BUT GIDDINGS' SISTER KAITLYN GIDDINGS WHEELER SAYS.... SHE DOESN'T THINK STEPHEN MCDANIEL WILL BE RELEASED BECAUSE HE STILL POSES A RISK TO PUBLIC SAFETY.
STEPHEN MCDANIEL FACES 10 FELONY CHARGES IN ALL.

PART OF EAST MACON IS GETTING A FACELIFT.
CITY CREWS CUT THE GRASS...TRIMMED TREES... AND CLEANED UP STREETS IN THE FIVE BLOCKS BETWEEN SHURLING DRIVE AND HALL STREET AND FORT HILL AND MAYNARD STREET.
THE AREA IS FIRST IN THE CITY'S FIVE BY FIVE PLAN TO SPEND FIVE WEEKS BEAUTIFYING FIVE BLOCKS IN EACH WARD.
THE CITY WILL ALSO CHECK STREET LIGHTS... REPAIR SIDEWALKS... AND BOARD UP ABANDONED HOUSES.
SOME PEOPLE SAY IT'S A STEP IN THE RIGHT DIRECTION.
"This neighborhood do need a lot more work done to it but whatever is being done to better it does help but it needs quite a bit of work."
"It should make a difference maybe if you clean it up a little bit maybe people will respect the neighborhood a little more."
AS PART OF THE 5 BY FIVE PROGRAM.... THE CITY PLANS TO HOLD A COMMUNITY FAIR ON DECEMBER THIRD AT THE ROSA JACKSON RECREATION CENTER ON MAYNARD STREET..

THE WARNER ROBINS ANIMAL SHELTER IS RUNNING SHORT ON SPACE... JUST TWO YEARS AFTER IT OPENED.
SOME CITY LEADERS SAY IT WAS BUILT TOO SMALL TO HOLD ANIMALS FROM WARNER ROBINS... CENTERVILLE AND HOUSTON COUNTY.
nats- dogs
ANIMAL CONTROL DIRECTOR GREG LANGSTON SAYS THE SHELTER STAYS NEARLY FULL... AND THEY HAVE TO EUTHANIZE ANIMALS WHEN IT GETS OVERCROWDED.
HE SAYS THE PROBLEM... IS HOW THE PENS ARE DIVIDED BETWEEN THE THREE ANIMALS.
THERE ARE 80 DOG PENS... AND THE FORMER MAYOR SIGNED A CONTRACT IN 2008 DESIGNATING HALF OF FOR USE BY CENTERVILLE AND WARNER ROBINS.
THAT LEAVES HALF FOR WARNER ROBINS... BUT THE CITY BRINGS IN TWICE AS MANY ANIMALS EACH YEAR... AS THE OTHER TWO AREAS.
Greg Langston: (12:50) "Warner Robins should have more pens because we do bring in quite a bit more animals than they do. (12:20) "It's always good to expand if you can."
THE CITY RECENTLY ASKED FOR BIDS TO EXPAND THE SHELTER BY ANOTHER 40 DOG PENS.
THE LOWEST BID CAME BACK AT 320-THOUSAND DOLLARS.
MAYOR CHUCK SHAHEEN SAYS THAT'S TOO MUCH... BECAUSE THE CITY HAS ONLY 250-THOUSAND SET ASIDE.
SHAHEEN SAID HE'S CONSIDERING ADDING THE PROJECT TO THE 2012 HOUSTON COUNTY SPLOST LIST.

KUMHO TIRES' 225 MILLION DOLLAR PLANT IN BIBB COUNTY....AND THE 450 JOBS IT WOULD BRING...ARE ON HOLD FOR ANOTHER TWO YEARS.
THAT'S ACORDING TO A SPOKESMAN FOR GOV. NATHAN DEAL.
WHEN COMPANY OFFICIALS ANNOUNCED THE PLANT IN 2008... IT WAS SUPPOSED TO OPEN IN LATE 2009.
THE PLANT'S BEEN DELAYED AT LEAST TWICE DUE TO THE GLOBAL ECONOMY AND THE LATEST WORD MEANS THAT THE PLANT MAY NOT BE UP AND RUNNING UNTIL 2015.
DEAL'S OFFICE SAYS THE GOVERNOR GOT THE NEWS LAST MONTH WHEN HE MET WITH KUMHO OFFICIALS IN KOREA.
THEY SAY THE COMPANY REMAINS COMMITTED TO BUILDING IN SOUTH BIBB COUNTY...THEY JUST CAN'T SAY WHEN.

THE U-S SUPREME COURT SAYS IT WILL HEAR ARGUMENTS NEXT YEAR OVER PRESIDENT OBAMA'S HEALTH CARE OVERHAUL.
THE ARGUMENTS COULD COME IN MARCH... AND THE DECISION IN LATE JUNE.
THAT'S MORE THAN FOUR MONTHS BEFORE ELECTION DAY.

THE WHITE HOUSE SAYS THE LAW IS CONSTITUTIONAL... AND IS CONFIDENT THE SUPREME COURT WILL AGREE.

A HOUSTON COUNTY JUDGE THREW OUT A LAWSUIT ACCUSING THE CITY OF WARNER ROBINS OF VIOLATING GEORGIA'S OPEN RECORDS LAW.
FLORIDA COMPANY ALLISON EQUITIES CLAIMED IN A 2009 LAWSUIT THAT THE CITY FAILED TO RESPOND TO THEIR REQUEST FOR DOCUMENTS ON A POSSIBLE LAND PURCHASE.
BUT SUPERIOR COURT JUDGE GEORGE NUNN WROTE IN A DECISION THAT ALLISON WANTED TO SELL THE PROPERTY TO THE CITY... BUT THE CITY WASN'T INTERESTED.
HE SAID HE FELT THE COMPANY FILED THE REQUEST AND LAWSUIT IN ORDER TO COAX THE CITY TO NEGOTIATE.
NUNN WROTE... "THERE WAS NEVER ANY EVIDENCE THAT ANY OF THESE RECORDS REVEALED ANYTHING IMPROPER... INAPPROPRIATE OR ILLEGAL" BY LOCAL AUTHORITIES.
