OUR TOP STORY TONIGHT.... THERE'S A TENSE BATTLE ONGOING IN IOWA... WITH NO WINNER YET... AS THE CAUCUS VOTES ARE COUNTED.
THREE OF THE G-O-P PRESIDENTIAL HOPEFULS ARE SEPARATED BY JUST A MATTER OF VOTES.
MANUEL GALLEGUS IS IN DES MOINES WITH THE LATEST.
>>IT'S A THREE WAY RACE IN IOWA TONIGHT...

MITT ROMNEY IS IN A TIGHT BATTLE WITH RON PAUL AND RICK SANTORUM.

Duane Joos/Iowa Caucusgoer
"I think we're going to go with Mitt Romney - he's the most likely to be president"

Breanna Agey/Supports Ron Paul
22:05:45 "I came to my decision to vote for Ron Paul when he came to speak at Iowa State ///I agreed with everything that he had to say."

ENTRANCE POLLS SHOW MICHELE BACHMANN, RICK PERRY AND NEWT GINGRICH DID NOT WIN OVER ENOUGH IOWA VOTERS.

((MOS)) Dick Rosonke/Iowa Caucusgoer
"I'm not enthused about all the social and religious conservatism."

Manuel Gallegus, Des Moines, Iowa

CBS NEWS CHIEF POLITICAL CORRESPONDENT JAN CRAWFORD EXPECTS THE REPUBLICANS TO TARGET ROMNEY AS HE HEADS TO NEW HAMPSHIRE WHERE POLLS SHOW HIM IN THE LEAD.

Jan Crawford/ CBS News Chief Political Correspondent
Up until now the other candidates really haven't gone after mitt romney, but that's all about to change. newt gingrich already calling him a liar and saying the gloves are coming off.

JON HUNTSMAN IGNORED the iowa caucuses ALTOGETHER... He's spending his time in new Hampshire... And hoping it will pay off in next week's primary.
RICK PERRY AND MICHELE BACHMANN PLAN TO SKIP NEW HAMPSHIRE AND HEAD STRAIGHT TO SOUTH CAROLINA.
AFTER ALL OF THE VOTES IN IOWA ARE COUNTED - THE CANDIDATES WILL TURN THEIR ATTENTION TO NEXT TUESDAY'S NEW HAMPSHIRE PRIMARY..

THREE NEW MEMBERS JOINED THE WARNER ROBINS CITY COUNCIL MONDAY NIGHT.
` ONE OF THEIR FIRST ACTIONS - CHANGING AN ORDINANCE WRITTEN BY THE PREVIOUS COUNCIL.
CAROLYN ROBBINS... MIKE BRASHEAR AND MIKE DAVIS HELPED MAKE AN ADJUSTMENT TO THE COST OF LIQUOR LICENSES FOR BUSINESSES.
IN NOVEMBER... COUNCIL HIKED THE PRICE BY 500 DOLLARS TO REFLECT THE ADDITIONAL INCOME FROM SUNDAY ALCOHOL SALES.
COUNCIL MEMBERS SAY A NUMBER OF BUSINESS OWNERS COMPLAINED ABOUT THAT... BECAUSE THEY DON'T PLAN TO BE OPEN ON SUNDAYS.
ROBBINS AND DAVIS SAID THEY VOTED TO CHANGE THE ORDINANCE... SO THAT THE EXTRA FEE WILL APPLY ONLY TO BUSINESSES THAT SELL ON THE EXTRA DAY.
Carolyn Robbins: "Some of the other council members had talked to especially the package stores. They had gotten together and said they did not want to open on Sunday, so they were trying to work around that."
Mike Davis: "I just thought it was something that needed to done. When you look at in the big picture, it's not that big of an increase. When you look at over a whole year, $500 is not that big of an increase."
THE ANNUAL FEE FOR SELLING MONDAY THROUGH SATURDAY IS 45-HUNDRED DOLLARS.
IT'S NOW 5-THOUSAND DOLLARS FOR BUSINESSES SELLING SEVEN DAYS A WEEK.
ALSO TONIGHT... COUNCIL NAMED MIKE DALEY AS THIS YEAR'S MAYOR PRO-TEM... AND APPOINTED JIM ELLIOTT TO ANOTHER YEAR AS THE CITY ATTORNEY.

