AN ELEVEN YEAR OLD HOUSTON COUNTY GIRL CONTINUES TO RECOVER TODAY... AFTER BEING SHOT IN THE BACK WHILE WALKING WITH A FRIEND IN HER OWN NEIGHBORHOOD.
THE HOUSTON COUNTY SHERIFF'S OFFICE SAYS THEY BELIEVE A THIRTEEN YEAR OLD BOY SHOT HER... THEN SHOT AND KILLED HIMSELF.
      ELEANOR LISSITZYN HAS MORE.

THE SHERIFF'S OFFICE SAID TODAY THEY'RE STILL SEARCHING FOR A MOTIVE...  AND SO ARE MANY NEIGHBORS.
This is the Sheffield Way home where sheriff's deputies say they found a 13 year-old boy dead Tuesday afternoon... they say autopsy results show he died of a self-inflicted gunshot.
Shortly before discovering the boy... they responded to calls for help from friends of an 11-year-old girl... They found her in the road outside the home. She was shot in the back.
The Houston County Sheriff's Office isn't releasing the names of anyone involved.
But several neighbors identified them for us.
Both kids attend Warner Robins Middle School.
The 11-year-old is being treated at the Medical Center of Central Georgia.
I spoke with a neighbor on Sheffield Way, her name is Deborah Weatherall. She says her daughter Lucie was walking with the girl when she was shot.
She says her daughter does not believe they were targeted.
She says that while the girls rode the bus to Warner Robins Middle School with the shooter, other than that they didn't have much contact.
Deborah Weatherall says her daughter visited her friend in the hospital today. She says she's doing well and is expected to recover.
But she says part of the tragedy is that a young boy is dead. And becuase of that we may never know what led up to Tuesday afternoon's events.
ACCORDING TO THE SHERIFF'S OFFICE THE SHOOTER USED A 22 MAGNUM RIFLE AND SHOT THROUGH A FRONT WINDOW.
INVESTIGATORS SAY THEY'VE CONFISCATED THE BOY'S CELL PHONE AND COMPUTER AS PART OF THE INVESTIGATION.

LAST MONTH... WE REPORTED THAT AN EAST DUBLIN POLICE OFFICER WHO SHOT AND KILLED MELVIN WILLIAMS...HAD LOST HIS POWER TO MAKE ARRESTS.
AND G-B-I RECORDS SAY... NEARLY THE ENTIRE EAST DUBLIN POLICE DEPARTMENT... DIDN'T HAVE THE POWER TO ARREST LAST YEAR...
THAT'S BECAUSE THEY DIDN'T GET THE REQUIRED TRAINING IN THE USE OF DEADLY FORCE.
LAST MONTH... A STATE AGENCY DENIED POLICE CHIEF WILLIAM LUECKE'S REQUEST... TO GET *HIS* ARREST POWERS BACK.
LUECKE AND DISTRICT ATTORNEY CRAIG FRASER HAVE NOT RETURNED OUR CALLS FOR THE PAST MONTH... SO TODAY... AMY AUBERT SHOWED UP AT THEIR OFFICES... AND TALKED TO PEOPLE IN TOWN ABOUT THE DEPARTMENT.
<<
Amy Aubert: "Can you make a comment on you not having the power of arrest?"
Luecke: "No ma'am I can't"

ACCORDING TO G-B-I RECORDS... EAST DUBLIN POLICE CHIEF WILLIAM LUECKE DOESN'T HAVE THE POWER OF ARREST.

AND LAST YEAR... HE WASN'T ALONE.

ACCORDING TO POST... IN 2010... NEARLY  THE ENTIRE EAST DUBLIN POLICE DEPARTMENT... LACKED  THE POWER TO ARREST BECAUSE THEY DIDN'T GET THE REQUIRED TRAINING.

Amy Aubert: "Can you even talk to how many officers you have right now that don't have the power of arrest?"
Luecke: "No ma'am, I can't."

ARRINGTON ISN'T ALONE.

rodney wright, east dublin: " It's like they don't care. Power of arrest? I mean, how are you going to stop stuff from going on when you can't even arrest nobody? I don't understand it."

