THE BIBB SCHOOL BOARD HAS AGREED TO SUPERINTENDENT ROMAIN DALLEMAND'S STRATEGIC PLAN FOR THE DISTRICT... AFTER HE MADE MORE THAN A DOZEN CHANGES.
SEVERAL OF THE CHANGES DALLEMAND MADE TO THE PLAN DEAL WITH SAFETY AND DISCIPLINE.
CANDACE ADORKA HAS MORE ABOUT WHAT THEY MEAN FOR BIBB COUNTY SCHOOLS.
MANY PARENTS COMPLAINED THAT IT DIDN'T ADDRESS DISCIPLINE IN SCHOOLS.
WEDNESDAY NIGHT... DALLEMAND TOLD BOARD MEMBERS SAFETY AND DISCIPLINE IS HIS MAIN PRIORITY.
I SAT DOWN WITH EDWARD JUDIE... DEPUTY SUPERINTENDENT OF STUDENT AFFAIRS... TO FIND OUT HOW THE PLAN DEALS WITH THE ISSUE.
"We understand theres those kids that are sometimes a threat to themselves and a threat to others.Lets identify those kids lets not look down on those kids. Our primary purpose is to assist them."
HE SAYS THE PLAN WILL CREATE STUDENT SUPPORT TEAMS AT EACH SCHOOL... A GROUP OF 4 OR 5 TACHERS... ADMINISTRATORS... COUNSELORS... AND MENTAL HEALTH THERAPISTS.
THE TEAMS WOULD IDENTIFY KIDS WITH BEHAVIOR PROBLEMS AS EARLY AS PRE-K.
HE SAYS THEY WOULD WORK TO REMOVE THOSE STUDENTS FROM THE TRADITIONAL SCHOOL ENVIRONMENT IF THEY'RE A DANGER TO THEMSELVES OR OTHERS... AND GET THEM THE HELP AND EDUCATION THEY NEED.
SOME OF THOSE STUDENTS WOULD GO TO SEPARATE ALTERNATIVE SCHOOLS.
JUDIE SAYS THEY WANT TO OPEN TWO OF THOSE ALTERNATIVE SCHOOLS BY FALL... IN BUILDINGS THEY ALREADY OWN....AND THROUGH THE CURRENT BIDGET.
KIDS RELEASED FROM YOUTH DETENTION CENTERS WOULD ATTEND THE ALTERNATIVE SCHOOLS....INSTEAD OF STANDARD SCHOOLS AS THEY NOW DO.
THESE SCHOOLS WOULD COMBINE ACADEMIC RIGOR WITH MENTORING AND SOCIAL SERVICES... AND A WELL-TRAINED STAFF.
JUDIE SAYS THEY WOULD ALSO WORK UP PLANS TO GRADUALLYL GET EACH STUDENT BACK INTO A TRADITIONAL SCHOOL.
THIS MONTH... THE DISTRICT PLANS TO HIRE A FIRM TO EVALUATE SCHOOL SAFETY..
THEY'LL LOOK AT THINGS LIKE GANG ACTIVITY... DRUGS AND ALCOHOL AND WEAPONS IN BIBB SCHOOLS.
FROM THAT REPORT THE DISTRICT WILL CREATE A COMPREHENSIVE SAFETY PLAN... AND A PLAN FOR EACH SCHOOL.
THERE WOULD ALSO BE A CRISIS RESPONSE TEAM THAT MEETS REGULARLY TO REFLECT ON SAFETY AND DISCIPLINE IN THE DISTRICT.
FRANK?

DISTRICT ATTORNEY GREG WINTERS SAYS HE HASNT HEARD FROM THREE BIBB COUNTY SCHOOL BOARD MEMBERS WHO CALLED FOR AN INVESTIGATION OF SUPERINTENDENT ROMAIN DALLEMAND'S SPENDING.
GARY BECHTEL... LYNN FARMER... AND SUSAN SIPE RELEASED A STATEMENT AFTER LAST NIGHT'S MACON MIRACLE VOTE.
IT CALLED FOR A FINANCIAL REVIEW BY A LAW ENFORCEMENT AGENCY OR SCHOOL BOARD AUDITOR.
IN A WRITTEN STATEMENT.... THE THREE BOARD MEMBERS SAY...
"WE ARE NOT ONLY 'ALLOWED' TO ASK ABOUT THE COST; WE ARE REQUIRED."
THEY GO ON TO SAY...
"THE SUPERINTENDENT HAS NOT BEEN FORTHCOMING TO US AS IT RELATES TO THESE ITEMS AND AS A RESULT WE PUBLICLY CALL FOR AN INVESTIGATION IN ORDER TO PROTECT THE INTEREST OF BIBB COUNTY TAXPAYERS."
THE STATEMENT ALSO QUESTIONS DALLEMAND'S BUDGET MANAGEMENT... SAYING...
"THE EXPENSE REIMBURSEMENT APPEARS TO BE EXCESSIVE AND OUT OF LINE WITH STATE POLICY AND THE LANGUAGE IN THE SUPERINTENDENT'S CONTRACT.
IS IT POSSIBLE THAT OTHER SPENDING IS ALSO EXCESSIVE AND OUT OF LINE WITH STATE AND LOCAL POLICY?"
WE SPOKE TO BECHTEL TODAY....WHO DECLINED TO COMMENT FURTHER ON HIS STATEMENT.
FARMER AND SIPE DID NOT RETURN OUR PHONE CALLS.
WINTERS.... THE BIBB COUNTY SHERIFFS OFFICE AND MACON POLICE... ALL SAY THE THREE BOARD MEMBERS HAVE NOT CONTACTED THEM.
TO BE FAIR AND BALANCED....WE CALLED SUPERINTENDENT DALLEMAND.
HIS OFFICE SAID HE WAS NOT AVAILABLE FOR COMMENT.

