PROSECUTORS SAID GEORGIA'S PROCEDURES ARE, QUOTE, "INADEQUATE TO ENSURE THAT ITS ELIGIBLE MILITARY AND OVERSEAS VOTERS CAN PARTICIPATE FULLY" IN A POTENTIAL RUNOFF.
