HELLO EVERYONE AND THANKS FOR JOINING US.
I'M FRANK MALLOY..THIS IS EYEWITNESS NEWS AT SIX.

BIBB COUNTY COMMISSIONER... LONZY EDWARDS SAYS CUTTING WELFARE MONEY TO PARENTS WHOSE KIDS GO TRUANT... COULD BE THE ANSWER... TO GETTING STUDENTS BACK IN SCHOOL.
HE WAS ONE OF THE LOCAL OFFICIALS WHO ANNOUNCED THAT PLAN AT A NEWS CONFERENCE TUESDAY.
AMY AUBERT SPOKE WITH EDWARDS THIS AFTERNOON... AND SAYS HE'S HOPING PARENTS GET ON BOARD.
<<BIBB COUNTY COMMISSIONER... LONZY EDWARDS... SAYS OUR COMMUNITY WON'T BE QUOTE... LIVEABLE... IF WE DON'T GET OUR KIDS BACK IN SCHOOL.
HE SAYS THAT'S BECAUSE BUSINESSES AND PROFESSIONALS... WILL MOVE ELSEWHERE.
EDWARDS HOPES A PLAN SET FORTH BY D-FACS AND THE BIBB COUNTY SCHOOL SYSTEM TO CUT 25 PERCENT OF THE TANF CHECK... WHICH IS MONEY GIVEN TO NEEDY FAMILIES TO PAY FOR THINGS LIKE RENT... FOOD... AND GAS... GETS PARENTS INVOLVED.
HE SAYS THE SAME PLAN WAS INITIATED IN BIBB COUNTY TEN YEARS AGO... BUT SAYS MORE THAN 1 THOUSAND PARENTS FIGURED OUT HOW TO QUOTE GAME THE SYSTEM.
HE SAYS THE PARENTS SIGNED A FAMILY SERVICE DOCUMENT... WHICH HE SAYS INCLUDED A PROMISE TO MAKE SURE THEIR KIDS ARE GOING TO SCHOOL... BUT THEN PASSED OFF CUSTODY OF THOSE KIDS TO THE GRANDPARENTS... WHO DIDN'T HAVE WRITTEN OBLIGATION TO GET THE KIDS IN THE CLASSROOM.
NOW... HE SAYS... THE NEW INITIATIVE WILL AFFECT PARENTS... GRANDPARENTS... AND OTHER GUARDIANS.
ANN CARTER....TANF UNIT MANAGER FOR THE STATE'S DFACS....SAYS SHE'S NOT FAMILIAR WITH THE PREVIOUS PLAN... AND THERE IS NO SET TRUANCY POLICY ON THE STATE LEVEL... BUT LOCAL LEVELS CAN ADOPT OTHER PLANS AS LONG AS THEY FOLLOW FEDERAL AND STATE GUIDELINES.
I SPOKE TO SEVERAL PEOPLE OUTSIDE OF THE BIBB COUNTY D-FACS WEDNESDAY... WHO WERE CONCERNED THAT CUTTING THE BENEFITS... WILL TAKE FOOD OFF THE TABLE FOR THE KIDS.
EDWARDS SAYS THAT ISN'T THE GOAL... AND HE HOPES THEY WON'T HAVE TO CUT ANYONE'S CHECK.
IN THE PLAN TEN YEARS AGO... HE SAYS NO ONE LOST BENEFITS.

A MAN WHOSE WORK INSPIRED A MOVIE THAT'S NOW IN THEATERS SPENT TIME IN MACON TODAY.
KEVIN CARROLL OF ORLANDO HELPED SAVE WINTER THE DOLPHIN BY CREATING FOR HER A PROSTHETIC TAIL.
CARROLL.. A VICE PRESIDENT OF THE PROSTHETIC COMPANY HANGER.. INCORPORATED VISITED HANGER'S MACON OFFICE.
HE TALKED ABOUT WINTER'S TAIL.. AND THE MOVIE THAT SPRANG FROM IT.
HE SAID WINTER LOST HER TAIL SIX YEARS AGO AFTER BEING CAUGHT IN A CRAB TRAP.
SHE NOW PLAYS A KEY ROLE IN THE MOVIE "DOLPHIN TALE."
RANDALL SAVAGE HAS MORE.

