HELLO EVERYONE. THANKS FOR JOINING US.

I'M LEAH JOHNSON..

AND I'M FRANK MALLOY..

TODAY... WE BEGIN OUR NEWSCAST IN WARNER ROBINS...WHERE THOUSANDS OF PEOPLE WILL FILL MCCONNELL TALBERT STADIUM FOR THE ANNUAL INDEPENDENCE CONCERT.

THIS YEAR'S EVENT HAS SPECIAL SIGNIFICANCE ... AS IT COULD BE THE LAST YEAR CONCERT-GOERS WILL ENJOY A LONG-TIME STAPLE OF THE EVENT.

WE'LL HAVE MORE ON THAT IN A MOMENT...

BUT FIRST LET'S HEAD OUT TO LORRA AND BEN FOR A LOOK AT THE CROWD AND FESTIVITIES.

THANKS, BEN.

THIS COULD BE THE LAST YEAR THE BAND OF THE AIR FORCE RESERVE WILL BE A PART OF THE FESTIVITIES.

AHEAD IN JUST A FEW MINUTES... WE'LL HEAR FROM A BAND MEMBER ABOUT THE GROUP'S INDEPENDENCE PERFORMANCE TONIGHT.

BUT FIRST, IN OUR WEB POLL TODAY... WE ASKED IF YOU THINK THE CONCERT SHOULD CONTINUE WITHOUT THE BAND.

SO FAR... 70 PERCENT OF YOU SAY YES...

SO FAR... 70 PERCENT OF YOU SAY YES...

AND 30 PERCENT OF YOU SAY NO.

THERE'S STILL PLENTY OF TIME FOR YOU TO VOTE.

VISIT 13WMAZ DOT COM AND LOOK FOR THE QUESTION ON THE RIGHT SIDE OF THE HOMEPAGE.

WITH ALL OF TONIGHT'S FESTIVITIES... THERE ARE SOME TRAFFIC CHANGES YOU NEED TO BE AWARE OF.

LET'S CHECK IN WITH JENNIFER MOULLIET BY PHONE... FOR A QUICK RUNDOWN.

MAKE SURE YOU ACCOUNT FOR THE ROAD CLOSURES IN THE AREA.

THIRD AVENUE IS CLOSED ... SHUT DOWN TO ALL TRAFFIC BETWEEN DAVIS DRIVE AND M-L-K JUNIOR DRIVE.

PEDESTRIANS CAN STILL WALK TO THE DEMON VALLEY GATE.

DEMON VALLEY DRIVE IS CLOSED TO ALL TRAFFIC.

AND AT SIX... MARTIN LUTHER KING JUNIOR BOULEVARD JUST CLOSED TO SOUTHBOUND TRAFFIC BETWEEN THIRD AVENUE AND THE HUNTINGTON VILLAGE ENTRANCE.

WARNER ROBINS POLICE WANT TO REMIND CONCERT-GOERS THAT GLASS CONTAINERS... ALCOHOLIC BEVERAGES... PETS AND WEAPONS ARE NOT ALLOWED HERE TONIGHT. .

PEOPLE IN THE CITY OF FORSYTH RECEIVED A PHONE CALL THIS AFTERNOON.. ASKING THEM TO STOP USING WATER OUTSIDE..

A PUMP AT THE COUNTY RESERVOIR WAS DAMAGED IN SUNDAY'S STORMS.

MATTHEW PERRY.. MONROE'S EMERGENCY MANAGEMENT DIRECTOR.. SAYS CREWS ARE WORKING TO GET THE PUMP BACK ONLINE.. AND THE OUTDOOR WATERING BAN IS JUST A PRECAUTION. A RISE IN METAL THEFTS... LED GEORGIA LAW MAKERS TO CHANGE THE WAY PEOPLE SELL SCRAP METAL.

METAL RECYCLING BUSINESSES NOW HAVE TO PAY A FEE AND REGISTER WITH THEIR LOCAL SHERIFF'S OFFICE.

THAT'S JUST ONE OF MANY CHANGES.

BRITTINY BARBER HAS A BREAK DOWN.

