AND I'M LEAH JOHNSON..THIS IS EYEWITNESS NEWS AT 11.

SOME WARNER ROBINS VOTERS COULD BE HEADING TO DIFFERENT PRECINCTS THIS NOVEMBER.
THE CITY WILL HAVE TO REDRAW DISTRICT BOUNDARIES... BECAUSE OF UNEVEN POPULATION GROWTH.
THE LATEST CENSUS SHOWS A 36 PERCENT POPULATION INCREASE.
CITY ATTORNEY JIM ELLIOTT SAYS THERE WAS PARTICULAR GROWTH IN THE WEST END OF THE CITY.
AT TONIGHT'S COUNCIL WORK SESSION... REDISTRICTING CONSULTANT LINDA MEGGERS PRESENTED A PROPOSED REDISTRICTING MAP... WHICH EXPANDS DISTRICT SIX SOUTH... AND ALSO WEST TO MARGIE DRIVE... MAKING DISTRICT FOUR SMALLER.
Meggers "The courts have said that when you go to these single-member districts, then you must review those districts after each census to be sure that the population is equal so that one person's vote counts about the same as another person's vote."
ELLIOTT SAYS COUNCIL WILL HAVE TO APPROVE THE CHANGES BEFORE CANDIDATES CAN QUALIFY FOR THE NOVEMBER ELECTION... WHICH IS AUGUST 29TH.
THE CITY WILL THEN SUBMIT THE NEW MAP TO THE DEPARTMENT OF JUSTICE FOR APPROVAL.

DISCUSSION ABOUT A NEW PUBLIC SAFETY POSITION IN WARNER ROBINS... HAS BEEN DELAYED... BECAUSE THE FUNDING IS NOT AVAILABLE.
COUNCILMAN JOHN WILLIAMS SAYS HE WANTED TO TALK ABOUT A NEW PUBLIC SAFETY DIRECTOR POSITION AT TONIGHT'S COUNCIL MEETING... BUT IT WAS REMOVED FROM THE AGENDA.
THAT'S BECAUSE FUNDING FOR THE JOB WASN'T INCLUDED IN NEXT FISCAL YEAR'S BUDGET.
WILLIAMS SAYS THE POSITION WOULD HAVE A SALARY AND BENEFITS PACKAGE OF ABOUT 100 THOUSAND DOLLARS A YEAR.
HE SAYS THE DIRECTOR WOULD "ACT AS A BUFFER" BETWEEN MAYOR AND THE POLICE AND FIRE CHIEFS.
Williams "He's a real active mayor -- like he's off on a gas trip this week, he's real active in the community and he just needs some help to delegate some work and not keep his finger on everything."
Wilbanks "It's just an unneeded level of bureaucracy out there on the backs of the citizens of Warner Robins. We don't need to spend on extra two hundred or three hundred thousand dollars for a position to oversee two of the most recognized and reknowned professionals in the business."
MAYOR CHUCK SHAHEEN FIRST MENTIONED THE IDEA OF A PUBLIC SAFETY COMMISSIONER LAST YEAR... WHEN HE FIRST TOOK OFFICE.
WILLIAMS PLANS BRING THE ISSUE UP AGAIN IN A FEW WEEKS... AFTER THE COUNCIL HAS TIME TO GO OVER THE BUDGET.

MACON CITY COUNCIL PRESDIENT MIRIAM PARIS MAY BE PLANNING TO RUN FOR A NEW OFFICE.
BUT IT'S NOT CLEAR WHICH ONE.
ACCORDING TO THE GEORGIA CAMPAIGN FINANCE COMMISSION'S WEBSITE... PARIS FILED PAPERWORK INDICATING SHE PLANS TO RAISE MONEY FOR BOTH A MAYORAL AND STATE SENATE CAMPAIGN.
THE DOCUMENTS SHOW THAT PARIS REGISTERED TO RUN FOR MAYOR OF MACON IN APRIL.
LESS THAN A MONTH LATER..... SHE ALSO FILED DOCUMENTS TO RUN FOR THE STATE SENATE DISTRICT 26 SEAT.
THAT SEAT IS CURRENTLY HELD BY ROBERT BROWN... WHO IS EXPECTED TO RESIGN IN JUNE TO RUN FOR MAYOR OF MACON.
PARIS SAYS SHE WILL NOT CONFIRM WHICH OFFICE SHE IS RUNNING FOR UNTIL A PRESS CONFERENCE NEXT WEEK.

