FRANK MALLOY HAS THE NIGHT OFF.

BIBB COUNTY SCHOOL SUPERINTENDENT ROMAIN DALLEMAND PLANS TO MOVE THE DISTRICT TO A YEAR-ROUND CALENDAR...STARTING IN AUGUST OF 2013.
THAT'S ONE OF THE INITIATIVES FROM HIS MACON MIRACLE STRATEGIC PLAN WHICH HE OUTLINED IN MORE DETAIL THIS EVENING.
HE ALSO WANTS GRADES PRE-K THROUGH THIRD TO START LEARNING MADARIN CHINESE NEXT YEAR.
DALLEMAND LAID OUT THE TIMETABLE FOR THE BIBB COUNTY SCHOOL BOARD THIS AFTERNOON.
BUT DURING THE MEETING ANOTHER TOPIC... DALLEMAND'S UPCOMMING TRIP TO BELGIUM.. GOT SCHOOL BOARD AND COMMUNITY MEMBERS FIRED UP.
CANDACE ADORKA WAS THERE AND JOINS US NOW WITH MORE.

SUPERINTENDENT ROMAIN DALLEMAND AND TWO OTHER OFFICIALS PLAN TO ATTEND THE WORLD APPRECIAIVE INQUIRY CONFENRENCE IN GHENT... BELGIUM.
HE SAYS BIBB COUNTY WAS INVITED TO SHARE HOW THEY PUT TOGETHER LAST YEAR'S DISTRICT-WIDE MEETINGS AT THE MACON CENTREPLEX THAT HEPED CREATE THE MACON MIRACLE.
THAT TRIP DOSN'T SIT WELL WITH SOME PEOPLE IN THE COMMUNITY... AND A FEW VOICED THEIR DISPLEASURE TO THE SCHOOL BOARD.

"This is just unacceptable, and then when I hear about a trip tp Belgium, it just really angers me. Because I am a parent, and I pay taxes here, and if i'm not going to Belgium, you don't need to go to Belgium either."

DALLEMAND AND THE DISTRICT'S DIRECTOR OF PROFESSIONAL LEARNING... JUDY GODFREY... EXPLAINED THAT THEY WOULD PRESENT AT THE CONFERENCE... BUT THEY WOULD ALSO LEARN STRATEGIES FROM OTHER COUNTRIES TO IMPLEMENT IN BIBB COUNTY.
GODFREY SAID THE TRIP COSTS ABOUT 3-THOUSAND DOLLARS PER PERSON... INCLUDING REGISTRATION... AIR FARE... AND LODGING FOR FIVE DAYS.
BOARD MEMBERS GARY BECHTEL... SUSAN SIPE... LYNN FARMER... AND SUSAN MIDDLETON QUESTIONED THE TIMING AND THE BENEFIT OF THE TRIP.

"If this trip really happens, you've got to prove to me, so I can ddefend it to my constituents that this was a beneficial trip for every child in this district."

BUT OTHER BOARD MEMBERS INCLUDING WANDA WEST... TOM HUDSON AND ELLA CARTER SUPPORTED THE TRIP... SAYING IT WOULF BE BENEFICIAL FOR THE DISTRICT.
BOARD PRESIDENT TOMMY BARNES SAID THE SUPERINTENDENT HAS FUNDS SET ASIDE FOR TRAVEL.
HE SAID IT IS NOT UP TO BOARD MEMBERS TO MICROMANAGE THE SUPERINTENDENT... BUT THEY COULD LOOK AT THE RESULTS OF HIS WORK.

THE WORLD APPRECIATIVE INQUIRY STARTS APRIL 25 AND RUNS THROUGH THE 28TH.
IT'S HELD ONCE EVERY THREE YEARS... AND THIS YEAR... MORE THAN 40 COUNTRIES WILL BE REPRESENTED.

BEFORE THE SCHOOL BOARD MEETING... DALLMEAND PRESENTED AN IMPLENTATION PLAN FOR THE MACON MIRACLE.
HE SAYS IT'S WHAT PRINCIPALS WILL USE TO CREATE PLANS FOR INDIVIDUAL SCHOOLS.

"The real work begins. We begin to start to formulate or comittees that will start working on the specific action steps and pretty soon will start to implement the action steps."

DALLEMAND SAYS THE PLANNING PROCESS FOR YEAR-ROUND SCHOOL WILL GET UNDERWAY NEXT YEAR.. AND PUT IN PLACE FOR THE 2013-2014 SCHOOL YEAR.

BIBB COUNTY STUDENTS GRADES PRE-K THROUGH THREE WILL START LEARNING MADARIN CHINESE AT THE BEGINNING OF THE NEXT SCHOOL YEAR IN AUGUST.

NEXT SCHOOL YEAR... THE DISTRICT ALSO PLANS TO OPEN TWO NEW ALTERNATIVE SCHOOLS.... AND BRING GLENN SINGLETON'S COURAGEOUS CONVERSATIONS PROGRAM TO TOWN.... TO HELP DISTRICT EMPLOYEES HANDLE RACIAL ISSUES BETTER.