CHIEF LUECKE SAYS HE CAN'T COMMENT... BECAUSE THERE'S A CIVIL SUIT OPEN AGAINST THE DEPARTMENT.
ACCORDING TO G-B-I RECORDS... LUECKE SAYS HE DIDN'T GET THE REQUIRED TRAINING BECAUSE HE'S QUOTE A SINGLE DAD WITH FOUR CHILDREN.
IN THE DOCUMENT... LUECKE SAYS IT WILL NEVER HAPPEN AGAIN.
G-B-I RECORDS SHOW THAT LUECKE ALSO WENT WITHOUT THE POWER OF ARREST FROM 19-90 TO 2004.

THE PEOPLE WHO WORK HERE AT THE AMERICAN CANCER SOCIETY OF CENTRAL AND SOUTH GEORGIA STRIVE TO FIGHT CANCER ON A LOCAL... REGIONAL... AND NATIONAL LEVEL.
LAST SUMMER... THAT FIGHT GOT PERSONAL.
THE REGIONAL EXECUTIVE DIRECTOR... BRENDA HAULIK... WAS OUT FOR SIX WEEKS FIGHTING BREAST CANCER.
I SPOKE TO HER... AND BOBBY BAINES... A PROSTATE CANCER SURVIER AND VOLUNTEER AT MACON OUTREACH... ABOUT WHAT KEPT THEM GOING THROUGH THEIR BOUTS WITH CANCER.

<<
BRENDA HAULIK'S BATTLE WITH CANCER STARTED WHEN SHE WAS 41.
"I always laugh and kinda say God gave me an itch because i was at work and actually did kkinda just have an itch and i reached up to scratch and I felt a little lump."
SHE'D  HAD NO HISTORY OF BREAST CANCER IN HER FAMILY AND NO OTHER SYMPTOMS.
HAULIK SAYS THE DIAGNOSIS CAUGHT HER COMPLETELY OFF GUARD.
"I went a little crazy. I was very upset, I cried, I thought I was gonna die."
SHE HAD THE TUMOR REMOVED... THEN SIX WEEKS OF CHEMOTHERAPY AND SIX MORE OF RADIATION.
THAT WAS SUPPOSED TO KEEP THE CANCER AWAY... AND IT DID... UNTIL SHE FOUND ANOTHER LUMP ALMOST17 YEARS LATER.
"it was the same breast I had had cancer in before.... I said i do not want to do this again so I opted for a double mastectomy."
HAULIK SAID SHE COULD NOT HAVE GOTTEN THROUGH EITHER EPISODE WITHOUT HER FAITH... HER FRIENDS... OR HER FAMILY.
"i've got three grandkids and I'm like, God I'm not ready to go, Im gonna fight this and do what I need to do."
***nats bobby at soup kitchen***
59-YEAR-OLD BOBBY BAINES SAYS FAITH ALSO PULLED HIM THROUGH HIS CANCER FIGHT THREE YEARS AGO.
"because I believe that God puts no more on me than I can bear."
BAINES SAYS HIS PROSTATE CANCER DIAGNOSIS WASNT A SURPRISE... IT RUNS IN HIS FAMILY... BUT HE STILL HAD TO WORK TO KEEP HIS HEAD UP.
"So I said well, I can beat this thing. I had to remind myself thta I had cancer, cancer didn't have me."
HE SAYS SERVING FOOD AT MACON OUTREACH HELPED REMIND HIM OF THAT MOTTO.
"Coming here, I had a chance to do something and to focus on other people that had problems, some of them greater than what I had dealt with."
WHILE THE MOTIVATION TO FIGHT CANCER MAY BE DIFFERENT FOR EVERYONE, HAULIK SAYS IT ALL BOILS DOWN TO KNOWING YOU HAVE A LOT TO LIVE FOR.
"Your life is never over, you think if I can get to this point, i'm ok, but when you get tot hat point, there's something else you want so it just keeps you going."
>>
ONE THING HAULIK AND BAINES BOTH STRESSED WAS STAYING VIGILANT...
THEY SAY KNOWING YOUR RISK FACTORS FOR CANCER AND GETTING REGULAR CHECK UPS PUTS YOU IN A BETTER POSITION WHEN THE UNTHINKABLE HAPPENS.