AND NOW WINTER'S STORY IS BEING SHOWN IN THEATERS AROUND THE NATION IN THE MOVIE CALLED "DOLPHIN TALE."
MORGAN FREEMAN PLAYS A CHARACTER THAT WAS BLENDED FROM CARROLL AND STRZEMPKA.
CARROLL.. VICE PRESIDENT OF THE PROSTHETIC COMPANY HANGER.. INC.. VISITED HANGER'S MACON OFFICE AND TALKED ABOUT THE MOVIE AND WHEN HE LEARNED OF WINTER'S TAIL.
Kevin Carroll, Prosthetist: So I picked up the phone and called the aquarium and said you know, we put prosthetics on people why not the tail on a dolphin.
SO CARROLL WENT TO WORK.
Kevin Carroll, Prosthetist: I called my friend Dan Strzempka in Sarasota, Fla. and said to Dan, 'What do you think, can we do this?' and he said yes, why not. We came up with some very unique concepts and designs and over a period of a year, we came up with a very dynamic prosthetic tail for Winter to swim with.
AND WINTERS PROSTHETIC TAIL SPAWNED THE MOVIE.. WHICH STARS MORGAN FREEMAN.
Kevin Carroll, Prosthetist: In the movie, his name is Dr. McArthe and the people who developed the tail myself and Dan Strzempka so what he has done, he has morphed into the two of us.
CARROLL LIKES THE MOVIE.
Kevin Carroll, Prosthetist: What I get out of the movie is the joy of seeing Winter doing incredible things in the water and the joy that children is getting from this, especially kids with physical challenges, and you know, adults for that matter.

THE NEW YEAR IS ANNOUNCED WITH THE SOUND OF THE SHAFAR... A RAMS HORN.
THIS HOLIDAY GOES BACK OVER 3-THOUSAND YEARS.. AND BEGINS THE HIGH HOLY DAY PERIOD... THE MOST SACRED PART OF THE JEWISH CALENDAR YEAR.
Rabbi Larry Schlesinger: "A holiday where we look into ourselves, we consider our character we look at our behaviors we know we've all got faults or warts that need to be improved so during this ten days we're making that anaylsis with the goal of becoming better persons as we go into the new year."
THE HIGH HOLY DAY PERIOD WILL END TEN DAYS FROM NOW WITH YOM KIPPUR.

THE KIDS ARE BACK IN SCHOOL... AND OF COURSE YOU WANT THEM TO GET GOOD GRADES... BUT SHOULD YOU PAY THEM?
SHERRI GOSS WITH ROSENBERG FINANCIAL IS HERE WITH SOME THOUGHTS.
SHERRI... DID YOUR PARENTS PAY YOU TO GET GOOD GRADES?

Sherri: They didn't pay me for anything, but I wanted good grades on my own for some reason. What's interesting about this question, is that there are parents out there, who received money for good grades when they were kids, and now they're raising children. Here are the arguments for, and against, paying your kids for grades.

People who are against this, including me, think that kids should not have to be paid to do what they are supposed to do, including getting good grades, cleaning their room and doing chores around the house. Another opinion against doing this, is that the desire to get A's is internal, and that can't be influenced externally. And, adults who were paid for good grades when they were kids, say they would have worked for those grades anyway--getting paid was just a bonus.

On the other side, there are adults out there who have had positive experiences with this. They paid their kids for good grades, but they asked for money back if there was a D or an F. Some parents report that their children saved this money to buy a first car.

But the question lingers, would these kids have worked for the A's anyway? Child psychology experts are divided on this one.

The biggest problem I see with doing this is that kids have different abilities, so it may not be fair. And, kids crave attention more than money. It's easy to pay someone for something. It takes effort to really spend time with someone and help them. As always, I prefer the "spend time, not money" option.

IT'S A STORY THAT COMES STRAIGHT FROM THE HEART.
RETIRED BIBB COUNTY DEPUTY... PHILLIP MANN RECEIVED AN AWARD FROM THE KIWANIS CLUB FOR HIS VOLUNTEER WORK.
MANN VISITS VINEVILLE ACADEMY A COUPLE OF TIMES A WEEK TO READ TO THE STUDENTS... AND THEY CALL HIM GRANDPA MANN.
HE WAS INJURED IN THE LINE OF DUTY... BUT DOESN'T LET BEING IN A WHEEL CHAIR SLOW HIM DOWN.
HE SAYS IT'S IMPORTANT FOR KIDS TO HAVE A ROLE MODEL.
Phillip Mann, Volunteer: " It kind of gives them a chance to interact with somebody, you know a guy plus somebody in a wheel chair and I like to tell them everybody's different in different ways, i'm a little different in the way I get around but it's just a lot of fun and I would encourage everybody to spend a little time in the schools.