THEY'LL START PLOTTING OUT SOME LONGER RANGE PROJECTS... LIKE PORTFOLIO SCHOOLING... FOCUSED ON A PARTICULAR AREA OF INTEREST... AND CHANGING THE HIGH SCHOOL DAY FROM FOUR BLOCKS.... TO SEVEN.

OTHER STEPS INCLUDE HIRING THREE MENTAL PROFESSIONALS TO SEE STUDENTS... AS WELL AS 7 CAREER COACHES.
THEY'LL ALSO CREATE HEALTHY LIVING PROGRAMS THAT ADDRESS ISSUES LIKE STRESS... ILLNESS AND ANXIETY.

THOSE THREE STEPS WILL COST 340 THOUSAND DOLLARS.
DALLEMAND SAYS THAT MONEY WILL COME OUT OF NEXT YEAR'S RESERVE FUND.
IT'S PART OF HIS PLEDGE NOT TO SPEND ANY MORE THAN THE CURRENT BUDGET ON THE MACON MIRACLE.
HE PROMISED THE BOARD THAT TAXES WON'T GO UP DUE TO HIS PLAN.

RIGHT NOW....MACON AND BIBB COUNTY HAVE 20 CITY COUNCIL AND COUNTY COMMISSION MEMBERS.
IF VOTERS APPROVE CONSOLIDATION... THEY'D BE REPLACED BY A NINE-MEMBER COUNCIL.
AND THAT COULD SET SOME OF THE COUNTY'S BEST-KNOWN FACES RUNNING AGAINST EACH OTHER.

BUT DISTRICT NINE.. WHICH RUNS FROM VILLAGE GREEN IN THE SOUTH TO THE WESLEYAN WOODS AREA IN THE NORTH...COULD BE THE BIGGEST BATTLEGROUND.
SHOULD THEY CHOOSE TO RUN.. FOUR CITY COUNCIL MEMBERS...PRESIDENT JAMES TIMELY.. NEWCOMER HENRY GIBSON.. AND VETERANS LAUREN BENEDICT AND NANCY WHITE WOULD FACE OFF...FOR JUST ONE SEAT.
WE SPOKE TO ALL FOUR.
TIMLEY DOESN'T THINK VOTERS WILL APPROVE CONSOLIDATION.. BUT IF THEY DO.. HE SAYS HE'LL HAVE NO PROBLEM RUNNING AGAINST FELLOW COUNCIL MEMBERS.
BENEDICT DECLINED COMMENT.. AND GIBSON SAYS HE'LL RESERVE COMMENT UNTIL AFTER THE CONSOLIDATION VOTE IN JULY. GIBSON SAYS HE'LL TAKE CONSOLIDATION. SERIOUSLY IF IT PASSES.
WHITE SAYS SHE PROBABLY WON'T RUN AGAIN.. BUT SHE SUPPORTS CONSOLIDATION.
20:21 Nancy White, Councilwoman: The change in my particular ward, I'm okay with it. because the larger goal of putting consolidation to a vote was accomplished. That's very important and I'm very hopeful that it will pass.
WHITE ALSO SAYS THE OVERALL MAKEUP OF THE CONSOLIDATED GOVERNMENT....POLITICALLY....WOULDN'T BE MUCH DIFFERENT FROM THE CURRENT CITY COUNCIL.
SHE SAYS THAT'S WHAT REALLY MATTERS.

VOTERS WILL DECIDE THE CONSOLIDATION ISSUE ON JULY 31ST.
IF IT'S APPROVED.. ELECTION FOR THE NINE DISTRICT SEATS AND THE AT-LARGE MAYORAL POSITION WOULD BE HELD IN NOVEMBER 2013.
IF THEY CHOOSE TO RUN....MAYOR ROBERT REICHERT AND COMMISSION CHAIRMAN SAM HART... AND OTHER CANDIDATES COULD BATTLE IT OUT FOR THE TOP ELECTED POSITION IN BIBB COUNTY.
THE NEW GOVERNMENT WOULD TAKE EFFECT ON JANUARY 1ST.. 2014.

MACON-BIBB CONSOLIDATION ALSO SPARKED A BUZZ AT THE EGGS AND ISSUES MEETING IN HOUSTON COUNTY THIS MORNING.
AN ATTENDEE ASKED THE MAYORS OF WARNER ROBINS... PERRY... AND CENTERVILLE IF THEY WOULD EVER CONSIDER CONSOLIDATING THE CITY AND COUNTY.

Mayor Jimmy Faircloth: "I'm all for helping the citizens reduce not only their burden but also providing the services they expect at the least possible cost and to them it doesn't matter who provides that fire service the city or the county matter of fact the only thing that matters to them is if something happens to their house somebody's going to respond in a timely manner."
Mayor Chuck Shaheen: "You know that's a step in the right direction. Why? Because of emergency purposes ISO ratings that would help the citizens of the county and Warner Robins, Perry and Centerville."
Mayor John Harley: "Fire departments the consolidation of those seems to make sense to do it but who's going to pay for it? It's very expensive."

EACH CITY LEADER ALSO DISCUSSED ACCOMPLISHMENTS AND GOALS FOR THEIR CITIES.