ONE MACON MAN... DIDN'T NEED A CUP OF COFFEE TO HEAT UP HIS THURSDAY COMMUTE.
DAVID SHEPPARD SAYS HE WAS ON HIS WAY TO WORK AROUND SEVEN O'CLOCK THIS MORNING. WHEN HE NOTICED A VACANT HOME ON FIRE.
AS ELEANOR LISSITZYN EXPLAINS... HE ACTED QUICKLY AND HELPED KEEP OTHER HOMES AND PEOPLE SAFE.
"Just driving to work, ordinary, as I always do."
BUT DAVID SHEPPARDS THURSDAY MORING COMMUTE QUICKLY HEATED UP...
"I saw a sudden puff of smoke."
HE PULLED OVER AND TOOK THESE PICTURES OF A HOUSE ON WHITEHALL STREET... SMOTHERED BY FLAMES.
"You could feel it, feel your skin blistering, we knew we had to do what we had to do quick."
THE HOUSE ON FIRE SAT JUST A FEW FEET AWAY FROM OTHER... OCCUPIED HOMES.
"That was the first order of business in my mind to make sure everybody was evacuated."
SHEPPARD AND ANOTHER PASSERBY TRIED TO WAKE UP THE NEIGHBORS.
"We jsut started hollering, 'fire! evacuate!."
"And its good because that house did ignite."
SHEPPARD SAYS HE GOT THE PEOPLE OUT... AND FIREFIGHTERS ARRIVED SHORTLY AFTER.
"my hats off to them, literally"
THIS IS WHAT 2873 WHITEHALL STREET LOOKS LIKE NOW... THE FIRE ALSO DAMAGED THE HOME NEXT DOOR AND THREE OTHERS.
"I never thought I'd find myself in that situation."
BUT HE SAYS HE'S GLAD HE WAS ABLE TO HELP OUT.
STD BIBB COUNTY FIRE INVESTIGATORS SAY NO ONE WAS HURT IN THE FIRE.
THEY ARE INVESTIGATING WHAT CAUSED IT.

BIBB COUNTY TEACHERS WON'T HAVE FURLOUGH DAYS NEXT SCHOOL YEAR.
TONIGHT.. THE BOARD OF EDUCATION FINALIZED THEIR 2011-2012 ACADEMIC CALENDAR.
THE FIRST DAY FOR STUDENTS WILL BE AUGUST NINTH.
THEY'LL ATTEND SCHOOL 176 DAYS.. LIKE THIS SCHOOL YEAR... BUT TEACHERS WILL GET FOUR ADDITIONAL PLANNING DAYS..
SUPERINTENDENT ROMAIN DALLEMAND SAYS THEY'LL USE THOSE TO HELP CREATE THE DISTRICT'S STRATEGIC PLAN.
THE CALENDAR ELIMINATES FURLOUGH DAYS... USING MONEY SAVED FROM STAFF REDUCTIONS DALLEMAND RECOMMENDED LAST MONTH.
GARY BECHTEL WAS THE ONLY BOARD MEMBER TO VOTE AGAINST THE CALENDAR.
HE SAYS HE VOTES *NO* EVERY YEAR... BECAUSE HE DISAGREES WITH STARTING SCHOOL IN EARLY AUGUST.. AND SAYS HE'D BE OPEN TO DALLEMAND'S SUGGESTION THAT SCHOOL LEADERS CONSIDER CHANGING WHAT HE CALLED AN *OUTDATED* CALENDAR.
Gary Bechtel, School Board Member: "I think we'd have to all look at what's presented and make a decision if that meets his strategic goals meets the board's goals but I'm willing to listen to anything different than what we've got."

AND SCHOOL BOARD MEMBERS LEFT TONIGHT'S MEETING WITH SOME HOMEWORK OF THEIR OWN..
SUPERINTENDENT ROMAIN DALLEMAND GAVE ALL EIGHT MEMBERS COPIES OF THE BOOK *LEADING CHANGE.*
BOARD MEMBER LYNN FARMER SAYS HE TOLD THEM IT WAS FOR THEIR SUMMER READING...
BUT SHE ADDED SHE THINKS HE WANTS THEM TO READ THE BOOK BEFORE THEY BEGIN GOVERNANCE TRAINING IN TWO WEEKS.
FARMER SAYS THEY'LL USE THE SESSIONS TO DISCUSS HOW TO LEAD AS BOARD MEMBERS..
Lynn Farmer, School Board Member: there are boundaries that you can't cross as a board member, but there's certainly very important roles that we do play, and I think we're going to define and qualify those roles.
