<<opening for eyewitness news at eleven>>
GOOD EVENING AND THANKS FOR JOINING US... I'M FRANK MALLOY.
THIS IS EYEWITNESS NEWS AT 11... LEAH JOHNSON HAS THE NIGHT OFF.

BIBB COUNTY INVESTIGATORS FILED CRIMINAL CHARGES AGAINST THREE OFFICIALS OF THE AMERICAN SHINGLE COMPANY...
AS WE TOLD YOU LAST AUGUST.... HUNDREDS OF CENTRAL GEORGIANS PAID AMERICAN SHINGLE FOR NEW ROOFS BUT NEVER GOT THEM.
THE COMPANY FILED FOR BANKRUPTCY IN SEPTEMBER.
ELEANOR LISSITZYN HAS BEEN FOLLOWING THE STORY... ELEANOR WHAT CAN YOU TELL US ABOUT THE CHARGES?
ARREST WARRANTS WERE  ISSUED TODAY FOR CARLTON DEWAYNE DUNKO... FRANK PUREBER... AND RICHARD STEFFY... THE THREE OWNERS OF THE AMERICAN SHINGLE COMPANY...
ACCORDING TO CAPTAIN MIKE SMALLWOOD OF THE BIBB COUNTY SHERIFF'S OFFICE... ALL THREE MEN HAVE ATLANTA ADDRESSES AND WARRANTS HAVE BEEN SENT TO THE COBB AND FULTON COUNTY SHERIFF'S OFFICES.
THIRTY PEOPLE IN  BIBB COUNTY SAY THEY PAID THE COMPANY  BUT NEVER GOT NEW ROOFS... AND SMALLWOOD SAYS EACH MAN FACES ONE COUNT OF THEFT BY CONVERSION FOR EVERY VICTIM.
THOSE ARE FELONY CHARGES... AND IF CONVICTED THE MEN COULD SPEND TO TWO TEN YEARS IN JAIL.

I ALSO SPOKE WITH THE TRUSTEE HANDLING THE COMPANY'S BANKRUPTCY CASE TODAY.
JORDAN LUBIN OF THE NORTHERN DISTRICT OF GEORIGA BANKRUPTCY COURT SAYS THEY'RE STILL WORKING ON COLLECTING MILLIONS OF DOLLARS IN UNPAID BILLS FOR WORK AMERICAN SHINGLE DID COMPLETE...
HE SAYS THEY MAY BE YEARS AWAY FROM SETTLING CLAIMS.
WHEN THEY DO... LUBIN SAYS... CUSTOMERS WILL BE THE LAST ONE'S TO GET THEIR HANDS ON ANY CASH.... FRANK?
IF YOU THINK YOU HAVE A CLAIM AGAINST AMERICAN SHINGLE YOU CAN CONTACT THE NORTHERN DISTRICT BANKRUPTCY COURT AT (404) 215-1000... THAT NUMBER AGAIN IS 404 215 1000

ALLEN PEAKE SAYS IT'S BEEN ALMOST THIRTY YEARS SINCE PEOPLE IN MACON AND BIBB COUNTY HAD A CHANCE TO VOTE ON A CONSOLIDATED GOVERNMENT AND HE THINKS THAT'S LONG ENOUGH..
PEAKE IS PROPOSING LEGISLATION THAT WOULD LET THE PEOPLE VOTE ON A REFERENDUM TO COMBINE THE TWO GOVERNMENTS..
HE PROVIDED MORE DETAILS WHEN WE TALKED WITH HIM ON EYEWITNESS NEWS AT SIX..
Alan Peake:..The bill would basically dissolve the city of Macon and only have one government entity in our community.  It woud be smaller, more efficient government.  We'd go from 21 to 10 elected officials.  You know if you always do what you always did you always get what you always got and our community, our city and our county have been losing population, losing tax base and we have got to change that and I believe this is the way we can turn it around through consolidation of the city and county.
PEAKE SAID THE BILL PASSED THROUGH THE LOCAL DELEGATION TODAY AND NOW MOVES ON THE SENATE FOR CONSIDERATION..
PEAKE ALSO FILED A BILL TO LIMIT ABORTIONS AFTER THE 20TH WEEK OF PREGNANCY.
HE SAID STUDIES SHOW THAT'S THE POINT AT WHICH FETUSES CAN FEEL PAIN CAUSED BY ABORTION.
THE LAW WOULD ALLOW EXCEPTIONS TO SAVE THE LIFE OF THE MOTHER OR ANOTHER FETUS - FOR EXAMPLE A TWIN..

