GOOD EVENING AND THANKS FOR JOINING US..
I'M FRANK MALLOY..
AND I'M LEAH JOHNSON..THIS IS EYEWITNESS NEWS AT 11.

WARNER ROBINS CITY COUNCIL MEMBERS AGREE... THEY NEED A NEW PAY SCALE FOR CITY EMPLOYEES TO MAKE WAGES COMPARABLE TO CITY'S OF SIMILAR SIZE.
WHAT THEY CAN'T AGREE ON IS WHEN TO START IT... AND HOW TO PAY FOR IT.
LORRA LYNCH JONES EXPLAINS BOTH SIDES OF THE ISSUE.
<<nats-
WAYNE OVERHOLT CAME TO CITY HALL TO PROTEST A PROPOSED PROPERTY TAX INCREASE.
Wayne Overholt, Warner Robins: (14:10) "I think the city needs to cut back on some of the spending they're doing."
AT LEAST TWO COUNCIL MEMBERS AGREE WITH HIM.
JOHN WILLIAMS AND BOB WILBANKS OPPOSE THE TAX INCREASE... BUT DISAGREE ON ANOTHER EXPENSE... FUNDING A CITY PAY SCALE.
John Williams: (11:36) "To reach in the pocket of tax payers, I will not allow."
WILLIAMS SAY THE PAY SCALE... RECOMMENDED BY THE UNIVERSITY OF GEORGIA'S CARL VINSON INSTITUTE OF GOVERNMENT... WOULD COST BETWEEN 750-THOUSAND AND ONE-POINT-THREE MILLION DOLLARS.
John Williams: (10:00) "Were asking for the citizens to pay a tax increase. That pay scale is not in the budget."
WILBANKS SAYS IT COULD BE PAID FOR OUT OF THE CITY'S SAVINGS.
Bob Wilbanks: (12:40) "We have a healthy reserve in the City of Warner Robins. We are not broke. We can afford to pay our people."
HE AND MAYOR CHUCK SHAHEEN SAID THE CARL VINSON STUDY SHOWED MANY CITY EMPLOYEES... INCLUDING POLICE AND FIREFIGHTERS... MAKE LESS THAN EMPLOYEES WITH THE SAME JOB... IN OTHER SIMILAR-SIZE GEORGIA CITIES.
Chuck Shaheen: (8:30) "What's happening is were paying people $7.50. Then, they're going somewhere else after we train them for $10.50."
SHAHEEN WANTS TO START THE PAY SCALE IN JANUARY AND IMPLEMENT IT OVER THE NEXT TWO YEARS.
Chuck Shaheen: (7:50) "If we can be a little patient, we can do this effectively."
SHAHEEN SAYS THE MONEY ISN'T IN THIS YEAR'S BUDGET... BUT CUTS IN OTHER AREA'S... INCLUDING EMPLOYEE BENEFIT PACKAGES... COULD HELP PAY FOR THE SCALE.
STD
>> SHAHEEN SAYS REPRESENTATIVES FROM THE CARL VINSON INSTITUTE WILL SPEAK TO COUNCIL DECEMBER FIRST... ABOUT THEIR RECOMMENDATIONS.
THEY'LL EXPLAIN SIX OPTIONS FOR STARTING THE PAY SCALE... AND THEIR PRICE TAGS.

