AND I'M LEAH JOHNSON..THIS IS EYEWITNESS NEWS AT 11.

MACON CITY COUNCIL'S PUBLIC SAFETY COMMITTEE DECIDED NOT TO VOTE TONIGHT... ON A RESOLUTION THAT WOULD ADD SIX NEW OFFICERS TO THE MACON POLICE DEPARTMENT... IN RESPONSE TO A RECENT WAVE OF YOUTH AND GUN VIOLENCE.
THAT DECISION CAME AFTER TWO HOURS OF DISCUSSION WITH POLICE CHIEF MIKE BURNS.
TO HIRE THE OFFICERS...COUNCIL WOULD NEED THREE HUNDRED THOUSAND DOLLARS TO FUND THE PLAN.
BUT SEVERAL COUNCIL MEMBERS SAID THEY WEREN'T CONVINCED MORE OFFICERS IS THE SOLUTION.
PUBLIC SAFETY CHAIRMAN VIRGIL WATKINS SAYS HE BELIEVES THAT MACON POLICE COULD BENEFIT FROM MORE OFFICERS... BUT SAID THE CHIEF'S PITCH TONIGHT LACKED SPECIFICS AND INNOVATION.
FOR EXAMPLE... WATKINS SAYS HE WANTS TO KNOW MORE ABOUT THE ROLE OF THREE PRIVATES THE CHIEF WANTS TO HIRE.
"I understand that I'm hiring three additional officers... are those officers, what would their responsibilities be, what type of programs, and what should I hold them accountable for, are the questions that are still looming and I hope will be answered in the next week or so."
WATKINS ALSO ASKED THE CHIEF HOW THE DEPARTMENT WOULD MEASURE THE SUCCESS OF THE PROGRAMS.
THE CHIEF SAID THERE ISN'T A GOOD SHORT-TERM MEASURE... SINCE THEY'RE TRYING TO REACH OUT TO VERY YOUNG CHILDREN AND PREVENT THEM FROM BECOMING INVOLVED IN CRIME.
THE CHIEF REPEATEDLY MENTIONED HE FELT THE PREVOUS GENERATION OF YOUTH INTERVENTION EFFORTS HAD FAILED-- RESULTING IN TODAY'S YOUTH VIOLENCE PROBLEM.
BUT HE SAYS THE PLAN ISN'T TO REINVENT THE WHEEL WITH NEW PROGRAMS... BUT TO ADD MORE PERSONNEL TO THE OLD ONES.
"Well like a program we got one hundred youths, and it did ok. But there were four hundred youths we didn't ever get to touch, so if we can expand to reach four hundred, we hope to see some differences."
VIRGIL WATKINS SAYS HE'LL BRING THE ISSUE BACK UP BEFORE THE COMMITTEE IN TWO WEEKS.

ACCORDING TO SERGEANT JOSHUA HASTY.... A WOMAN FOUND BLOOD IN THE ROAD ON HAMLIN FLOYD ROAD AND FOLLOWED THE TRAIL FOR MORE THAN A MILE.
TROOPER WAS FOUND IN THE WOODS NEAR THE ACADEMY SPORTS DISTRIBUTION CENTER.
THE STAFF AT OLD CAPITAL PET CARE HAS TREATED TROOPER BUT DR. SARALYN SMITH SAYS HE HAS A LONG ROAD AHEAD TO RECOVERY.
Dr. Saralyn Smith, Vet "The foot pads are completely abrated. The tops of his rear feets where down to the bone, you could see the bone. Those wounds have started to heal and both of his knees where scrapped pretty badly. He also had some scraps on his abdomen and those are healing up also"

FOR THE SECOND TIME THIS MONTH...BIBB COUNTY SUPERINTENDENT ROMAIN DALLEMAND CHANGED HIS MIND....AFTER THREATENING TO FIRE A TOP ADMINISTRATOR.
THIS TIME IT'S APRIL GARNER...HIRED THIS SUMMER AS AN ASSISTANT SUPERINTENDENT FOR ONE OF THE DISTRICT'S THREE ZONES.
IN JULY....DALLEMAND SAID HE PLANNED TO FIRE HER...DUE TO SOME INFORMATION THAT SHE FAILED TO DISCLOSE IN HER JOB INTERVIEW.
TODAY....HE AND GARNER RELEASED A JOINT STATEMENT....SAYING THAT SHE'LL REMAIN ON THE JOB.
THE RELEASE DID NOT EXPLAIN WHY HE PLANNED TO FIRE HER...BUT A HARALSON COUNTY NEWSPAPER REPORTED IN 2008 THAT SHE WAS CHARGED WITH D-U-I WHILE WORKING FOR THE CITY OF BREMEN SCHOOL DISTRICT.
DALLEMAND'S STATEMENT TODAY SAID AFTER INVESTIGATING FURTHER...AND TALKING TO GARNER...THE TWO RESOLVED THEIR DIFFERENCES.