THE FATE OF THE GEORGIA MUSIC HALL OF FAME REMAINS UP IN THE AIR.
THAT'S AFTER THE BOARD VOTED NOT TO ACCEPT THEIR OWN RECOMMENDATION TO KEEP THE MUSEUM IN MACON.
BRITTINY BARBER SPOKE TO BOARD MEMBERS AND EXPLAINS HOW THEY PLAN TO MOVE FORWARD.
<<
Stephen Simpson, Board Member: "My view is we as an authority failed at the mission we were given. It was a simple mission."
THE GEORGIA MUSIC HALL OF FAME AUTHORITY WAS SUPPOSED TO DECIDED ON THE FUTURE OF THE MUSEUM....
INSTEAD SIMPSON SAYS THEY DECIDED NOT TO DECIDE.
FOUR OF THE NINE BOARD MEMBERS RANKED MACON THE BEST CHOICE.... BUT ONLY THREE VOTED TO KEEP THE MUSEUM HERE.
Stephen Simpson: "They're appear to be significant biases against awarding it to Macon even thou Macon was the only one to meet the criteria."
GFX CHAIRMAN OF THE EVALUATION BOARD... ROBERT HIGHSMITH SAYS.... ALL OF THE SCORES WERE SIGNIFICANTLY LOW.
EXCEPT FOR THE THREE MADE BY THE BOARD MEMBERS FROM MACON....WHO ALL SUPPORTED KEEPING IT HERE.
HE BELIEVES THE LOW SCORES ARE REASON ENOUGH FOR CAUTION IN MOVING FORWARD....
BUT SIMPSON SAYS HE RESENTS COMMENTS THAT THE NUMBERS WERE SKEWED.
Stephen Simpson: "We did not compare notes before we voted and I'm certain we all voted with objectivity.
NOW HIGHSMITH SAYS THE BOARD MUST LOOK TO THE GOVERNOR FOR ADVICE AND DIRECTION ON WHAT THIS MEANS FOR THE MUSEUM.
BRITTINY BARBER 13WMAZ EYEWITNESS NEWS.
 >>HIGHSMITH SAYS HE DOES NOT EXPECT THE BOARD TO OPEN UP THE BIDDING PROCESS AGAIN.
HE SAYS THE AUTHORITY WILL ACT QUICKLY ONCE THEY FIND OUT WHAT NEEDS TO BE DONE NEXT.

CENTERVILLE POLICE SAY MACON POLICE RECOVERED A VEHICLE BELONGING TO A MISSING CENTERVILLE WOMAN.
THE CAR WAS FOUND AT KEY STREET AND EISENHOWER PARKWAY AROUND 11 O'CLOCK LAST NIGHT.
A NEWS RELEASE SAYS 38-YEAR-OLD KIMBERLY MCKENZIE'S FAMILY REPORTED HER MISSING AFTER SHE FAILED TO SHOW UP AT WORK AT THE HOUSTON MEDICAL CENTER THIS MORNING.
MCKENZIE WAS LAST SEEN WEDNESDAY IN THE CENTERVILLE-WARNER ROBINS AREA.
THEY SAY SHE IS 5 FEET, 119 POUNDS. SHE WAS WEARING BLACK CARGO PANTS, A GRAY POLO HOODIE AND RED-WHITE-AND-BLUE TENNIS SHOES.
POLICE ASK THAT ANYONE WHO'S SEEN HER SINCE TUESDAY SHOULD CALL 478-953-4222... AGAIN THAT'S 478-953-4222.