THE BIBB COUNTY COMMISSION DECIDED NOT TO MAKE THE CHAIRMANSHIP A FULL-TIME POSITION WITH A HUNDRED THOUSAND DOLLAR ANNUAL SALARY.
COMMISSIONERS DEADLOCKED ON THE PROPOSAL TONIGHT... TWO TO TWO.
COMMISSIONERS ELMO RICHARDSON AND BERT BIVINS SUPPORTED THE CHANGE... BUT JOE ALLEN AND LONZY EDWARDS OPPOSED IT.
SINCE IT WOULD HAVE AFFECTED THE CHAIRMANSHIP NEXT YEAR... CHAIRMAN SAM HART DIDN'T VOTE.
HE NOTED THAT WITHOUT A MAJORITY VOTE... THE MOTION WAS DEFEATED.
WE TALKED WITH EDWARDS AND HART AFTER THE VOTE.
Sam Hart, Commission Chairman: The perception is that it would be self serving as a conflict. As you heard tonight, there are people who think that Sam Hart is next year getting an $80,000 increase and that's not true.
Lonzy Edwards, Commissioner: It's not a good time and obviously I think for too long this position has been a political football. It's been changed from time to time depending on who's in office and think if it's gonna be change, it ought to be changed by the General Assembly.
THE CHANGE WOULD'VE GONE INTO EFFECT IN 2013... AFTER VOTERS CHOSE THE COMMISSIONERS FOR THE NEXT FOUR YEARS IN THIS YEAR'S ELECTIONS.
HART SAYS HE DOESN'T KNOW WHEN OR IF THE ISSUE WILL COME UP AGAIN.

MACON CITY COUNCIL MEMBERS VOTED TONIGHT ON A NEW PLAN FOR THE SERVICE DELIVERY STRATEGY.
COUNCIL MEMBERS PLAN TO ASK THE BIBB COUNTY BOARD OF COMMISSIONERS TO WORK WITH CITY COUNCIL IN TRANSFERRING ABOUT 100 CITY JOBS TO THE COUNTY.
COUNCIL MEMBERS VOICED CONCERNS ABOUT EMPLOYEES LOSING THEIR SENIORITY DURING THE SWITCH.
THEY SAY THEY'D LIKE TO LOOK AT GIVING CITY EMPLOYEES CREDIT FOR YEARS OF SERVICE... FOR RETIREMENT PURPOSES AFTER THEY MOVE TO A COUNTY POSITION.
LAST MONTH... COUNTY COMMISSIONERS ANNOUNCED CITY EMPLOYEES WOULD LOSE THEIR SENIORITY WHEN THEIR POSITION CHANGED TO A COUNTY JOB.

ALSO DISCUSSED IN MACON COUNCIL TONIGHT...
FOURTEEN HOMES IN MACON BUILT AS AFFORDABLE HOUSING ENDING UP COSTING THE CITY EXTRA MONEY AS THEY SAT EMPTY.
CITY COUNCIL PARTNERED WITH THE ECONOMIC OPPORTUNITY COUNCIL TEN YEARS AGO... TO BUILD MORE THAN 25 HOMES... WITH AFFORDABLE PRICE TAGS.
PROBLEM IS... COUNCILMAN LONNIE MILEY SAYS... WHEN THE ECONOMY TOOK A DOWNTURN FOUR YEARS AGO... SOME OF THOSE HOMES SAT UNSOLD.
MILEY SAYS THE HOMES REMAINED EMPTY AND EVEN THOUGH COUNCIL REIMBURSED THE E-O-C FOR SOME MAINTENANCE COSTS NOT EVERYTHING WAS COVERED.
Lonnie Miley: "It is fortunate that those homes still will be used because they were just becoming a liability to us, not having to maintain the homes with them sitting empty."
COUNCIL MEMBERS TALKED TONIGHT ABOUT SELLING THE FOURTEEN HOMES TO THE MACON HOUSING AUTHORITY FOR 10 GRAND A POP FOR USE AS RENTALS.
COUNCIL MEMBERS ALSO DISCUSSED REVOLVING LOAN OPTIONS FOR THE DANNENBERG LOFT PROJECT IN DOWNTOWN MACON BUT DIDN'T TAKE ANY ACTION.