BIBB COUNY LEADERS SAY TOMORROW... THEY'LL ANNOUNCE A PLAN TO KEEP KIDS IN SCHOOL.
IT'S PART OF A CITY AND COUNTY CAMPAIGN TO KEEP YOUNG PEOPLE FROM COMMITTING CRIMES.
COUNTY COMMISSIONER LONZY EDWARDS DIDN'T GO INTO DETAILS BUT SAYS THE PLAN WILL ADDRESS PARENTAL RESPONSIBILITY AND TRUANCY.
COUNCILWOMAN ELAINE LUCAS SAYS THE SOLUTION NEEDS TO BRING A LOT OF PARTIES TO THE TABLE.
"i think a collaborative effort between the city and betweel the school system is is what's waranted and any other agencies that will get these kids in school, keep them in school, let the parents take responsibility."
THE GEORGIA DEPARTMENT OF EDUCATION SAYS SKIPPING SCHOOL INCREASES DROP OUT RATES AND DECREASES TEST SCORES.
THE STATE SAYS IF SCHOOLS COULD IMPROVE ATTENDANCE BY 5 SCHOOL DAYS PER CHILD... 30-THOUSAND MORE GEORGIA KIDS WOULD PASS THE C-R-C-T MATH TEST.

A FEDERAL AGENCY CLAIMS A NU-WAY RETAURANT MANAGER SEXUALLY HARASSED TWO EMPLOYEES... THEN FIRED THEM FOR COMPLAINING.
THE FEDERAL EQUAL EMPLOYMENT OPPORTUNITY COMMISSION FILED THE CLAIM IN U-S DISTRICT COURT ON FRIDAY.
THE COMPLAINT SAYS MANAGER CHARLENE DAVIS SUBJECTED TWO WOMEN TO A "DAILY BARRAGE OF LEWD SEXUAL COMMENTS AND GESTURES."
NU-WAY CO-OWNER JIM CACAVIAS TOLD 13WMAZ THAT THE SUIT CAME FROM COMPLAINTS BY "DISGRUNTLED EMPLOYEES."
HE SAID THE TWO WOMEN WEREN'T HARASSED... AND WEREN'T FIRED FOR COMPLAINING.
INSTEAD... CACAVIAS SAYS THE TWO WERE LAID OFF WHEN NU-WAY COMBINED ITS HOUSTON AVENUE AND BACONSFIELD STORES.

SOME CENTRAL GEORGIANS WILL GET A NEW CONGRESSMAN NEXT YEAR.
THAT'S BECAUSE THE GEORGIA GENERAL ASSEMBLY'S NEWLY REDRAWN MAPS MOVE PAUL BROUN'S 10TH CONGRESSIONAL DISTRICT INTO NEW AREAS.
THE REPUBLICAN'S NEW AREA WILL INCLUDE BALDWIN... HANCOCK... JOHNSON AND WASHINGTON COUNTIES.
THE NEW CONGRESSIONAL DISTRICTS TAKE EFFECT AFTER THE 2012 ELECTION.
ANOTHER BIG CHANGE....COLUMBUS DEMOCRAT SANFORD BISHOP'S DISTIRCT WILL EXPAND TO INCLUDE MOST OF MACON AND PART OF BIBB COUNTY.
REPUBLICAN AUSTIN SCOTT NOW REPRESENTS THE ENTIRE COUNTY.

IN 2009 THE KNIGHT FOUNDATION AWARDED FIVE MILLION DOLLARS TO THE COLLEGE HILL INITIATIVE... THREE MILLION WENT TO GROUPS THAT CAME UP WITH IDEAS FOR IMPROVING THE NEIGHBORHOOD... TWO MILLION FUNDED THE ALLIANCE.
