RAWLS SAID THE NEW LINES AFFECT ABOUT 20-THOUSAND OF THE CITY'S 33-THOUSAND REGISTERED VOTERS.
SOME WILL VOTE IN A NEW POLLING PLACE... OTHERS IN AN ENTIRELY DIFFERENT PRECINCT FROM ELECTIONS PAST.