IF YOU WANT TO GET A JOB WITH THE MACON-BIBB E-911 CENTER... YOU'LL HAVE TO TAKE A POLYGRAPH TEST FIRST.
THEY RECENTLY MADE IT PART OF THEIR PRE-EMPLOYMENT SCREENING.
THE TEST IS ALREADY PART OF THE MACON POLICE OFFICER APPLICATION PROCESS.
LAST YEAR... MACON POLICE SET UP THEIR OWN POLYGRAPH AREA... INSTEAD OF RELYING ON NEARBY AGENCIES TO TEST APPLICANTS.
SERGEANT NATHAN SPRAGUE (SPRAG) SAYS THEY BEGAN GIVING POLYGRAPH TESTS TO E911 CENTER APPLICANTS IN SEPTEMBER... AND THEY'VE DONE 12 SO FAR.
SPRAGUE SAYS ADDING THE POLYGRAPH TO THEIR HIRING PROCESS HELPS THEM TRY TO GET THE BEST POOL OF QUALIFIED APPLICANTS... BUT HE SAYS IT'S NOT EVERYTHING.
Sgt. Nathan Sprague, Macon police
Legally the city of Macon cannot hire or fire just based on the results of a polygraph like I said before it's just a guideline and a tool to assist."
SPRAGUE  (SPRAG) SAYS THE APPLICANTS ARE TOLD THE QUESTIONS BEFORE THE TEST.
HE SAYS THEY ASK ALL APPLICANTS TEN QUESTIONS BASED ON SPECIFIC ISSUES... BUT WOULDN'T REVEAL ANY.

TODAY'S 13WMAZ DOT COM WEB POLL QUESTION ASKS... HOW WOULD YOU FEEL ABOUT TAKING A POLYGRAPH TEST FOR A JOB?
SO FAR... 64 PERCENT OF YOU SAY YOU WOULD BE COMFORTABLE WITH IT.
36 PERCENT SAY YOU WOULD BE UNCOMFORTABLE.
TO VOTE NOW... VISIT OUR WEBSITE.. 13WMAZ DOT COM.
LOOK FOR THE QUESTION ON THE RIGHT SIDE OF THE HOMEPAGE.

LAST NIGHT ON EYEWITNESS NEWS.... WE REPORTED THAT CRIME IN UNINCORPORATED BIBB COUNTY ROSE ABOUT FIVE PERCENT IN 2010.
WHILE THE RATE OF CRIME AGAINST PEOPLE DECREASED... PROPERTY CRIME RATES INCREASED.
WE ASKED OUR FACEBOOK FANS IF THEY FELT SAFE IN THEIR COMMUNITY.
ONE PERSON REPLIED... "A LOT SAFER THAN I DID IN ATLANTA, THAT'S FOR SURE! I JUST HOPE THAT, AS MACON GROWS, IT DOESN'T LOSE ITS "SMALL TOWN" FEEL, WHICH IS WHAT I LIKE MOST ABOUT THIS TOWN."
SOMEONE ELSE WROTE... "WE USED TO LEAVE OUR DOORS AND WINDOWS OPEN AT NIGHT, BUT, YOU DARE NOT DO THAT EVEN DURING THE DAY ANYMORE... I LIVE OUT IN THE COUNTY AND YOU COULDN'T PAY ME TO LIVE INSIDE THE CITY LIMITS. I WOULD BE AFRAID TO GO TO SLEEP AT NIGHT."
AND A THIRD PERSON COMMENTED... "REGARDLESS OF WHERE YOU LIVE, CRIME WILL TOUCH YOU AT SOME POINT IN YOUR LIFE...I HAVE LIVED IN MY HOME FOR 24 YEARS, AND IT HAS BEEN BROKEN INTO ONCE, NEARLY 15 YEARS AGO. SO, YES, I FEEL RELATIVELY SAFE HERE; AS SAFE AS I WOULD FEEL ANYWHERE ELSE IN THE WORLD.
