GOOD EVENING AND THANKS FOR JOINING US..
I'M FRANK MALLOY.. THIS IS EYEWITNESS NEWS AT 11.
ALMOST A WEEK PAST THE ORIGINAL DEADLINE... CITY AND COUNTY OFFICALS ARE STILL HAGGLING OVER POTENTIAL SPLOST PROJECTS.
BUT CITY OFFICIALS SAY THEY COULD BE CLOSE TO A FINAL AGREEMENT.
AS ELEANOR LISSITZYN EXPLAINS... THERE WERE SOME BIG CHANGES TO THE SPLOST LIST MONDAY AFTERNOON AND THE CITY AND COUNTY ARE CLOSER THAN EVER TO SIGNING A DEAL.
The big news Monday is that county commissioners decided to take renovating the county courthouse out of the SPLOST. They as of last week had about $27 million slated for that project. It got cut down to just $5 million, and that's just for a fresh coat of paint.
So then there was $22 million to shuffle around.
They added more money to projects like road repair and storm drainage repair as well. They also added money to retiring city and county bond debt for a total of about $55 million.
Council president James Timley says the reason the county commissioners decided to take the courthouse out is because they just weren't going to get enough money in this SPLOST to do the project the way they wanted to.
Council pretty much accepted the rest of the county's proposals as is, with one exception.
There was originally about $3 million put towards a new animal control center, they cut that budget by $1 million to give more money for building a new senior citizen's center. Councilwoman Elaine Lucas says that's just more in line with the city's priorities.
Elaine Lucas: "I just think it would inexcusable of us to appropriate more money percentage wise for animal control, a complex for animals, than to suggest a large amount of money going to our senior citizens."
Full council still needs to vote to officially approve this list, they're scheduled to vote at Tuesday's full council meeting. And council president James Timley says they're really close to sealing the deal.
COUNCIL'S PROPOSED CHANGES TO THE ANIMAL CONTROL BUDGET WILL HAVE TO BE APPROVED BY THE COUNTY AS WELL.
TOMORROW NIGHT'S COUNCIL VOTE WOULD ALLOW THE MAYOR TO SIGN THE INTER-GOVERNMENTAL AGREEMENT WITH COUNTY COMMISSIONER SAM HART.
CITY ATTORNEY'S SAY THAT MEANS THE COUNTY COULD CALL FOR THE NOVEMBER SPLOST VOTE AS EARLY AS WEDNESDAY.

THE STORM CUT A DESTRUCTIVE PATH THROUGH THE CARIBBEAN TODAY... RAKING PUERTO RICO WITH STRONG WINDS AND RAIN... THEN SKIRTING THE DOMINICAN REPUBLIC.

BIBB COUNTY EMERGENCY MANAGEMENT DIRECTOR DON DRUIT SAYS THEY ARE WORKING WITH THE RED CROSS TO MAKE SURE THERE ARE EMERGENCY SHELTERS READY FOR EVACUEES.
DRUITT SAYS THE STORM IS STILL TOO FAR OUT FOR THE STATE TO BEGIN ANY EVACUATIONS... BUT HE SAYS ITS A GOOD TIME FOR CENTRAL GEORGIANS TO REVIEW THEIR OWN EMERGENCY PLANS.
DRUITT SAYS IF THE COAST IS EVACUATED... THERE ARE PLANS IN PLACE TO CLOSE THE EAST-BOUND LANES OF I-16 TO FUNNEL PEOPLE WEST.

Logan Arnett, "I mean in the seventh inning we were like we can score through this inning, but when it got to the nineth we were a little worried about it because we had to keep facing their top of the lineup"
Jake Fromm, "Every game when it seems like we need a big hit it happens. Logan Morris has helped us out especially in the Regional Championship game and in the State Championship. We both had to RBI's in this game, and we have always done good under pressure"

A PROPOSED CONGRESSIONAL REDISTRICTING PLAN WOULD SPLIT BIBB COUNTY BETWEEN DISTRICTS NOW REPRESENTED BY AUSTIN SCOTT AND SANFORD BISHOP.
THAT'S ACCORDING TO A MAP RELEASED MONDAY BY THE GEORGIA HOUSE AND SENATE LEGISLATIVE AND CONGRESSIONAL REAPPORTIONMENT COMMITTEE
UNDER THE PLAN... BISHOP... A DEMOCRAT... WOULD GAIN MOST OF BIBB COUNTY... INCLUDING MOST OF MACON.
SCOTT WOULD REPRESENT THE MOSTLY REPUBLICAN SECTION OF THE COUNTY...INCLUDING PARTS OF NORTH MACON.
THE PLAN HAS NOT BEEN VOTED ON YET.
DARYL MORTON... CHAIRMAN OF THE BIBB COUNTY DEMOCRATIC PARTY.... SAYS HE BELIEVES THE NEW LINE IS A WAY OF HELPING AUSTIN SCOTT KEEP HIS SEAT.
"The voting public right now is tired of politics and politicians. And if they think that either party is playing fast and loose with district maps in order to give themselves a political advantage at the expense of what poeple need, then I think there could be some retribution for that in the next election."
THE STATE GAINS A NEW SEAT NEXT YEAR DUE TO POPULATION GROWTH IN THE 2010 CENSUS.
UNDER THE PROPOSAL... THE NEW DISTRICT WILL COVER HALL COUNTY.
IF YOU LIVE IN BIBB OR HOUSTON COUNTY... YOU'VE PROBABLY SEEN THE GIANT C-5 AIRCRAFT FLYING IN AND OUT OF ROBINS AIR FORCE BASE.
IT'S DIFFICULT TO IMAGINE HOW THE BEHEMOTH PLANES EVER GET OFF THE GROUND... ESPECIALLY WHEN YOU LEARN THEY WEIGH ABOUT 185 TONS EACH.
THAT'S WITHOUT SUPPLIES OR PEOPLE ON- BOARD.
BEFORE THE C-5'S LEAVE THE MAINTENANCE DEPOT AND RETURN TO THE FIELD... MECHANICS CHECK THEIR WEIGHT.
SIX JACKS LIFT THE JUMBO PLANE OFF THE GROUND... AND SEND MESSAGES TO A COMPUTER... THAT SERVES AS THE SCALE.
THE CREW WANTS TO MAKE SURE THE WEIGHT OF THE PLANE IS DISTRIBUTED EQUALLY.. BEFORE THEY RETURN ALL 368-THOUSAND POUNDS OF IT.... TO THE WARFIGHTERS.
Ernest Brown, Aircraft Overhaul Supervisor: "I remember the first time I ever worked on a C5, was back in 1980 over in the Phillipines. I had never seen anything this big."
Melvin Appling, Weight and Balance Examiner: (11:40) "When this gets off the ground, I'll feel good because I've done my job properly."
WEIGHT AND BALANCE EXAMINER... MELVIN APPLING.. SAYS AN OUT-OF-BALANCE AIRCRAFT COULD CAUSE IT TO CRASH.
THE ENTIRE WEIGHING PROCESS TAKES ABOUT TWO HOURS.
