I'M LEAH JOHNSON..  AND I'M FRANK MALLOY..THIS IS EYEWITNESS NEWS AT 11..


     A BODY FOUND IN DOOLY COUNTY COULD BE THAT OF A MISSING OHIO WOMAN.
     G-B-I SPOKESMAN CRAIG ROTTER SAYS THE BODY WAS FOUND THIS MORNING NEAR VIENNA.
     HE SAYS AN AUTOPSY TOMORROW COULD TELL AUTHORITIES WHETHER IT'S THE BODY OF 85-YEAR-OLD GLADIS RUSSELL.
    RUSSELL AND HER HUSBAND WENT MISSING FROM THEIR HOME IN OHIO LAST MONTH.
     POLICE BELIEVE RICHARD LITTLETON TOOK THEM AND THEIR CAR..MURDERED THEM AND DUMPED THEIR BODIES ALONG INTERSTATE 75 WHILE DRIVNG TO FLORIDA.
     SEARCHERS FOUND RICHARD RUSSELL'S BODY NEAR CHATTANOOGA, TENNESSEE LAST MONTH..


AT LEAST ONE PERSON IS DEAD AFTER AN ACCIDENT EARLIER TONIGHT ON HIGHWAY 96 IN HOUSTON COUNTY.
THAT'S ACCORDING TO HOUSTON COUNTY CORONER DANNY GALPIN..
     NEITHER GALPIN NOR HOUSTON COUNTY DISPATCHERS COULD PROVIDE ANY MORE INFORMATION ON THE ACCIDENT.. 


AFTER SOME TURBULENT YEARS IN THE JONES COUNTY SCHOOL SYSTEM... SCHOOL BOARD MEMBERS DECIDED TO HIRE THEIR CURRENT INTERIM LEADER AS SUPERINTENDENT.
AT THEIR MEETING LAST NIGHT... SCHOOL BOARD MEMBERS VOTED UNANIMOUSLY TO REHIRE WILLIAM MATHEWS.
LAUREN DISPIRITO SHOWS YOU WHY WILLIAMS SAYS HE WANTED TO STAY... AND WHAT HE HOPES TO ACCOMPLISH.
WILLIAM MATHEWS TOOK OVER AS INTERIM SUPERINTENDENT IN JUNE... AND THIS FALL... DECIDED TO REJECT FEDERAL RACE TO THE TOP FUNDS THAT REQUIRED TEACHER PAY-FOR PERFORMANCE.


William Mathews, Jones Co Interim Superintendent: "When you have reached a decision then you can't be timid about it. You've got to say as the leader of this school system as the person selected to do this, this is what I think is in the best interest of our school system and our children."


MATHEWS SPENT MORE THAN 30 YEARS WORKING IN JONES SCHOOLS... AND RETIRED FROM THEIR TOP POST IN 2005.
THEN HE WORKED FOR GEORGIA'S DEPARTMENT OF EDUCATION... BEFORE RETURNING TO THE COUNTY.


William Mathews, Jones Co Interim Superintendent: "I really felt like I had a skill set and I had experiences and I had a heart that maybe right now was what the school system needed."


REACHED BY PHONE WEDNESDAY... BOARD CHAIRWOMAN GINGER BAILEY SAID THE DECISION TO HIRE MATHEWS WAS UNANIMOUS. SHE SAID...

"WITH HIS FINANCIAL EXPERIENCE WE FELT IT WAS THE RIGHT MOVE TO MAKE. THERE'S A LOT OF SCARY STUFF OUT THERE WITH BUDGETS, WE JUST THINK WE HAVE THE PERSON THAT CAN SAVE JOBS AND KEEP OUR COUNTY THE SUCCESSFUL EDUCATION COUNTY THAT WE HAVE."


MATHEWS SAYS HE'LL FOCUS ON DEVELOPING LEADERS... IMPROVING INSTRUCTION... AND GRADUATION RATES.

MATHEWS PLANS TO KEEP A TIGHT GRIP ON SPENDING... AND HOPES TO KEEP STUDENTS FROM LOSING GROUND... IN THE FACE OF THE WORST STATE FUNDING CUTS TO EDUCATION IN RECENT YEARS .

HIS CONTRACT RUNS THROUGH JUNE 2013.
      THE DISTRICT SAYS HIS SALARY IS STILL BEING FINALIZED.
      MATHEWS IS THE COUNTY'S THIRD SUPERINTENDENT IN THREE YEARS.