FORT VALLEY STATE UNIVERSITY IS NEARLY A MILLION DOLLARS OVER BUDGET.. AND IS ORDERING EMPLOYEE FURLOUGHS TO SAVE MONEY.
RONALD STARK.. VICE-PRESIDENT OF BUSINESS AND FINANCE SAYS.. HE AND COLLEGE PRESIDENT LARRY RIVERS WENT TO ATLANTA TODAY.. TO ASK FOR HELP FROM THE BOARD OF REGENTS..

HE PLANS TO FURLOUGH SOME EMPLOYEES 3 DAYS.. AND SOME 5.. DEPENDING ON THEIR SALARY.
TRAVEL WILL BE CUT BACK.. AND PURCHASING CARDS - CANCELED.
>>Ronald Stark, VP Business & Finance: "Well, we think we'll be saving between 80 and 85 thousand dollars a day. I think that if we can get though this year with an anticipated increase in budget allocation, that we will be okay next year."
THE FURLOUGH DAYS FOR EVERYONE EXCEPT ESSENTIAL STAFF ARE MARCH 15TH AND 16TH.. AND APRIL 6TH.
STARK SAYS F-V-S-U IS HIT HARDER BY STATE BUDGET CUTS.. BECAUSE THE COLLEGE HAS TO MATCH FEDERAL RESEARCH MONEY TO KEEP IT.

A HOUSTON COUNTY JURY RULED AN ILLEGAL IMMIGRANT... NOT HIS BOSS... IS THE RIGHTFUL OWNER OF A 750-THOUSAND DOLLAR WINNING LOTTERY TICKET.
THAT'S ACCORDING TO A CLERK FOR SUPERIOR COURT JUDGE GEORGE NUNN.
IN 2010... THE GEORGIA LOTTERY SAID JOSE ANTONIO CUA-TOC BOUGHT THE WINNING TICKET.
LATER...ERICK CERVANTES CLAIMED THE WINNINGS WERE HIS SAYING HE GAVE CUA-TOC THE MONEY TO BUY THE LOTTERY TICKET..
CUA-TOC WAS LATER CHARGED WITH THREATENING CERVANTES AND HIS FAMILY.
AUTHORITIES SAY CUA-TOC IS AN ILLEGAL IMMIGRANT.
COURTS FROZE THE MONEY UNTIL THE CASE WAS SETTLED.

(SOT: when they started further north like three or four years ago, once that was done it just seemed like not even a month after that they started the construction down there and as soon as we thought we saw a sign on relief it was... ah... back to construction again.)
BUT HE SAYS THE FINISHED PRODUCT... WILL SPEED UP BUSINESS.
(SOT: were looking forward to having more trucks arrive on time... early if possible.)
KIM LARSON WITH THE DEPARTMENT OF TRANSPORTATION SAYS CONSTRUCTION STARTED IN FALL OF 2006 WITH WORK ON THE 75 AND 475 SPLIT.
THAT PROJECT WRAPPED UP IN LATE 2010... BUT LARSON SAYS CREWS WERE ALREADY BUSY ON PROJECT NUMBER TWO... AN EXTENSION OF SARDIS CHURCH ROAD... INCLUDING A NEW EXIT ON I-75.
(NATS)
CAPTAIN CHARLIE GUNNELS WITH THE BIBB COUNTY SHERIFFS OFFICE SAYS POLICE RESPONDED TO 68 ACCIDENTS IN THE CONSTRUCTION ZONE OF I-75... JUST IN THE LAST YEAR.
(SOT: thats very high... really high.)
HE SAYS THE BIGGEST HAZARDS ARE THE NARROW TRAFFIC LANES BLOCKED OFF BY CEMENT BARRIERS
(SOT: theres nowhere to go, and i will tell people to get out of your car and get across that wall because when you break down or you run out of gas, you got nowhere to go and youre just a sitting duck.)
BUT HE SAYS... EVEN WHEN CONSTRUCTION CLEARS... POLICE WILL HAVE THEIR HANDS FULL.
(SOT: the accidents are going to go down but the speedings going to go up.)
(NATS)
LARSON SAYS CREWS STILL HAVE A FEW MORE FINISHING TOUCHES... INCLUDING TRAFFIC SIGNALS AND ROAD SURFACE WORK... BEFORE THE NEW EXIT OPENS FOR BUSINESS.
