PENN STATE TRUSTEES FIRED FOOTBALL COACH JOE PATERNO AND UNIVERSITY PRESIDENT GRAHAM (span-yer) SPANIER TONIGHT.
EARLIER TODAY... PATERNO ANNOUNCED THAT HE PLANNED TO RETIRE AT THE END OF THE SEASON... BUT TONIGHT'S DECISION IS EFFECTIVE IMMEDIATELY.
THE MASSIVE SHAKE-UP COMES AMID CHILD SEX ABUSE ALLEGATIONS AGAINST FORMER PENN STATE ASSISTANT COACH JERRY SANDUSKY.
A KEY QUESTION MANY ARE ASKING IS WHY PATERNO AND OTHER TOP SCHOOL OFFICIALS DIDN'T GO TO POLICE IN 2002 AFTER BEING TOLD A GRADUATE ASSISTANT SAW SANDUSKY ASSAULTING A BOY IN A SCHOOL SHOWER.
PATERNO SAYS HE SHOULD HAVE DONE MORE.
SPANIER SAYS HE WAS NOT TOLD ABOUT THE DETAILS OF THE ATTACK.
SANDUSKY HAS DENIED THE CHARGES.

HOUSTON COUNTY LEADERS WANT VOTERS TO SAY "YES" TO EXTENDING A PENNY SALES TAX ON A MARCH 6TH BALLOT.
YESTERDAY... HOUSTON COUNTY VOTERS AGREED TO EXTEND A ONE-PERCENT SALES TAX FOR EDUCATION.
AS LORRA LYNCH JONES EXPLAINS... THE PRIORITIES OF THIS SPLOST WILL BE FOR ENCROACHMENT... ECONOMIC DEVELOPMENT AND PUBLIC SAFETY.

LEADERS FROM ACROSS HOUSTON COUNTY PACKED INTO THE COMMISSION CHAMBERS... FOR A POST ELECTION DAY ANNOUNCEMENT.
Tommy Stalnaker: "The Houston County Commissioners together with the cities of Centerville, Perry and Warner Robins call for a SPLOST vote on March 6th 2012."
COMMISSION CHAIRMAN TOMMY STALNAKER AND THE MAYORS OF EACH CITY ASKED VOTERS TO EXTEND A ONE-PERCENT SALES TAX.
THEY SAID THE SALES TAX RATE... WOULD STAY THE SAME... AT SEVEN PERCENT.
Tommy Stalnaker: (5:17) "We have got to do something to shift the burden off taxpayers in order to utilize the sales tax so we can contain sales taxes or possibly lower them."P
HOUSTON COUNTY KEPT TAXES THE SAME AND CENTERVILLE LOWERED THEIRS THIS YEAR.... BUT WARNER ROBINS AND PERRY RAISED THEM.

MAYORS OF THOSE CITIES... CHUCK SHAHEEN AND JIMMY FAIRCLOTH... SAID THE SPLOST COULD PREVENT FUTURE HIKES... AND PAY FOR PROJECTS THAT WOULD OTHERWISE PUT THE CITIES IN DEBT.
Jimmy Faircloth: (1:40) "We couldn't raise property taxes enough. Were talking four to six mills increase in the City of Perry to do the minimum things we're anticipating with the SPLOST.
THEY SAY IT WOULD GENERATE 155 MILLION DOLLARS... WITH PUBLIC SAFETY... TRANSPORTATION AND ECONOMIC DEVELOPMENT PROJECTS TAKING UP THE LARGEST PIECES OF THE PIE.
Tommy Stalnaker: (6:39) "There is issues on the public safety side that got to be addressed, particularly on the 911 communications system. It has got to have some improvements."
THAT'S IMPORTANT... BUT STALNAKER SAID ENDING ENCROACHMENT IS NUMBER ONE ON THE LIST. HE PROMISED THE FIRST DOLLARS TO ROLL-IN WOULD PAY TO BUY LAND AT THE END OF THE ROBINS AIR FORCE BASE RUNWAY.

STD>> STALNAKER SAYS SIX-MILLION DOLLARS FROM THE BIBB COUNTY SPLOST FOR ENCROACHMENT... PLUS HOUSTON'S SEVEN MILLION... AND CONTRIBUTIONS FROM THE DEPARTMENT OF DEFENSE... WOULD END THE ENCROACHMENT PROBLEM.
ROBINS IS THE ONLY AIR LOGISTICS CENTER IN THE NATION DEALING WITH THE ISSUE. THE FIRST HEARING ON THE SPLOST WILL BE TUESDAY NOVEMBER 15TH AT THE HOUSTON COUNTY COMMISSION OFFICE ON CARL VINSON PARKWAY.
THE SECOND ONE WILL BE THURSDAY NOVEMBER 17TH IN COMMISSION CHAMBERS AT THE HOUSTON COUNTY COURTHOUSE IN PERRY.
BOTH HEARINGS START AT SIX P-M.

