THANKS FOR JOINING US TONIGHT..... I'M LEAH JOHNSON.

THIS IS EYEWITNESS NEWS AT SIX.

FIRST TONIGHT, WE'RE TAKING A LOOK AT THE STRATEGIC PLAN DESIGNED TO BRING CHANGES FOR STAFF AND STUDENTS AT BIBB COUNTY SCHOOLS.

13-W-M-A-Z HAS HEARD YOUR QUESTIONS THROUGH FACEBOOK, 13-W-M-A-Z-DOT-COM, AND THROUGHOUT THE COMMUNITY.

TONIGHT, WE WANTED TO BREAK DOWN A FEW KEY PROVISIONS IN THE PLAN AND EXAMINE WHAT THEY REALLY MEAN.

LET'S SEND IT OVER TO FRANK MALLOY AND CANDACE ADORKA FOR MORE.

<<

ROY WOOD WORKS AS A VOLUNTEER FIREFIGHTER IN TWIGGS COUNTY... BUT LAST SUMMER... *HE* WAS THE ONE THAT NEEDED TO BE RESCUED.

(SOT: myself and the other firefighters were working a fire scene and I started experiencing chest pains and shortness of breath.)

THE MEDICAL CENTER OF CENTRAL GEORGIA TOLD HIM IT COULD TAKE SEVERAL MINUTES FOR HELP TO ARRIVE.

(SOT: so lieutenant hasty and a fellow firefighter got me in his patrol vehicle and got me to the coliseum ER.... and as soon as I got on the table at the ER, I coded. I went into full cardiac arrest.)

TWIGGS COUNTY SHERIFF... DARREN MITCHUM SAYS SITUATIONS LIKE WOOD'S...ARE NOT RARE. HE SAYS SOMETIMES IT CAN TAKE 45 MINUTES TO AN HOUR FOR AN AMBULANCE TO REACH A PATIENT.

(SOT: There have been instances where we've had to take patients and put them in a patrol car and meet the ambulance somewhere on I-16.)

MITCHUM SAYS THE COUNTY DOES NOT HAVE THE MONEY TO PAY FOR ITS *OWN* E-M-S SYSTEM... ALL OF THEIR EMERGENCY CALLS ARE DISPATCHED TO THE MEDICAL CENTER... IN MACON.

COUNTY COMMISSIONER MILTON SAMPSON SAYS BUILDING A MEDICAL CENTER SUBSTATION IN JEFFERSONVILLE WOULD SHAVE OFF MILES BETWEEN PARAMEDICS AND PATIENTS... AND SPEED UP RESPONSE TIME.

(SOT: a person who is here would know all of our roads and our streets by name, where to find people, and by name even)

THE MEDICAL CENTER DONATED THIS EMPTY AMBULANCE TO TWIGGS COUNTY TWO YEARS AGO... BUT SAMPSON SAYS THE COUNTY DOES NOT HAVE THE MONEY TO PAY FOR THE EQUIPMENT AND CERTIFIED STAFF NEEDED TO RUN IT.

(SOT: it may be a situation where its easier to buy a new one than equip this one)

BOTH SAMPSON AND SHERIFF MITCHUM SAY THEY ARE WILLING TO TRY WHATEVER IT TAKES TO GET THEIR COUNTY A WORKING AMBULANCE.

(SOT: i'm sure it will cost something... but how do you put a dollar figure on a person's life?)

BUT MITCHUM SAYS.. AFTER SEVERAL TALKS WITH THE MEDICAL CENTER... NO AGREEMENTS HAVE BEEN REACHED FOR A SUBSTATION.

BRYANT SAYS HE GATHERED THE REST OF THE CREW AND TWO FIREFIGHTERS BEGAN C-P-R WHILE HE HOOKED UP A DEFIBRILLATOR.

HE SAYS TRYING TO SAVE HIS LIEUTENANT WAS LIKE TRYING TO SAVE A MEMBER OF HIS OWN FAMILY.

You just have to put all of that aside and do what you have to do. Our motto is we go in together, we go out together. So we just wanted to make sure that we did what we had to do to make sure he goes home just like we do."

BLOODWORTH IS ALERT AND RECOVERING AT COLISEUM MEDICAL CENTER.

HE SAYS HE HOPES TO BE HOME IN A FEW DAYS AND WANTS TO RETURN TO WORK AS SOON AS POSSIBLE.

A LONG TIME FRIEND AND EMPLOYEE OF MUSIC LEGEND JAMES BROWN SAYS HE FIRST MET WHITNEY HOUSTON WHEN SHE WAS A TEENAGER.

FRED DAVISS' PERRY HOME IS COVERED IN PICTURES AND MEMORIES OF HIS 15 YEARS AS JAMES BROWN'S "MONEY MAN.

DAVISS TRAVELED ON THE ROAD WITH BROWN, BECOMING FRIENDS AND DEVELOPING BUSINESS RELATIONSHIPS WITH OTHER MUSIC ICONS.. INCLUDING HOUSTON.

