GOOD EVENING AND THANKS FOR JOINING US..
I'M FRANK MALLOY....THIS IS EYEWITNESS NEWS AT 11..
LEAH JOHNSON IS ON MATERNITY LEAVE..

THE FIRST EVER DOWNGRADE TO THE U-S CREDIT RATING TOPPED OFF A VOLATILE DAY ON WALL STREET TODAY.
THAT ENDED THE FINANCIAL SECTOR'S WORST WEEK IN MORE THAN TWO YEARS.
ALEXIS CHRISTOFOROUS IS ON WALL STREET WITH MORE.

Late Friday, S-and-P made good on a warning - and downgraded the US credit rating from "triple-A" to "double-A-Plus."

It's a dramatic reversal of fortune for the world's largest economy.... expressing a no-confidence vote in this week's debt deal in Washington. And it could mean higher interest rates on everything from mortgages to credit cards.

The dowgrade means U.S. treasuries - once seen as the safest investment in the world - are now rated lower than bonds issued by countries such as the U.K., Germany, or France.

((NARR-2))

The news came after a wild ride on Wall Street. The Dow finished only slightly up at 61 points .

Investors were buoyed by a better-than-expected July jobs report.

((SOT)) Diane Swong/Chief Economist, Mesirow Financial (:45-:50)

"But , you know, 117,000 jobs is nothing to pop champagne corks over."

((STANDUP BRIDGE)) Alexis Christoforous, CBS News, Wall Street (:50-:59)

For every stock that gained on the New York Stock Exchange, three stocks fell. Investors are also feeling the threat of weak European markets.

((NARR-3))

Leaders in Europe have called emergency meetings to come with a plan to prevent troubled Italy and Spain from requiring massive bailouts.

President Obama expressed optimism to the U.S and the world Friday.

((SOT)) President Obama

"We are going to get through this. Things WILL get better. "

((NARR-4))

But traders aren't exactly sure how that's going to happen.

((SOT)) Art Cashin/Trader (1:19-1:24)

"The will in Washington to spend does not appear to be there so we are going to have to find some kind of magic bullet. "

((NARR-5))

They're looking for help from Federal Reserve Chairman Ben Bernanke, when the Fed meets on Tuesday.
Another credit downgrade is possible within a year to 18 months.

AND TODAY'S 13 WMAZ DOT COM WEB POLL ASKS... DO YOU INVEST IN STOCKS AND BONDS?
RIGHT NOW ... 49 PERCENT OF YOU SAY YES YOU DO.... AND 51 PERCENT SAY NO.... YOU DON'T.
YOU HAVE UNTIL MIDNIGHT TO VOTE... THE QUESTION IS ON THE RIGHT SIDE OF THE HOMEPAGE AT 13WMAZ DOT COM.
THE NATION IS STILL RECOVERING FROM THE LONGEST RECESSION SINCE WORLD WAR TWO.
AND WHILE THE RECOVERY MAY BE SLOW... CANDACE ADORKA TELLS US HOW THIS GLIMMER OF HOPE... HAS LED ONE LOCAL ENTREPRENEUR TO FOLLOW HER DREAM... IN SEARCH OF SWEET REWARDS.
<<
IN 2008... THE ECONOMY HANDED JUNE MCGHEE LEMONS... AND SHE MADE LEMON BLUEBERRY CUPCAKES.
"i was working at the Base and I kinda saw the writing on the wall that this job was gonna be ending."
SO SHE STARTED SAVING UP... AND IN MAY... SHE OPENED SIMPLY CUPCAKES IN WARNER ROBINS.
"I was in a point in my life where I could do this. I put 4 kids through college, married, travelled the world with, and it was just a point in my life where I knew I could take a chance on me.
MCGHEE'S CUPCAKERY IS ONE EXAMPLE OF A BUSINESS THAT OPENED DESPITE THE 2008 RECESSION.
MICHELLE WRIGHT... A SMALL BUSINESS CONSULTANT OF 15 YEARS.... SAYS THESE DAYS LENDERS MAKE IT TOUGH FOR SMALL BUSINESS.
Wright: "The lender's gonna be very slow to lend to them unless they have really excellent credit and they do have that collateral. we used to see banks where collateral wouldn't have to be 100 percent, now most of the loans they have more than 100 percent collateral."
BUT THERE ARE REASONS TO BE HOPEFUL...
IN SEPTEMBER... A 30-BILLION-DOLLAR FEDERAL FUND WILL MAKE IT EASIER FOR SMALL COMMUNITY BANKS TO GIVE LOANS.
Wright: "It's getting better. It's definitely still hard, I wouldn't want to give anyone the wrong impression, but a lot of my clients are reporting sales that are growing or at least they've stabilized."
ACCORDING TO GEORGIA LABOR AND CENSUS DATA... MORE SMALL BUSINESSES ARE OPENING... AND FEWER ARE CLOSING...
AND SINCE A LOT OF BUSINESSES FAILED IN THE ECONOMIC DOWNTURN... THERE IS ROOM FOR NEW BUSINESSES.

MCGHEE SAYS IN THE 2 MONTHS SHE'S BEEN OPEN... SHE'S PAID OFF HALF HER LOAN AND THE 4,000 DOLLARS TO BUILD HER KITCHEN...
"business has been awesome!"
MCHGEE SAYS ANY ASPIRING BUSINESS OWNER CAN DO IT... ALL YOU NEED IS A GOOD PLAN... GOOD RESEARCH... AND A GOOD PRODUCT.
McGhee: "i do have people coming in saying they're coming in for their fix of the week, and they call it crack, but it's not crack..."
JUST SUGAR... FLOWER... AND HARD WORK.
