AMONG OTHER THINGS... THE PRESIDENT IS EXPECTED TO CALL FOR AN EXTENSION OF PAYROLL TAX CUTS FOR WORKERS... AND AN AID PACKAGE FOR STATE AND LOCAL GOVERNMENTS TO HIRE TEACHERS AND FIRST RESPONDERS.
YOU CAN WATCH THE SPEECH RIGHT HERE ON 13WMAZ... THE PRESIDENT IS EXPECTED TO TALK FOR ABOUT 40 MINUTES.

WHEN THE PRESIDENT TALKS JOBS TONIGHT... SOME IN BIBB COUNTY SAY THEY'LL BE ALL EARS. 10-POINT-8 PERCENT OF THE COUNTY'S WORKFORCE IS UNEMPLOYED.
THAT'S MORE THAN THE NATIONAL RATE WHICH IS AT 9-POINT-1 PERCENT.
THAT RATE IS HIGHEST AMONG AFRICAN AMERICAN MEN... IN GEORGIA 19-POINT-3 PERCENT OF THEM ARE UNEMPLOYED. CANDACE ADORKA SPOKE TO JOB SEEKERS AND BUSINESS OWNERS IN MACON WHO SAY THE BAD ECONOMY HAS TAKEN ITS TOLL ON THEIR OWN PLANS.

EAST DUBLIN'S POLICE CHIEF... AND A G-B-I INVESTIGATOR... TESTIFIED TODAY ABOUT A FATAL SHOOTING OF A SUSPECT LAST YEAR.
THAT HEARING IS STILL UNDER WAY BEFORE A LAURENS COUNTY MAGISTRATE JUDGE ON WHETHER TO ISSUE AN ARREST WARRANT AGAINST POLICE OFFICER JEFFERY DEAL.
DEAL SHOT AND KILLED MELVIN WILLIAMS IN JULY 2010, BUT GBI RECORDS SHOW THAT THE OFFICER LACKED ARREST POWERS.
TODAY'S HEARING STARTED WITH A POLICE DASHBOARD VIDEO OF THE SHOOTING.
CHIEF WILLIAM LEUCKE TESTIFIED THAT HE DIDN'T KNOW THAT HE AND OTHER OFFICERS HAD LOST THEIR ARREST POWERS...UNTIL AFTER THE SHOOTING.
AND G-B-I INVESTIGATOR JERRY JONES SAID A CRACK PIPE WAS FOUND IN THE CRUISER THAT DEAL WAS USING THAT DAY...BUT DEAL SAID THE PIPE WAS NOT HIS.

THREE FEMALE POLICE OFFICERS FROM CENTRAL GEORGIA ARE CHARGED WITH VANDALIZING A HOME IN ALABAMA.
THAT'S ACCORDING TO THE SHERIFF'S OFFICE IN RUSSELL COUNTY...NEAR PHENIX CITY.
THEY SAY OGLETHORPE POLICE OFFICER JESSICA MCILWRATH...AND JENNIFER BAILEY AND RINA COY OF THE MONTEZUMA POLICE DEPARTMENT.... ENTERED THE HOME BACK IN JANUARY... DAMAGED IT AND STOLE SOME PROPERTY.
THEY WERE ARRESTED YESTERDAY...AND CHARGED WITH THIRD-DEGREE BURGLARY.
ALABAMA AUTHORITIES SAY THE HOME WAS OWNED BY A FORMER FAMILY MEMBER OF MCILWRATH'S...AND MONTEZUMA POLICE CHIEF HAROLD CANNON CALLS IT A FAMILY FEUD.
MONTEZUMA POLICE SAYS BAILEY AND COY ARE ON LEAVE WHILE THEY INVESTIGATE...BUT OGLETHORPE'S CHIEF SAYS MCILWRATH HAS BEEN WITH THE DEPARTMENT FOR JUST FOUR MONTHS...AND HE PLANS TO FIRE HER.

