YOU JUST HEARD FROM THE NEIGHBOR OF A 12-YEAR OLD GIRL WHOSE DEATH STARTED A HOMICIDE INVESTIGATION IN HOUSTON COUNTY.

NOW... AUTHORITIES ARE LOOKING FOR HER SISTER.

SHE'S NOT A SUSPECT.... BUT INVESTIGATORS DO CALL HER A PERSON OF INTEREST.

BEFORE WE GET TO OUR TOP STORY... SOME STORMS IN THE ATLANTA AREA THREATENED TO MOVE SOUTH... BUT IT APPEARS WE ESCAPED ANYTHING SEVERE.

13-W-M-A-Z CHIEF METEOROLOGIST BEN JONES IS IN THE WEATHER CENTER WITH MORE.

BACK TO THE HOMICIDE INVESTIGATION IN HOUSTON COUNTY... WHERE POLICE ARE NOW LOOKING FOR THE OLDER SISTER OF A TWELVE YEAR OLD GIRL...

INDIA COLLINS' BODY WAS FOUND AFTER A FIRE AT HER HOME ON ADDINGTON DRIVE IN THE CITY OF KATHLEEN.

NOW, INVESTIGATORS WOULD LIKE TO SPEAK WITH HER OLDER SISTER.

17 YEAR OLD CARMEN COLLINS IS A BLACK FEMALE.. 5 FEET 4 INCHES TALL.. AND WEIGHING ABOUT 130 POUNDS..

SHE HAS A TATTOO OF THE NAME "NEISHA" ON HER LEFT HAND IN BLUE AND GREEN VINES..

INVESTIGATORS BELIEVE CARMEN MAY BE DRIVING A WHITE 20-11 ACURA T-L TECH.. WITH GEORGIA LICENSE PLATE B-K-Z 44-72.

CAPTAIN ROBERT CLARK... CALLS HER A PERSON OF INTEREST IN HER SISTER'S DEATH.. AND SAYS SHE'S THE ONLY PERSON LAW ENFORCEMENT IS LOOKING FOR.

 

Robert Clark: The actual cause of death can not be determined until the autopsy. Based on prelimimary evidence at the scene it appears that it is not a natural caused death. And the fire would not be from natural causes that apply.

THE FIRE CALL FIRST CAME IN AROUND 7 TUESDAY NIGHT.

NEIGHBORS REPORTED THIS HOME ON ADDINGTON DRIVE IN KATHLEEN WAS BURNING.

NEIGHBOR KENNETH ANDERSON SAYS HE RAN OVER TO SEE IF ANYONE WAS THERE... BUT NO ONE RESPONDED WHEN HE YELLED.

FIRE OFFICIALS FOUND THE 12-YEAR OLD GIRL DEAD INSIDE.

ANDERSON SAYS HE'S IN SHOCK.

I see them everyday. We talk everyday when I get off from work. They're daughter would speak to me everyday when I come home. "Hey Mr. Anderson." They would say that. But you never would think that would happen."

ANDERSON SAYS HE CALLED THE HOMEOWNERS... JOHN AND ANGELLA COLLINS TO TELL THEM THEIR TWO DAUGHTERS WERE INSIDE... BUT WHEN INVESTIGATORS GOT THERE... ONLY ONE GIRL WAS FOUND.

OTHERS WHO LIVE IN THE NEIGHBORHOOD SAY THE LOSS WILL BE FELT UP AND DOWN ADDINGTON DRIVE.

THEY REMEMBER THE YOUNG GIRL AFFECTIONATELY

She's just full of life, doing cartwheels in the yard. She would come over and say hey to my daughter and bring her puppy over, my daughter would pet her and she owuld spend a fwe minutes in the yard."

 

THE HOUSTON COUNTY SHERIFF'S OFFICE CONTINUES TO INVESTIGATE.