JUST A DAY AFTER THE SPLOST PASSED IN MACON AND BIBB COUNTY... GROUPS WHO'LL BENEFIT FROM THE FUNDS STARTED GETTING TO WORK.
BIBB COUNTY COMMISSIONERS SAY BUILDING A NEW JUVENILE JUSTICE CENTER IS ONE OF THEIR TOP PRIORITIES.
THE COMMISSION'S CHIEF ADMINISTRATIVE OFFICERS STEVE LAYSON SAYS THEY PLAN TO USE SIX MILLION DOLLARS IN SPLOST FUNDS FOR THE CENTER.
THEY EXPECT TO BUILD IT ON SECOND STREET... ACROSS FROM THE CRIME LAB.
JUVENILE COURT JUDGE THOMAS MATTHEWS SAYS RIGHT NOW... THEY HAVE AN OVERCROWDING PROBLEM AT THEIR CURRENT LOCATION IN THE BIBB COUNTY COURTHOUSE.
Thomas Matthews, Chief Juvenile Court Judge: "There's no way that we can really keep an eye on what's going on in the hallway. And so we have fights break out we have things that go wrong out there. We have children who are in custody who have to be paraded in front of other people."
MATTHEWS SAYS THE HALLWAYS JAM UP ON FRIDAY... WITH MORE THAN A HUNDRED KIDS AND PARENTS WAITING FOR ARRAIGNMENT.
LAYSON SAYS THEY HAVEN'T AWARD A BUILDING CONTRACT FOR THE NEW COURT... BUT COMMISSIONERS PLAN TO TALK ABOUT MOVING THE PROJECT FORWARD AT A MEETING ON TUESDAY.

ANOTHER PROJECT ON THE SPLOST LIST... THREE MILLION DOLLARS TO GET A NEW PLACE FOR THE MACON-BIBB ANIMAL SHELTER.
INTERIM DIRECTOR VAN VANDEWALER SAYS THE DOGS AT THE SHELTER DESERVE A CLEANER PLACE TO LIVE.
HE SAYS THEY PLAN TO USE SPLOST MONEY TO EITHER BUILD A NEW SHELTER... OR RENOVATE AN OLD BUILDING.
Van VanDeWalker, Interim Director: "We're all so happy the SPLOST passed because if you look in the facilities here that we have, the animals the animals--it's a terrible place for the animals to have to be housed. Dogs and cats. With the roaches, with the mice, with how old the building is, with the peeling paint."
VANDEWALKER SAYS HE HOPES PLANS FOR A NEW BUILDING GET UNDERWAY SOON.
THE SITE OF THE NEW SHELTER HAS NOT BEEN SELECTED.

MACON AND BIBB COUNTY VOTERS MAY NOT GET A CHANCE TO VOTE ON WHETHER TO CONSOLIDATE CITY AND COUNTY GOVERNMENTS.
REPESENTATIVE ALLEN PEAKE SAYS THE IDEA SURFACED DURING A RECENT PUBLIC HEARING.
HE SAYS SOME PEOPLE THINK IT WOULD BE BETTER IF BIBB COUNTY DELEGATION MEMBERS PUT TOGETHER A MERGER PLAN....AND VOTE TO IMPLEMENT IT.
MACON MAYOR ROBERT REICHERT SAYS HE'LL SUPPORT WHATEVER PLAN THE DELEGATION AGREES TO.
Robert Reichert, Macon Mayor: "I dont think there's anything you could say to me that would change my opinion that consolidation is in our best interest."
BUT SOME COUNCIL MEMBERS DISAGREE...
LAUREN BENEDICT... RICK HUTTO... AND LONNIE MILEY SAY THEY WANT CONSOLIDATION... BUT THEY EACH HAVE CONCERNS ABOUT CONSOLIDATING MACON AND BIBB COUNTY WITHOUT GIVING THE PUBLIC THE FINAL SAY.
Lauren Benedict: "I do think this is an important issue that impacts our community, and so letting individuals vote or have a say in that makes sense to me."
Rick Hutto: "I have never waivered in my support of consolidation. Under any form, there is almost no deal breaker for me-- except one.
The voters have to vote for it. I don't want a shot-gun wedding."
Lonnie Miley: "We shouldn't be saying 'ok, the voters got sense enough to vote and elect me in, but what it comes to things like that they only have sense for somethings and not sense for the others. We should trurst the voters."