     MACON AND BIBB COUNTY LEADERS WILL REVEAL THE DETAILS OF THEIR AGREEMENT ON SERVICE DELIVERY TOMORROW MORNING.
     MAYOR ROBERT REICHERT AND COMMISSION CHAIRMAN SAM HART HAVE SCHEDULED AN 11-30 NEWS CONVERENCE AT THE CHAMBER OF COMMERCE.
      NEITHER SIDE WOULD GO INTO DETAIL... BUT THE PLAN OUTLINES WHICH GOVERNMENT PAYS FOR WHAT SERVICES FOR THE NEXT FEW YEARS.
      THOSE SERVICES INCLUDE THINGS SUCH AS ENGINEERING PROJECTS.. .PLANNING AND ZONING... AND THE PARKS AND RECREATION DEPARTMENT.
      COMMISSIONER ELMO RICHARDSON SAYS THE AGREEMENT HELPS KEEP MACON AND BIBB COUNTY ELIGIBLE FOR GRANTS AND OTHER FUNDING.
      THE CITY AND COUNTY HIRED THE CARL VINSON INSTITUTE TO PUT TOGETHER A STRATEGY... BUT TOOK SOME TIME TO AGREE ON DETAILS.


IN 19-76... WHEN PRESIDENT JIMMY CARTER WON THE PRESIDENTIAL ELECTION... HIS MOTHER BECAME KNOWN AS AMERICA'S "FAVORITE GRANDMOTHER."
MANY KNEW HER SIMPLY AS "MIZ LILLIAN."
THE PLAINS NATIVE WORKED AS A NURSE... AND WAS KNOWN FOR PROVIDING CARE TO THOSE WHO COULDN'T AFFORD IT..
       SHE ALSO JOINED THE PEACE CORPS AT AGE 67.
BECAUSE OF HER SERVICE OVER THE YEARS... CARTER... WHO DIED IN 19-83 WILL BE HONORED AS A GEORGIA WOMAN OF ACHIEVEMENT TOMORROW AT WESLEYAN COLLEGE.
DURING THE CARTER PRESIDENCY... MACON COUNCILMAN RICK HUTTO WORKED IN THE WHITE HOUSE AS THE FAMILY'S APPOINTMENT SECRETARY. HE SAYS... MISS LILLIAN INSTILLED HUMAN RIGHTS PRINCIPLES IN HER CHILDREN EARLY ON.
Rick Hutto, Macon Councilman: "She had a black minister who was a friend of hers and she would insist that when he come to see her, he come through the front door. That was not done at the time. She really was responsible for a lot of the feelings for human rights that the President really inherited from her."
GEORGIA WOMEN OF ACHIEVEMENT HONORS WOMEN WHO'VE MADE EXTRAORDINARY CONTRIBUTIONS.
MISS LILLIAN IS ONE OF THREE WOMEN BEING HONORED TOMORROW.
PRESIDENT JIMMY CARTER AND HIS WIFE ROSALYNN ARE SCHEDULED TO ATTEND.

A BUREAU OF TRANSPORTATION STATISTIC SAYS 70 PERCENT OF ALL FREIGHT IN THE U-S IS MOVED BY TRUCK.
DRIVERS SAY MOST TRUCKS GET BETWEEN FIVE AND TEN MILES A GALLON AND MOST HOLD MORE THAN 200 GALLONS OF GAS HITTING....SO RISING PRICES HIT TRUCKING COMPANIES AND THEIR DRIVERS HARD.
David Crutchfield, Dallas: "I used to fill up for like $500. Now it's $900 a tank and if you have to fill up twice going up the east coast... Then they still want us to run frieght for the same amount
SOME DRIVERS AT A BUTTS COUNTY TRUCK STOP TODAY TOLD US THAT  HIGHER PRICES MAY FORCE THEM TO TAKE THEIR RIGS OUT OF SERVICE.


THE PERRY FIRE DEPARTMENT SAYS FINDING MONEY TO HIRE TWELVE NEW FIREFIGHTERS IS KEEPING THE CITY FROM BRINGING A FIRE STATION TO KATHLEEN... WHICH HAS A RESPONSE TIME OF TEN MINUTES OR MORE.
CHIEF JOEL GRAY SAYS A SERIOUS FIRE AT THE HOUSTON LAKE APARTMENTS THREE WEEKS AGO..... IS AN EXAMPLE OF A CALL THAT WOULD'VE BENEFITTED FROM A CLOSER STATION.
HE SAYS THE CITY HAS PLANNED FOR YEARS TO BUILD A STATION OFF HIGHWAY 127.
THEY HAVE THE LAND... AND MOST OF THE MONEY NEEDED TO BUILD THE STATION.....
BUT STAFFING IS AN OBSTACLE.
Gray "We've been working on different ideas on how to come up with that funding. We're looking at 650 and 800 thousand dollars depending on the number of people you put out there and the benefits." GRAY SAYS THE CITY WANTS TO START A "PUBLIC SAFETY FEE" TO PAY FOR EXTRA STAFFING.
HE SAYS IT COULD BE ATTACHED TO HOMEOWNERS' YEARLY PROPERTY TAXES... WHICH COULD BE LOWERED TO OFFSET THE CHARGE.
HE SAYS IT'LL COST ABOUT ONE POINT TWO MILLION DOLLARS TO BUILD THE STATION... WHICH WILL BE PAID FOR WITH A LOCAL SALES TAX.