FIREFIGHTERS ARE BLAMING LIGHTNING AS A POSSIBLE CAUSE OF ANOTHER FIRE...THAT LIT UP THE NIGHT SKY IN WARNER ROBINS TUESDAY.

THOSE FLAMES BURNED 24 UNITS AT THE SANDPIPER APARTMENT COMPLEX.

TODAY... AFTER THE SMOKE SETTLED... FIRE INVESTIGATORS SPENT MUCH OF THE DAY COMBING THROUGH THE SCORCHED RUBBLE LOOKING FOR ANYTHING THAT COULD BE SALVAGED.

INVESTIGATORS SAY BUILDING 20 WAS PROBABLY HIT BY A LIGHTNING BOLT DURING A TUESDAY NIGHT STORM AROUND SEVEN'O'CLOCK.

BY THE TIME THE FLAMES WERE OUT... 2 DOZEN HOMES WERE GONE.

A SPOKESWOMAN FOR THE WARNER ROBINS FIRE DEPARTMENT SAYS PEOPLE LIVED IN ALL OF THOSE APARTMENTS.

THE RED CROSS IS HELPING THEM GET BACK ON THEIR FEET... AND BEGIN THE PROCESS OF REBUILDING THEIR LIVES.

BIBB COUNTY'S SCHOOL BOARD IS EXPECTED TO VOTE ON SUPINTENDENT ROMAIN DALLEMAND'S BUDGET FOR 2013 TOMORROW.

THAT'S ACCORDING TO THE BOARD'S PUBLISHED AGENDA.

THE BUDGET INCLUDES AN 8.2 MILLION DOLLAR DEFICIT IN THE GENERAL FUND BALANCE.

4-POINT-2 MILLION OF THAT IS A REDUCTION IN MONEY COMING IN FROM STATE AND LOCAL TAXES.

THE OTHER PART OF THE DEFICIT... 3.7 MILLION IS THE SAME SIZE DEFICIT THEY HAD LAST YEAR.

BOARD MEMBER GARY BECHTEL SAID HE'S NOT VOTING FOR THE BUDGET.

HE SAYS HE PLANS TO MAKE THE CASE THAT TOO MUCH MONEY IS BEING PAID TO EMPLOYEES WHO AREN'T DIRECTLY TIED IN TO CLASSROOM INSTRUCTION.

GOVERNOR NATHAN DEAL GOT A LETTER FROM THE U.S. DEPARTMENT OF EDUCATION SAYING FUNDS FUNNELED TO THE PEACH STATE ARE, QUOTE, "AT HIGH RISK".

ACCORDING TO THE ATLANTA JOURNAL CONSTITUTION, THE AGENCY HAS ASKED THE STATE TO FIX THE AREAS OF CONCERN BY THE FIRST OF AUGUST.

HAWAII IS THE ONLY OTHER STATE TO RECEIVE SUCH A WARNING OF THE DOZEN THAT RECEIVE "RACE TO THE TOP" GRANTS.

UNIFORMED MEN AND WOMEN FROM ALL BRANCHES OF THE ARMED FORCES COULD BE SEEN THERE.

THE NATIONAL SEPTEMBER ELEVENTH MEMORIAL IS A TRIBUTE TO THE NEARLY THREE THOUSAND PEOPLE KILLED IN THE TERROR ATTACKS IN 2001 AT THE WORLD TRADE CENTER... THE PENTAGON... AND IN SHANKSVILLE, PENNSYLVANIA.

AND... NEARLY SEVENTY YEARS AFTER IT CARRIED PRESIDENT FRANKLIN D. ROOSEVELT TO THE TEHRAN CONFERENCE IN CASABLANCA DURING WORLD WAR TWO.. THE U-S-S IOWA WAS COMMISSIONED AS A FLOATING MUSEUM TODAY.

A HOST OF DIGNITARIES ATTENDED THE FOURTH OF JULY EVENT AT THE PORT OF LOS ANGELES.