DAVISS SAYS HE MET HER WHEN SHE WAS 13-YEARS-OLD... BACKSTAGE AT A JAMES BROWN CONCERT.

HE DESCRIBED HER AS A BUBBLY TEENAGER WHO COULD SING GOSPEL MUSIC LIKE A SONG BIRD.

Fred Daviss: (22:50) "She had such a transformation over the years, from this skinny school girl that nobody would give a second look at unless they heard her sing, but she turned into this glamorous woman."

DAVISS SAYS THE LAST TIME HE SAW HOUSTON WAS IN THE EARLY 90s... JUST AFTER THE RELEASE OF THE BODYGUARD SOUNDTRACK.

HE SAYS ALL THAT HE KNEW ABOUT REPORTED DRUG PROBLEMS... WAS THAT WHENEVER HE SAW HOUSTON..... SHE WAS "CLEAR EYED" AND COHERENT.

WELCOME BACK.

PRESIDENT OBAMA'S 2013 BUDGET IS OUT.

HE'S PITCHING A 3-POINT-08 TRILLI0N DOLLAR PLAN THAT INCLUDES ABOUT 350 BILLION AIMED AT PUMPING UP JOB GROWTH.

THE PRESIDENT TOLD SUPPORTERS AT A NORTHERN VIRGINIA COMMUNITY COLLEGE THAT 8 BILLION WOULD HELP SCHOOLS TRAIN WORKERS.

HE'S ALSO ASKING FOR DEFENSE CUTS.

AIR FORCE OFFICIALS SAID TODAY THE FOCUS IS ON LINE ITEMS LIKE PHASING OUT AGING FIGHTER JETS AND AIRCRAFT CARRIERS, WHILE KEEPING OUR ABILITY TO PREVENT CYBER TERRORISM.

"AT A TIME WHEN OUR ECONOMY IS GROWING AND CREATING JOBS AT A FASTER CLIP, WE'VE GOT TO DO EVERYTHING IN OUR POWER TO KEEP THIS RECOVERY ON TRACK."

I GET ASKED IF THIS BUDGET IS DEAD ON ARRIVAL. IT'S NOT DEAD ON ARRIVAL. IT'S DEBT ON ARRIVAL."

REPUBLICANS REFUSE TO ACCEPT THE TAX HIKES IN THE PLAN.

THEY DEMAND BIGGER SPENDING CUTS AND A MEDICARE OVERHAUL.

THE BUDGET DEBATE IS EXPECTED TO DRAG ON UNTIL NOVEMBER

SHOULD MACON POLICE CONCENTRATE MORE RESOURCES ON DRUNK DRIVING.... OR METAL THEFTS?

THAT WAS THE TOPIC OF A HEATED DISCUSSION THIS AFTERNOON BEFORE CITY COUNCIL'S PUBLIC SAFETY COMMITTEE.

POLICE CHIEF MIKE BURNS PRESENTED THE CITY'S 2011 CRIME STATS... AND SAID LAST YEAR'S INCREASE IS DUE TO THEFTS.

THAT MADE CITY COUNCIL PRESIDENT JAMES TIMLEY ASK WHY BURNS HAS MORE OFFICERS ON HIS D-U-I TASK FORCE THAN FIGHTING METAL THEFTS.

HE ALSO ASKED WHY POLICE PUT D-U-I ROADBLOCKS IN SOME NEIGHBORHOODS... AND NOT OTHERS.

COUNCIL MEMBER LOUIS TOMPKINS ADDED THAT HE'S GOTTEN COMPLAINTS ABOUT MACON POLICE PUTTING UP THOSE ROADBLOCKS AFTER DOWNTOWN EVENTS.

AMY AUBERT IS AT THAT MEETING.

SHE'LL HAVE MORE ON EYEWITNESS NEWS AT 11.

MACON POLICE SAY THEYVE ARRESTED A SUSPECT...IN A TWO MONTH OLD FATAL HIT AND RUN.

CHIEF MIKE BURNS TODAY SAY THE SOUTHEAST REGIONAL TASK FORCE ARRESTED 29 YEAR-OLD LINDSAY MOORE OF FORSYTH.

SHE'S ACCUSED OF HITTING A MAN ON THE EMERY HIGHWAY DECEMBER 11TH 2011.

46 YEAR OLD WILLIE MOSES DIED AFTER THE COLLISION.

BUT POLICE SAY THEY IDENTIFIED MOORE...BECAUSE PARTS OF HER SILVER VOLKSWAGEN WERE LEFT BEHIND.

MOORE IS NOW IN THE BIBB COUNTY JAIL...CHARGED WITH VEHICULAR HOMICIDE...HIT AND RUN...AND OTHER CHARGES.

BUT BEFORE WE GO TO BREAK.. WE WANT TO REMIND YOU THAT IT'S THE 13TH OF THE MONTH.

THAT MEANS IT'S TIME TO CALL YOUR FRIEND FOR LIFE AND REMIND HIM OR HER TO DO A MONTHLY BREAST SELF-EXAM.
