 AND I'M FRANK MALLOY..THIS IS EYEWITNESS NEWS AT SIX.


PEOPLE IN MACON AND BIBB COUNTY COULD VOTE IN NOVEMBER ON A NEW SALES TAX TO PAY FOR RECREATION IMPROVEMENTS.
THAT'S JUST ONE PART OF A DEAL ANNOUNCED BY THE CITY AND COUNTY THAT COULD SAVE MORE THAN FIVE MLLION DOLLARS.
BRITTINY BARBER BREAKS DOWN THE PLAN. 
<< AFTER A YEAR OF NEGOtIATING.... MACON MAYOR ROBERT REICHERT AND BIBB COUNTY CHAIRMAN SAM HART READ THEIR VERSION OF THE SERVICE DELIVERY AGREEMENT.
Robert Reichert, Macon Mayor: "It make a more cohesive community a more equitable way to fund services and a more efficient way to fund services. 
THE PLAN WOULD SHIFT THE FUNDING OF SEVERAL SERVICES TO THE COUNTY OVER THE NEXT TWO YEARS....THAT NOW COST THE CITY FIVE AND A HALF MILLION DOLLARS.
THOSE INCLUDE INDUSTRIAL AND ECONOMIC DEVELOPMENT.... ENGINEERING AND TRAFFIC ENGINEERING... AND ANIMAL CONTROL.
Sam Hart Bibb County Chairman: "We can create a one stop shop because it's under the operations of one government.... The efficiency in terms of again getting things done getting development done in the Bibb County area has been made easier."
UNDER THE AGREEMENT...THE TRANSIT AUTHORITY WOULD BE FUNDED 60 PERCENT BY THE CITY...40 PERCENT BY THE COUNTY.
THE CITY WOULD ALSO PROVIDE SERVICES LIKE EMERGENCY MANAGEMENT AND 9-1-1.
Robert Reichert: "City residents will continue to pay their county taxes and in fact their county taxes may go up a little bit to pay for these services." 
  THE PLAN RELIES HEAVILY ON A SPLOST ELECTION THAT WOULD GO ON THE NOVEMBER BALLOT....TO PAY FOR RECREATION IMPROVEMENTS.
IF IT PASSES...  THE COUNTY WILL TAKE OVER THE RECREATION DEPARTMENT. 
Sam Hart: "It's critical. I think you know we don't take over recreation if it doesn't pass."
EVEN AS THEY SIGNED THE PLAN... BOTH AGREE IT'S NOT PERFECT.
Robert REichert: "We both I think left the negotiating table a little bit unhappy, the county thought they were more than they should we didn't think they were paying enough, but that's probably the sign of a good compromise."
Sam Hart: "None of us got all we wanted but we got what is best for this community."

THIS AGREEMENT NOW GOES BEFORE COUNTY COMMISSION AND CITY COUNCIL.
IF IT PASSES... THE NEW  SERVICE DELIVERY STRATEGY WOULD TAKE EFFECT IMMEDIATELY.... BUT SOME OF THE CHANGES WILL TAKE PLACE OVER TWO YEARS.
HART AND REICHERT HAVEN'T SAID EXACTLY WHAT THE SPLOST WOULD PAY FOR OR HOW MUCH IT MIGHT RAISE. BIBB COUNTY'S NEW SCHOOL SUPERINTENDENT SAYS HE PLANS TO CUT 16 CENTRAL OFFICE JOBS.
ROMAIN DALLEMAND PRESENTED A HALF-HOUR REPORT ON MANAGEMENT CHANGES TO THE BOARD OF EDUCATION THIS AFTERNOON. 
HE CALLED THE STATE OF SCHOOLS....QUOTE...SAD AND DEPRESSING.
NOW HE'S IN A CLOSED SESSION WITH THE BOARD TALKING ABOUT HIS PROPOSED CUTS.
EARLIER TODAY HE TOLD LAUREN DISPIRITO THAT ELIMINATING 16 JOBS AND RESTRUCTURING SEVEN OTHERS... WOULD SAVE ABOUT ONE MILLION DOLLARS.
       HE SAYS HE WOULD PUT THAT MONEY TOWARD STUDENT PROGRAMS...WHICH COULD INCLUDE MATH...LITERACY AND CHARACTER EDUCATION.
Romain dallemand, bibb county superintendent: "We cannot have what we currently have today where we are graduating 45 percent of our ninth graders our high schools are what is referred to as drop out factories, we no longer want drop out factories in Bibb County."     DALLEMAND SAID HE DECIDED ON THE CUTS AFTER TALKING WITH ADMINISTRATORS.. PARENTS AND COMMUNITY LEADERS.
HE CALCULATED GRADUATION RATES... THAT HE SAYS SHOW LESS THAN HALF OF BIBB COUNTY STUDENTS EARN DIPLOMAS. 
HE SAYS THAT'S LESS THAN STATE ESTIMATES.