FROM COPPER WIRE TO AIR CONDITIONING COILS.. SCHNITZER STEEL DEALS IN IT ALL.

coplin: "We buy papers, metals and glass things like that from the general public and process them to be remelted."

RIGHT NOW IT GOES FOR ABOUT THREE DOLLARS A POUND... BUT THE PRICE OF COPPER PEAKED EVEN HIGHER.

MACON POLICE SAYS THAT'S LED TO AN INCREASE IN THEFTS

Horne: "The person stealing the copper may get a hundred dollars for it, but you've caused $10,000 worth of damage to the home."

Brittiny Barber: "It used to be when you brought in this burnt copper wire all you needed was a valid id.. now you have to be a licensed electrician or some other sort of business that deals in to wire to bring it in. And even for other scrap metal now there's several other regulations. .

coplin: "We have to take a photograph of the person that's selling the scrap. We have to take a photograph of the scrap itself on the scale and there's also very intense restriction on the purchase of aluminuim copper, air conditioning coils, burnt copper wires and cemetery brass."

METAL RECYLERS ALSO HAVE TO SHELL OUT $200 AND REGISTER WITH THE LOCAL SHERIFF'S OFFICE.

NATS

CHIP KOPLIN.. WHO'S THE PRESIDENT OF THE GEORGIA RECYLERS ASSOCIATION WORKED ON THE BILL AS IT WAS DRAFTED...

HE SAYS HE SEES MANY BENEFITS... BUT IT'S NOT WITHOUT PROBLEMS.

coplin:We were certainly ok with the registration of recyclers to sheriff's. We were ok with the limitation on burned copper and coils, but we feel the ban on cash was going a little bit too far as far a government intervention.

AS THE SCRAPS CONTINUE TO COME IN THOUGH.. COPLIN AND MACON POLICE SAY THEY THINK THE NEW LAW *WILL HELP CATCH CRIMINALS.

BRITTINY BARBER 13WMAZ EYEWITNESS NEWS.

STATE REPRESENTATIVE ALLEN PEAKE SAYS BEFORE THIS LEGISLATIVE SESSION.. THE NUMBER ONE ISSUE THE PEOPLE IN HIS DISTRICT WANTED ADDRESSED WAS THE INCREASE IN METAL THEFTS.

HE SAYS HE BELIEVES THE NEW LAW WILL HELP THAT.. AND GIVE LAW ENFORCEMENT ANOTHER TOOL FOR ARRESTING THIEVES.

ANOTHER CHANGE TO TELL YOU ABOUT... THE CONVENIENCE OF ONLINE LICENSE RENEWAL IS NO LONGER AN OPTION FOR GEORGIA DRIVERS... IT'S BACK TO THE TICKET NUMBERS AND LONG LINES.

PEOPLE WHO WANT TO RENEW...REINSTATE...OR APPLY FOR A LICENSE OR STATE I.D... WILL NOW NEED TO DO THAT IN PERSON.

THE SECURE I-D PROGRAM WENT INTO EFFECT TODAY AND THAT MEANS YOU'LL HAVE TO TAKE A FEW MORE PAPERS WITH YOU WHEN YOU GO TO THE DEPARTMENT OF DRIVER SERVICES..

JUDY LE EXPLAINS WHAT YOU'LL NEED.

THE PLANES ARE DISMANTLED AND PUT BACK TOGETHER HERE... BUT BEFORE THEY RETURN TO THE FRONT LINES...

THE 339TH TEST FLIGHT SQUADRON MAKES SURE THEY'RE FIT FOR BATTLE.

Lt. Col. John Nowak, 339th Test Flight Squadron: (58:40) "When we sign off the airplane at the end of the day, when it's done here at Robins, it goes back to its unit and is fully mission capable. They'll put back on the life support equipment, and they are ready to go out and fly the airplane in the operational world."

JUST AS THE CROWDS LOOK FORWARD TO SEEING THE RESERVISTS FLY THOSE F-15'S OVERHEAD TONIGHT... THE PILOTS SAY IT'S ALSO REALLY COOL FOR THEM.

THEY SAY IT'S A GREAT VIEW OF THE CONCERT CROWD... PLUS THEY'RE PROUD TO BE PART OF THE ACT.