ESCAPED DODGE COUNTY MURDERER PHIL MINCEY WAS CAUGHT... THANKS TO A TIP.
THAT'S ACCORDING TO BLECKEY COUNTY SHERIFF HAROLD LANCASTER.
HE SAID THE TIPSTER TOLD THE SOUTHEAST REGIONAL FUGITIVE TASK FORCE THAT MINCEY WAS LOOKING FOR A RIDE FROM THE COCHRAN CAMPUS OF MIDDLE GEORGIA COLLEGE.
HE SAID OFFICERS PICKED UP MINCEY...WITHOUT INCIDENT...A SHORT TIME LATER.
LANCASTER SAID HE DOESN'T KNOW WHERE THE CONVICTED KILLER HAD BEEN FOR THE PAST SIX DAYS... BUT HE'S NOW BACK IN THE STATE PRISON SYSTEM.
COURT RECORDS SHOW MINCEY WAS SENTENCED TO LIFE IN PRISON IN AUGUST OF 1985 FOR THE SHOOTING DEATH OF MARY ANN HARRIS IN DODGE COUNTY.
ACCORDING TO THE DOCUMENTS.... THAT MURDER HAPPENED JUST WEEKS AFTER MINCEY WAS RELEASED FROM JAIL AFTER SERVING THREE YEARS FOR ESCAPING FROM THE DODGE COUNTY JAIL IN 1980.

AUTHORITIES SAY AN 80-YEAR-OLD FLORIDA WOMAN HAS DIED AFTER BEING SICKENED BY FUMES AT A MCDONALD'S RESTAURANT IN SOUTH GEORGIA.
SHE AND HER HUSBAND WERE CUSTOMERS AT THE RESTAURANT IN POOLER.
THAT'S BETWEEN OUTSIDE SAVANNAH.
AN AUTOPSY WILL BE DONE TO FIND THE CAUSE OF DEATH.
FELTON WAS ONE OF TEN TAKEN TO THE HOSPITAL WEDNESDAY AFTER FIREFIGHTERS FOUND TWO CUSTOMERS UNCONSCIOUS INSIDE A RESTAURANT BATHROOM... AND OTHERS STRUGGLING TO BREATHE.
AUTHORITIES SAID WEDNESDAY THEY SUSPECTED CLEANING CHEMICALS IN THE RESTROOM WERE TO BLAME.

MACON CITY COUNCIL BRAINSTORMED WAYS TO STOP TEEN VIOLENCE... INCLUDING ENFORCING THE CURFEW ORDIANCE.
THE PUBLIC SAFETY COMMITTEE TOSSED AROUND IDEAS OF HOLDING CURFEW VIOLATORS IN RECREATION CENTERS UNTIL THEIR PARENTS PICK THEM UP... AND POSSIBLY CHANGING THE TIME AND AGE IN THE CURFEW.
RIGHT NOW IT SAYS CHILDREN 16 AND UNDER MUST BE OFF THE STREETS BETWEEN MIDNIGHT AND FIVE A-M.
BUT ONE MAIN FOCUS FOR THE COMMITTEE.... IS HOW TO ENFORCE THE ORDINANCE.
Lonnie Miley, Macon City Council: "One of the things that we need to be able to look at is how it can be enforced and that's why we need to have the police department, sheriff's department at the table to talk about the enforcement component of the curfew ordiance."
MACON POLICE SPOKEWOMAN JAMI GAUDET SAY THE CHIEF IS WORKING A PLAN FROM THE LAW ENFORCEMENT SIDE OF THE CURFEW.
SHE SAYS THEY WILL INTEGRATE THAT INTO THE CITY'S OVERALL PLAN

Organizers have installed a special sound system playing Otis Redding hits twenty four hours a day.
"I think he'd be particuarily proud that we have invited all of Macon to come down in honor of his birthday."
Friday is officially Otis Redding day in Bibb County and there's no better place to celebrate than here in Third Street Park. Fans can come to downtown Macon form noon to 10 p.m. for free ice cream, music, and giveaways.
"And ice cream was one of his favorite foods so just to know were serving ice cream is really important."
Its all leading up to the big night... An Evening of Respect: A Musical Tribute Concert Celebrating 70 years of Otis Redding at the Macon CIty Auditorium.
"For him, seventy would not have been old."
REDDING DIED IN A PLANE CRASH... JUST TWENTY SIX YEARS OLD... BUT ANDREWS SAYS IF HER DAD WERE HERE TODAY... HE'D BE JUST AS RELEVENT AND ENERGISING AS HIS MUSIC.