     THE START OF THE LITTLE LEAGUE SEASON IS USUALLY A DAY FOR SMILES AND HIGH HOPES.
BUT SATURDAY'S SEASON OPENER IN WARNER ROBINS....WILL BE A DAY OF MOURNING.
ELEANOR LISSITZYN IS AT THE LITTLE LEAGUE BALL FIELD IN WARNER ROBINS... SHE'S JOINING US BY PHONE TO LET US KNOW WHY.
      BRIDGETT'S 17 YEAR OLD SISTER...LESLIE...IS ALSO A FORMER WARNER ROBINS LITTLE LEAGUE SOFTBALL PLAYER.
     SHE'S IN CRITICAL CONDITION AT THE MEDICAL CENTER OF CENTRAL GEORGIA.
THE HOUSTON SHERIFF'S OFFICE SAYS HER CAR CROSSED THE CENTER LINE LAST NIGHT ON HIGHWAY 96...AND COLLIDED WITH ANOTHER VEHICLE.
     FIVE PEOPLE IN THAT CAR....WERE ALSO INJURED.


A MAN DIED IN A MONROE COUNTY HOUSE FIRE THIS MORNING.
THE SHERIFF'S OFFICE SAYS THE FIRE BROKE OUT ON PIONEER TRAIL IN HIGH FALLS AROUND 4 A.M. 
A NEIGHBOR SAW FLAMES AND CALLED 911. 
ACCORDING TO A NEWS RELEASE... RESCUERS FOUND A MAN'S BODY IN THE HOME AFTER THE FIRE WAS OUT.
ALLISON SELMAN WILLIS WITH THE SHERIFFS OFFICE SAYS THIS IS THE FIRST FIRE DEATH IN MONROE COUNTY SINCE 2006. 
Allison Selman Willis: We called in the Fire Marshall and they are going to investigate to see if it was arson or accidental fire.
THE BODY WILL BE TAKEN TO THE GBI CRIME LAB IN ATLANTA TO TRY TO FIND OUT THE MAN'S  IDENTITY... AND CAUSE OF DEATH.


     THE G-B-I SAYS A BODY FOUND IN DOOLY COUNTY YESTERDAY IS THAT OF A MISSING OHIO WOMAN.
      G-B-I AGENT CRAIG ROTTER SAYS AN AUTOPSY TODAY IDENTIFIED 85-YEAR-OLD GLADIS RUSSELL.
      SHE AND HER HUSBAND RICHARD WENT MISSING FROM LOGAN COUNTY, OHIO LAST MONTH.
      ROTTER SAYS AUTHORITIES ARE STILL TRYING TO DETERMINE HOW GLADIS RUSSELL DIED..
     OHIO POLICE BELIEVE SAMUEL LITTLETON TOOK THE COUPLE AND THEIR CAR.. MURDERED THEM AND DUMPED THEIR BODIES ALONG INTERSTATE 75 WHILE DRIVNG TO FLORIDA.
     SEARCH CREWS FOUND RICHARD RUSSELL'S BODY IN TENNESSEE LAST MONTH..


     MACON'S UNEMPLOYMENT NUMBER ROSE TO TEN AND A HALF PERCENT IN JANUARY ACCORDING TO NEW FIGURES FROM THE STATE DEPARTMENT OF LABOR.
      THE AGENCY SAYS UNEMPLOYMENT ROSE IN ALL AREAS OF THE STATE EXCEPT METRO WARNER ROBINS.... WHICH HAD A 7-POINT-8 PERCENT UNEMPLOYMENT RATE IN JANUARY.
