I'M FRANK MALLOY....THIS IS EYEWITNESS NEWS AT 11.

MACON'S ANIMAL CONTROL SHELTER IS CLOSED AFTER SEVERAL DOGS BECAME SICK WITH HIGHLY CONTAGEOUS ILLNESSES.
ANIMAL SHELTER DIRECTOR ROBERT CARR SAYS THE DISEASES KILLED AT LEAST FOUR DOGS.
AS ELEANOR LISSITZYN EXPLAINS... ONE CITY COUNCILWOMAN SAYS THIS ISN'T THE FIRST TIME DISEASE HAS PLAGUED THE SHELTER... BUT SHE HOPES IT COULD BE THE LAST.
THE MACON -BIBB ANIMAL CONTROL SHELTER IS CLOSED AFTER ANIMALS TESTED POSITIVE FOR PARVO AND GIARDIA... TWO DEADLY VIRUSES.
ANIMAL CONTROL DIRECTOR ROBERT CARR SAYS THEY FIRST SUSPECTED A PROBLEM LAST THURSDAY.
NOW CARR SAYS AT LEAST FOUR DOGS ARE DEAD... AND ACCORDING TO A MACON POLICE NEWS RELEASE ALL THE PUPPIES AT THE SHELTER WILL BE PUT DOWN... BECAUSE THEY ARE THE MOST SUSCEPTABLE TO THE ILLNESSES.
ADULT DOGS WILL BE TEMPORARILY MOVED TO ANOTHER LOCATION.
"For three days were going to have a massive cleaning of this facility. At that point we will also go through and were going to have a fogging to also try to get some of the other infestations out of here."
WE GOT INTO THE SHELTER LAST MONTH TO TAKE A LOOK AT THE CONDITIONS.
CARR SAYS AFTER MORE THAN TWO DECADES OF CONTACT WITH ANIMAL URINE AND FECES... IT'S DIFFICULT TO THROUGHLY CLEAN THE SHELTER'S CONCRETE FLOORS AND WALLS.
ROACHES AND OTHER PESTS ARE A CONSTANT PROBLEM.
"It's pretty deplorable."
MACON CITY COUNCILWOMAN NANCY WHITE SAYS PREVENTING ILLNESS AT THE SHELTER IS ALMOST IMPOSSIBLE.
"It's so old and so decrepit and so run down it really can't be kept up to hyigene standards to be honest. The moisture the germs... and then the overcrowding. ."
CITY AND COUNTY OFFICIALS PLAN TO PUT TWO MILLION DOLLARS FROM THE PROPOSED SPLOST TOWARDS BUILDING A NEW SHELTER.
WHITE SAYS SHE HOPES THE PUBLIC WILL GET INVOLVED.
"They need to see first hand how badly a new facility is needed."
CARR SAYS THERE WILL BE NO ADOPTIONS FOR FOURTEEN DAYS WHILE THEY QUARENTINE THE ANIMALS.
MACON POLICE SPOKESWOMAN JAMI GAUDET SAYS THE SHELTER WILL NOT ACCEPT ANY NEW ANIMALS UNTIL FURTHER NOTICE.
THERE WILL BE NO NEW ADOPTIONS UNTIL AUGUST 30.
SHE SAYS THE ADULT DOGS WILL RETURN TO THE SHELTER ON FRIDAY.

IN ADDITION TO A NEW ANIMAL SHELTER... THE TUBMAN AFRICAN AMERICAN MUSEUM AND THE FORT HAWKINS HISTORICAL SITE ARE NOW ON THE LIST OF PENNY SALES TAX PROJECTS FOR MACON AND BIBB COUNTY.
THIS MORNING.. COMMISSIONERS SAID YES TO THOSE CITY PROJECTS... AND DOUBLED THE 4-POINT 2 MILLION THE CITY HAD RECOMMENDED FOR A NEW PARK COMPLEX IN THE HARTLEY BRIDGE AREA.
THEY ALSO AGREED TO THE 8 MILLION DOLLARS MAYOR ROBERT REICHERT ASKED FOR TO TO EXTEND AND DEVELOP THE SECOND STREET CORRIDOR.
REICHERT SAYS BOTH SIDES HAD TO COMPROMISE FOR THE SAKE OF EVERYONE IN MACON AND BIBB COUNTY.
"Both sides are pleased witht he way the negotiations went. Neither side got everything that they wanted, but we've been able to keep our attention on what the people said they wanted and what the people said they didn't want. I think as the details are made known, more and more people will be excited about and enthusiastic about this special purpose local option sales tax."
THE LIST OF PROJECTS STILL HAS TO GO BEFORE COUNTY COMMISSIONERS AND CITY COUNCIL TOMORROW NIGHT FOR A FINAL VOTE.
COUNTY COMMISSION CHAIRMAN SAM HART AND MAYOR REICHERT SAY THEY ARE CONFIDENT BOTH GOVERNMENTS WILL SUPPORT THE PROJECTS.

EATONTON'S BRER RABBIT STATUE IS COMING HOME.
THE STATUE WAS STOLEN FROM THE GROUNDS OF THE UNCLE REMUS MUSEUM LAST SUNDAY.
PUTNAM COUNTY SHERIFF HOWARD SILLS SAYS THEY FOUND THE WAYWARD RABBIT OFF HIGHWAY 16... THAT'S THE SPARTA HIGHWAY... ABOUT FIVE MILES WEST OF EATONTON.
SILLS SAYS THE STATUE WAS HIDDEN IN A WOODED AREA.
HE SAID ONE OF ITS EARS WAS MISSING... AND THE PIPE IN ITS HAND HAD BROKEN OFF.
SILLS SAYS HIS INVESTIGATORS THINK THE THEFT MAY HAVE STARTED AS A PRANK.
"I think there were some intentions at least to start with to probably bring it back at a later date, but all that went awry after the rabbit was damaged."
SILLS SAYS THE MUSEUM PLANS TO RESTORE THE STATUE... AND RETURN IT TO ITS PLACE ON THE MUSEUM GROUNDS.
HE SAYS HE PLANS TO ARREST FOUR PEOPLE IN CONNECTION WITH THE THEFT LATER THIS WEEK.

POLLS OPEN IN ABOUT EIGHT HOURS FOR MACON'S TWO RUNOFF ELECTIONS.
CURRENT MAYOR ROBERT REICHERT AND FORMER MAYOR C. JACK ELLIS SPENT THE DAY WORKING TO GET THEIR SUPPORTERS TO COME OUT AND VOTE TOMORROW IN THE MAYORAL RUNOFF ELECTION.
THIS AFTERNOON... WE CAUGHT UP WITH BOTH OF THEM TO TALK ABOUT THEIR FINAL PUSH.
Reichert: Always are concerned about getting people back out to vote the second time around.
Eleanor Lissitzyn: What have you said to them to try and galvanize them to over come that?
Reichert: "We've tried to communicate that message, that when turnout drops anything can happen."
Ellis: "What am I going to do? What I always do. Knock and drag. Knock on doors and drag 'em out. All day, we've done that all last week. And we'll be doing that all day tomorrow."

PARIS SAYS SHE SPENT THE DAY IN WILKINSON AND TWIGGS COUNTIES.
LUCAS SAYS THIS ELECTION EVE WAS PRETTY MUCH BUSINESS AS USUAL.
Miriam Paris: "We are calling them. And everybody I see, everybody I meet, everybody I talk to, just urging them to please get out and vote tomorrow. Runoffs of course, are tricky."
David Lucas: "Knocking on doors, same thing we did last time. Just got to campaign hard."
