THAT'S A CUT OF A LITTLE MORE THAN 5 AND A HALF PERCENT.
AMY AUBERT RUNS DOWN THE MAYOR'S PLAN... AND TELLS YOU WHAT SOME COUNCIL MEMBERS HAD TO SAY.
<<
Nats, mayor

MACON MAYOR ROBERT REICHERT CALLS HIS 20-13 BUDGET PROPOSAL... BALANCED. HE SAYS IT AIMS TO ATTRACT OPPORTUNITIES... AND ENHANCE THE QUALITY OF LIFE BY DECREASING THE GENERAL FUND... AND LOWERING PROPERTY TAXES.

Mayor Reichert: "We wanted to get the message out to our tax payers that through service delivery strategy, we are becoming more efficient, and that results in a reduction in taxes."

UNDER THE SERVICE DELIVERY STRATEGY... STARTING JULY FIRST... FIVE CITY DEPARTMENTS WILL TRANSFER TO THE COUNTY.
IN HIS PRESENTATION... THE MAYOR POINTED TO A 4.9 MILLION DOLLAR REDUCTION... IN REVENUE.... AND 5.4 MILLION IN EXPENSES.

Mayor Recihert: "After really sharpening the pencil, and looking at all the revenue we're giving up, but all the expenses we're transferring, we're about 500 thousand dollars positive impact to this budget."

THE 45 MINUTE PRESENTATION ENDED WITH NO QUESTIONS... FROM COUNCIL.

Nats: "thank you, I appreciate you."

Tom Ellington: "I think the real question is going to be when we get down into the line by line details."

COUNCILMAN TOM ELLINGTON SAYS THE 20-13 BUDGET IS BETTER NEWS... THAN SOME PREVIOUS YEARS.
BUT HE SAYS IT'LL TAKE THUMBING THROUGH THE INFORMATION... TO GENERATE SPECIFIC QUESTIONS.

Ellington: "Compensation issues are always going to be delicate, so that's something we'll have to look at carefully."

SALARIES AND BENEFITS TAKE UP 70 PERCENT OF THE BUDGET.
THE MAYOR INCLUDED AN EQUITY PAY ADJUSTMENT... FOR ALL GENERAL EMPLOYEES... BASED ON SENIORITY... BUT NO SPECIFIC NUMBERS OR PERCENTAGES.

Timley: "We'll have time to look at that as well. Because if it's not equitable across the board for all employees it might not pass and might be taken out of the budget."

IT'S THE FIRST STEPS... IN A BUDGET PLAN... THAT SO FAR... SEEMS TO BRING COUNCIL ON BOARD. BUT MEMBERS SAY... QUESTIONS ARE BOUND TO COME UP.

38 YEAR OLD TRACY COHEN HAS TYPE 1 DIABETES SO SHE WATCHES EVERY BITE..

(SOT: Tracy Cohen /Type I Diabetes Patient)
In terms of carbohydrates and how much insulin I need

(TRACK)
A PUMP ON HER STOMACH INJECTS HER WITH THE INSULIN HER PANCREAS CAN'T CREATE ON ITS OWN. FOR MORE THAN 30 YEARS... TRACY HAS HAD TO TEST HER BLOOD SUGAR LEVELS UP TO 15 TIMES A DAY.. THEN TYPE IN THE DOSAGE OF INSULIN SHE NEEDS INTO THE PUMP. BUT NOW SHE IS TESTING OUT A REVOLUTIONARY DEVICE AT THIS RESEARCH INSITUTUTE IN SANTA BARBARA, IT'S CALLED THE "ARITIFICAL PANCREAS."

(SOT: Tracy Cohen /Type I Diabetes Patient)
"I don't have to go in and say 'my blood sugar is this, therefore I'm going to do this.' It figures it out for you."

(TRACK)
WHILE MANY DIABETES PATIENTS ALREADY USE AN INSULIN PUMP AND A GLUCOSE MONITOR... RESEARCHERS ARE DEVELOPING A WIRELESS DEVICE TO *CONNECT* THE TWO.

(SOT: Dr. Howard Zisser/Sansum Diabetes Research Institute)
"it takes some of the thought process and some of the hassles of interacting with pumps and sensors and automates that so the patient doesn't have to do that work."

(TRACK)
WHEN THE MONITOR SENSES A NEED FOR INSULIN, THE PUMP AUTOMATICALLY INJECTS IT INTO THE PATIENT THROUGH A SMALL COIL.

(----STANDUP: Bigad Shaban, CBS News)
"Researchers hope the device will be an option for the nearly 3 million Americans with type 1 diabetes, many suffering with symptoms since childhood."

(NATS)

"okay, watch where you're going!"

(TRACK)
TRACY SAYS THE ARTIFICIAL PANCREAS WOULD FREE HER UP TO SPEND MORE TIME WITH HER FAMILY..

(SOT: Tracy Cohen /Type I Diabetes Patient)
"they mean the world to me and I want to be around for them."

(TRACK)
AND LESS TIME DEALING WITH HER DIABETES.
RIGHT NOW, THE ARTIFICIAL PANCREAS IS ONLY BEING TESTED AT HOSPITALS. RESEARCHERS HOPE TO SOON LET PATIENTS TEST IT IN THEIR EVERYDAY LIVES.
