WE HAVE SOME BREAKING NEWS TONIGHT... PERILOUSLY CLOSE TO A MIDNIGHT DEADLINE, THE
WHITE HOUSE AND CONGRESSIONAL LEADERS HAVE REACHED AGREEMENT TO CUT BILLIONS OF DOLLARS IN SPENDING TO AVOID THE FIRST GOVERNMENT SHUTDOWN IN 15 YEARS.
THEY ANNOUNCED THIS DEAL JUST MINUTES AGO...
WE'RE CONTINUING TO FOLLOW THE DETAILS OF THIS DEAL... AND WE'LL HAVE MORE ON THIS DEVELOPING STORY WHEN IT BECOMES AVAILABLE.

A MAN CONVICTED OF CARJACKING AND INJURING AN ELDERLY WOMAN AT THE GALLERIA MALL IN CENTERVILLE WILL SPEND AT LEAST 30 YEARS IN PRISON.
DAVID LEE CUNNINGHAM PLEADED GUILTY TO CHARGES INCLUDING KIDNAPPING WITH BODILY INJURY.
HIS VICTIM - JEWEL ROBINSON WAS 87 AT THET IME OF TEH CRIME..
IN COURT TODAY - SHE SAID CUNNINGHAM BROKE HER ARM DURING THE ATTACK ON MARCH 29TH, 2010.
SHE SAID HE DROVE HER TO ANOTHER SPOT... STOLE MONEY FROM HER PURSE... MADE HER GET OUT AND DROVE OFF.
AUTHORITIES ARRESTED CUNNINGHAM IN NORTH CAROLINA ABOUT A MONTH AFTER THE ASSAULT.
HIS DEFENSE LAWYER NICK WHITE SAID IN COURT TODAY CUNNINGHAM WAS UNDER THE INFLUENCE OF DRUGS WHEN HE COMMITTED THE CRIME.

MORE THAN 1 MILLION GEORGIANS OVER AGE 25 DON'T HAVE A G-E-D OR HIGH SCHOOL DIPLOMA.
AND SOON... THEY'LL PAY MORE FOR TESTS TO EARN A G-E-D.
THIS SUMMER... THE COST MORE THAN DOUBLES TO FIFTY DOLLARS PER TEST.
THAT'S 250 DOLLARS FOR ALL FIVE

GEORGIA'S TECHNICAL COLLEGE SYSTEM SAYS THE NATIONAL COMPANY THAT RUNS THE TESTS RAISED FEES.
THE NEW FEES TAKE EFFECT JULY FIRST.
CENTRAL GEORGIA TECHNICAL COLLEGE DEAN OF ADULT EDUCATION SALLIE DEVERO SAYS MANY STUDENTS ALREADY STRUGGLE TO COVER COSTS.
Sallie Devero, Dean of Adult Education: "Some folk are just simply not going to do it, others are going to want to do it and we're going to be encouraging them to do it and we'll continue to seek financial support to assist these students."
DEVERO SAYS THERE ARE SOME SCHOLARSHIPS AVAILABLE TO COVER G-E-D FEES FOR STUDENTS WHO ENROLL IN EDUCATION CLASSES.
CENTRAL GEORGIA TECHNICAL COLLEGE SAYS THE LAST TEST OFFERED BEFORE RATES INCREASE... WILL BE ON JUNE 18.
PRE-REGISTRATION FOR THAT TEST ENDS JUNE 14.

A SURVEY FOUND... 84 PERCENT OF PEOPLE IN BIBB COUNTY SAY THEY WANT POLICIES IN PLACE TO REGULATE WHERE PEOPLE CAN SMOKE.
RESEARCH FROM THE UNIVERSITY OF GEORGIA ALSO FOUND 77 PERCENT OF PEOPLE IN BIBB COUNTY SAY SMOKING SHOULD NEVER BE ALLOWED INDOORS.
SEVERAL CITY COUNCIL MEMBERS AND MEMBERS HEALTH CARE COMMUNITY HEARD THE DETAILS OF A PROPOSED ORDINANCE REGULATING WHERE PEOPLE CAN LIGHT UP.
THE ORDINANCE BANS SMOKING IN ALL PUBLIC PLACES... INCLUDING RESTAURANTS AND BARS... AND SAYS YOU MUST MOVE 10 FEET AWAY FROM A BUILDING TO SMOKE.
IF IT PASSES...SOME LOCAL BUSINESS OWNERS SAY PEOPLE WILL LEAVE THE CITY FOR SMOKE FRIENDLY SPOTS.

MANY OF OUR FACEBOOK USERS ARE COMMENTING ON THIS STORY.
ONE PERSON WROTE... "I CAN'T SAY I AM IN FAVOR OF A BAN IN ALL PUBLIC PLACES. I THINK PEOPLE SHOULD USE COMMON SENSE AND BE CONSIDERATE OF OTHERS. YES, THE SMELL OF SMOKE IS HORRIBLE.....BUT SO IS TOO MUCH PERFUME AND BODY ODOR."

A THIRD PERSON SAID... "YES. ALTHOUGH I'M AN OCCASIONAL SMOKER, I DON'T THINK IT'S APPROPRIATE TO PUT ANYONE ELSE'S HEALTH IN DANGER BY EXPOSING THEM TO THE SMOKE."

A SPOKESMAN FOR SENATE MAJORITY LEADER HARRY REID CONFIRMED THE DEAL.
BECAUSE DRAFTING AND THEN PASSING THE BROADER LEGISLATION COULD TAKE DAYS, CONGRESSIONAL LEADERS RACED TO APPROVE A STOPGAP MEASURE TO PREVENT THE ONSET OF THE FIRST SHUTDOWN IN 15 YEARS, DUE TO BEGIN AT MIDNIGHT. OFFICIALS SAID IT WOULD KEEP THE GOVERNMENT IN FUNDS THROUGH THE MIDDLE OF NEXT WEEK.
BOEHNER TOLD REPORTERS JUST BEFORE 11 P.M. THAT THE HOUSE WOULD CONTINUE WORKING.
REPUBLICANS SAID THE DEAL CALLED FOR $39 BILLION IN SPENDING CUTS.
OVER A DECADE, THE AGREEMENT WOULD CUT MORE THAN $500 BILLION FROM THE FEDERAL BUDGET, BOEHNER ADDED, ACCORDING TO A PARTICIPANT IN THE MEETING.
