GOOD EVENING AND THANKS FOR JOINING US..
I'M LEAH JOHNSON...
AND I'M FRANK MALLOY..
THIS IS EYEWITNESS NEWS AT 11.

A WARNER ROBINS CONCERNED CITIZENS GROUP PRESENTED SOME "FINDINGS" FROM ITS REFORM RALLY IN JANUARY.
RON SMITH WITH CITIZENS FOR BETTER GOVERNMENT TALKED TO THE MAYOR AND COUNCIL AT TONIGHT'S PRE-COUNCIL MEETING...
HE SAYS... AT THEIR "RALLY FOR REFORM" AT THE HOUSTON MALL TWO WEEKS AGO... THE GROUP COLLECTED ONE HUNDRED SIXTY NINE COMMENT CARDS.
SMITH SAYS THEY ASKED PEOPLE... WHAT'S THEIR BIGGEST COMPLAINT ABOUT CITY GOVERNMENT.
HE SAYS THE LEADING ANSWER WAS SPLIT BETWEEN "LACK OF COMMUNICATION OR CIVILITY" AMONG MAYOR AND COUNCIL... COMPLAINTS ABOUT CITY LEADERS' QUALIFICATIONS... AND CONFLICTS OF INTEREST.
HE SAYS THE LEADING FEAR PEOPLE HAD WAS FOR THE CITY'S REPUTATION... CLOSELY FOLLOWED BY ROBINS AIR FORCE BASE.
Ron Smith "I think it sort of validates that people sit back and look and say 'Oh my gosh, what are we doing? And how can we improve.' And that's the whole effort."
SMITH SAYS ANOTHER COMPLAINT -- CITED BY LESS THAN TEN PERCENT OF ATTENDEES -- HAD TO DO WITH CITY PROJECTS.
ALSO AT TONIGHT'S PRE-COUNCIL MEETING... AUDITORS FROM NICHOLS... CAULEY AND ASSOCIATES... HIRED TO DO AN AUDIT OF THE CITY... REPORTED THAT OVERALL THE CITY WAS IN GOOD FINANCIAL STANDING... BUT NEEDED UPGRADES TO ITS I-T SYSTEM.

MACON MAYOR ROBERT REICHERT SAYS THE CITY SPENT MORE THAN A MILLION DOLLARS TO REPAIR HOUSES INSTEAD OF BUILDING NEW ONES...BECAUSE THE FEDERAL GUIDELINES ARE UNCLEAR.
REICHERT SAYS THE FEDERAL HOUSING OF URBAN AND DEVELOPMENT DEPARTMENT EARMARKED MONEY TO RESTORE BLIGHTED COMMUNITIES BY BUILDING AND SELLING NEW HOMES.
BUT WHEN THE HOUSING MARKET COLLAPSED.. SALES STOPPED AND THE CITY BEGAN USING THE HUD MONEY TO MAINTAIN AND FIX THE HOMES ALREADY BUILT.
A FEW MONTHS AGO.. HUD TOLD THE CITY TO STOP.
Robert Reichert, Macon Mayor  "As soon as we found that out we started investigating and started the process, do we have to pay this back or not? And within a matter of months we were up there sitting in Atlanta and were told 'dont do it anymore.' And since that time we haven't."
REICHERT SAYS HUD OFFICIALS ALSO FOUND THE GUIDELINES AMBIGUOUS.. AND THAT THEY'RE TRYING TO DETERMINE WHETHER THE CITY WILL HAVE TO REPAY THE MONEY.
A HUD SPOKESMAN IN ATLANTA HAD NO COMMENT.

A JUDGE DECIDED THAT THE STATEMENT OF A WOMAN ACCUSED OF A MURDER IN WASHINGTON COUNTY COULD BE USED DURING HER TRIAL.
SAKETHA JONES FACES MURDER CHARGES FOR THE DEATH OF LINDA MILLER OF TENILLE.

DISTRICT ATTORNEY HAYWARD ALTMAN SAYS.... AFTER PLAYING THE RECORDED STATEMENT JONES MADE TO POLICE.... JUDGE KATHY PALMER DECIDED THAT THE PROSECUTION PROVED IT  WAS VOLUNTARILY GIVEN.
ALTMAN SAYS HE'S NOT SURE WHEN JONES WILL GO TO TRIAL.

EIGHTH DISTRICT CONGRESSMAN AUSTIN SCOTT OPENED HIS CONSTITUENT OFFICE IN WARNER ROBINS TODAY.
IT WILL BE THE REPUBLICAN REPRESENTATIVE'S MAIN OFFICE.
HE HAS TWO OTHERS IN HIS HOMETOWN OF TIFTON... AND IN DUBLIN.
SCOTT SAYS THE NEW CONGRESSIONAL SCHEDULE WILL HAVE HIM IN THE DISTRICT MORE OFTEN... AT LEAST ONE WEEK OUT OF THE MONTH.
HE ALSO PLANS TO BE IN TOWN ON WEEKENDS.
SCOTT SAYS THE MAIN REASON HE LOCATED IN WARNER ROBINS... RATHER THAN MACON... WAS ROBINS AIR FORCE BASE.
Austin Scott "As a member of the House Armed Services Committee, this makes it very convenient for us to get to the base if we need to be at the base, or for leadership at the base to get to us."
SCOTT SAYS HE'S FLYING BACK TO WASHINGTON MONDAY.
A GRAND OPENING FOR HIS OFFICE HAS NOT YET BEEN SCHEDULED.
HIS OFFICES ARE OPEN MONDAY THROUGH FRIDAY... 8-30 TO 5-30.
