BUT FOR SOME... THE MESSAGE IS UNCLEAR.

TWIGGS COUNTY OFFICALS CELEBRATED EARTH DAY WITH A BIG ANNOUNCEMENT.
THE COUNTY RECEIVED MILLIONS IN FEDERAL AND LOCAL LOANS AND GRANTS TO REVAMP AN AGING WATER SYSTEM.
AS CANDACE ADORKA EXPLAINS.... PEOPLE LIVING IN THE AREA HOPE THE IMPROVEMENTS WON'T AFFECT THEIR POCKETBOOKS.

MYRTIS SCANTLIN SAYS THE WATER MAINS IN HER NEIGHBORHOOD ARE A BIT OF AN ANNOYANCE.
Scantlin: "We really do need new lines put in because when it's cold, the lines are bursting and when its not cold the lines are burstin.
THE COUNTY HAS RECEIVED MORE THAN 2 MILLION DOLLARS TO FIX THAT PROBLEM...
Nats, Ingram "Old gordon road, this is ridge road, general Twiggs is this area...."
THE COUNTY'S ENGINEER, TIM INGRAM, SAYS THE MONEY WILL FUND A NEW WELL, A 200-THOUSAND-GALLON TANK, AND 25 MILES OF NEW WATER MAINS AND FIRE HYDRANTS.
Ingram" Most of the area does not have any w
ater at all so we're providing new water mains to provide fire protection and potable water for the area."
THE COUNTY'S 9-1-1 CO-ORDINATOR, WILLIAM STOKES SAYS THE NEW SYSTEM WILL SAVE TIME WHEN FIGHTING FIRES.
stokes "We've got to go 2 ro 3 miles down the road to draft water out of a pond or hit another county's hydrant and fill it with water."
SCANTLIN SAYS WHILE ALL THE IMPROVEMENTS WOULD BE NICE, SHE'S AFRAID IT'LL INCREASE HER WATER BILL ... as it did when THE AREA GOT A NEW WATER TANK.
Scantlin: "At first we were paying 16 dollars. When they put it in, they went from 16 dollars to 21 dollars."
TWIGGS COUNTY COMMISSION CHAIRMAN REY BENNETT TOLD EYEWITNESS NEWS THE IMPROVEMENTS WON'T COST RESIDENTS ANY MORE THAN THEY PAY FOR WATER RIGHT NOW.

GOVERNOR NATHAN DEAL WANTS LAWMAKERS TO FIND WAYS TO OVERHAUL THE STATE'S TOUGH SENTENCING LAWS.
HE SIGNED LEGISLATION TODAY THAT CREATES A PANEL TO STUDY GEORGIA'S CRIMINAL JUSTICE SYSTEM.
HE SUPPORTS ALTERNATIVE SENTENCING FOR SOME NONVIOLENT OFFENDERS... LIKE DRUG ADDICTS.
DEAL SAYS THE 13-MEMBER COMMISSION WOULD HELP SAVE TAXPAYER DOLLARS WHILE FINDING BETTER WAYS TO REHABILITATE OFFENDERS.
DEAL... THE LIEUTENANT GOVERNOR AND THE HOUSE SPEAKER WOULD SELECT THE PANEL.
THEY'D HAVE TO REPORT FINDINGS BY EARLY 2012... IN TIME FOR LAWMAKERS TO ACT ON THEM IN THE NEXT LEGISLATIVE SESSION.

IT'S A DAY TO ENCOURAGE CONSERVATION AND RECYCLING.
EARTH DAY CELEBRATIONS KICKED OFF ACROSS CENTRAL GEORGIA TODAY.
THE BIBB COUNTY GREEN TEAM SET UP DISPLAYS AT THE COURTHOUSE WITH TIPS ON SAVING ENERGY AND MONEY.
SOME PEOPLE EVEN TOOK THE DAY TO ENJOY FRESH AIR OUTDOORS.
THE SMITH FAMILY PLANNED A PICNIC AND SIGHT-SEEING ADVENTURE AT THE OCMULGEE NATIONAL MONUMENT.
THEY SAY THERE'S NO BETTER WAY TO CELEBRATE EARTH DAY.