ABOUT A DOZEN SMALL BUSINESS OWNERS MET IN DOWNTOWN MACON TODAY TO SPEAK OUT ABOUT A PROPOSED NO SMOKING LAW..
THE LAW WOULD KEEP PEOPLE FROM LIGHTING UP IN MANY PUBLIC PLACES... INCLUDING BARS AND RESTAURANTS.
VICTOR STANLEY AND TIM OBELGONER... OWNERS OF THE HUMMINGBIRD... SAY THEY WORRY THAT IF CUSTOMERS CAN'T SMOKE... THEY MIGHT SPEND LESS MONEY OR JUST STAY HOME.
THE PAIR SAYS THAT'S WHY THEY ORGANIZED TODAY'S GATHERING AT THEIR BAR.
OBELGONER SAYS BEING IN A SMOKING ENVIRONMENT IS SOMETHING ADULTS KNOW TO EXPECT WHEN THEY HEAD TO A BAR.
"Part of our product is smoking... our customers are smokers, driving them outside, when they're not able to be inside consuming our fine product is going to be bad for business."
VICTOR STANLEY SAYS HE'S ALSO AGAINST THE LAW FOR NOW.
STANLEY SAYS IF COUNCIL CAN BRING MORE BUSINESSES AND CUSTOMERS DOWNTOWN... RESTRICTING SMOKING WOULDN'T HAVE SUCH AN IMPACT ON BUSINESS.
BUT HE SAYS AS LONG AS BUSINESS IS SLOW FOR SO MANY BARS AND RESTAURANTS... BANNING SMOKING WOULD DRIVE CUSTOMERS AWAY.

AN ITALIAN APPEALS COURT THREW OUT AMANDA KNOX'S 2009 MURDER CONVICTION TODAY... AND SET THE AMERICAN FREE.
MONIQUE MING LAVEN IS IN ITALY WITH MORE ON TODAY'S DECISION.
AMANDA KNOX LEFT AN ITALIAN JAIL - THIS TIME, FOR GOOD. AN APPEALS COURT OVERTURNED HER CONVICTION FOR THE 2007 MURDER OF HER BRITISH ROOMMATE, MEREDITH KERCHER.

((SOT)) Deanna Knox/Defendant's Sister

"We're thankful that Amanda's nightmare is over. She suffered for four years for a crime she didn't commit."

((NATS ITALIAN))

((NARR-2))

KNOX PLEADED WITH THE COURT: "I DID NOT KILL. I DID NOT RAPE. I DID NOT STEAL. I WASN'T THERE."

((SOT)) Carlo Dalla Vedova/Knox's Attorney

"She was very extremely tense, she was extremely worried. All the last week has been extremely difficult for her."

((NARR-3))

THE AMERICAN AND HER EX-BOYFRIEND SPENT FOUR YEARS BEHIND BARS FOR STABBING KERCHER. BUT INDEPENDENT EXPERTS TESTIFIED THE DNA LINKING THEM TO THE MURDER WAS UNRELIABLE.

((STANDUP BRIDGE)) Monique Ming Laven , CBS NEWS, Perugia, Italy

THE COURT UPHELD KNOX'S SLANDER CONVICTION FOR FALSELY ACCUSING A BAR OWNER OF THE MURDER. BUT HER SENTENCE WAS FOR TIME ALREADY SERVED.

((NARR-4))

THE KERCHER FAMILY LOOKED STUNNED WHEN THE VERDICT WAS READ. THEY RELEASED A STATEMENT THAT READS, IN PART:

((gfx))

"We still trust the Italian justice system and hope that the truth will eventually emerge."

((nats))

Whooo!!!!

((NARR-5))

SUPPORTERS OF AMANDA KNOX ERUPTED IN CHEERS IN HER SEATTLE HOMETOWN. BUT THEY SAY IT'S BITTERSWEET:

((SOT)) Tom Wright/Knox Family Friend

"Let us not forget that this is primarily a sad occasion. A young woman lost her life and two innocent young people had a portion of their lives stolen from them."

((NARR-6))

RIGHT NOW, THEY'RE FOCUSED ON KNOX'S HOMECOMING.

((SOT)) Colleen Conroy/Knox Family Friend

"We'll try not to bother her until she's been back and gotten used to the place again for a while!"

((NARR-7))

KNOX'S FAMILY HAS ASKED FOR PRIVACY WHILE THEY RECOVER FROM THE ORDEAL.
PROSECUTORS HAVE SAID THEY WOULD APPEAL TO ITALY'S HIGHEST COURT IF THERE WAS AN ACQUITTAL.
BUT LEGAL EXPERTS SAY THAT WON'T PREVENT KNOX'S RETURN TO THE U-S.
