"We just want him home..."
TWENTY FIVE DAYS AFTER TWENTY TWO YEAR OLD JAMES 'TREY' BYER WENT MISSING... HIS FAMILY STILL HAS NO IDEA WHERE HE IS...
THURSDAY THE GEORGIA BUREAU OF INVESTIGATIONS ANNOUNCED THE INVESTIGATION HAS TAKEN A DISTURBING TURN...
FROM A MISSING PERSONS CASE... TO A MURDER CASE...

AUTHORITIES CHARGED TWENTY ONE YEAR OLD CODY DANIEL JACKSON WITH KILLING BYER.

G.B.I SPECIAL AGENT GARY ROTHWELL SAYS THEY THINK THEY KNOW WHY AND HOW JACKSON ALLEGEDLY MURDERED BYER BUT SO FAR THEY'RE NOT RELEASING THOSE DETAILS...

"We basically constructed a timeline and confirmed information that we had recieved that resulted in us developing evidence that we believe supports a murder charge."

EVEN THOUGH AUTHORITIES HAVE NOT FOUND BYER'S BODY... THEY SAY THEY HAVE A VERY STRONG CASE.

ROTHWELL SAYS HE HOPES NOW THAT THE ALLEGED KILLER IS IN CUSTODY... MORE PEOPLE WILL COME FORWARD WITH INFORMATION...

"There was a lot of activity on facebook, so many details, alleged details have been discussed and we believe some of that may have led people to feel like it wouldn't have been safe to come forward."

IN A POST MADE TO BYER'S FACEBOOK PAGE ON JANUARY SIX... SOMEONE LOGGED IN UNDER BYERS ACCOUNT WROTE..
"CONFESS NOW, YOUR DAY WILL COME."
THE AUTHOR STOPPED SHORT OF IDENTIFYING A SUSPECT... BUT WROTE

AFTER LOOKING AT ITS OPTIONS... TONIGHT A BIBB COUNTY SCHOOL BOARD COMMITTEE DECIDED NOT TO RESTORE SOME FURLOUGH DAYS AS WORK DAYS THIS SCHOOL YEAR.

THE ISSUE FIRST CAME UP AT LAST MONTH'S MEETING.
THE COMMITTEE DISCUSSED WHETHER TO USE MORE THAN FOUR AND A HALF MILLION DOLLARS IN FEDERAL FUNDS... TO GIVE BACK DAYS THEY HAD ALREADY PLANNED TO USE AS FURLOUGHS.
BOARD MEMBERS VOTED UNANIMOUSLY NOT TO RESTORE THE DAYS... AND INSTEAD SAVE THE MONEY.
PRESIDENT GARY BECHTEL SAYS HE ORIGINALLY WANTED TO RESTORE THE WORK DAYS...
BUT SAYS HE CHANGED HIS MIND AFTER HEARING GOVERNOR NATHAN DEAL'S STATE OF THE STATE ADDRESS.
Gary Bechtel, board president: "the govenor addressed it specifically and basically gave a sense that districts, he was expecting districts to use for the 2012 budget in the fall, possibly to avoid to reduce furlough days so that made me reconsider my thought of granting them back in this budget year."
BECHTEL... AND OTHER BOARD MEMBERS... SAID THE DISTRICT WILL TRY TO MAKE UP TWO SNOW CANCELLATIONS FROM EARLIER THIS WEEK... AND THAT ALSO FACTORED INTO THEIR DECISION.
THEY CONSIDERED MAKING MARCH ELEVENTH A MAKE UP DAY... BUT VOTED TO TABLE THE ISSUE AND DECIDE NEXT WEEK.
TONIGHT'S VOTE WON'T BECOME FINAL UNTIL THEY TAKE A SECOND VOTE... AT THEIR FULL MEETING SCHEDULED FOR NEXT THURSDAY.
ALSO TONIGHT... BOARD MEMBERS SAY THEY'LL CALL A MEETING NEXT WEEK... TO DISCUSS PLANS TO WELCOME INCOMING SUPERINTENDENT ROMAIN DALLEMAND.
BECHTEL APPOINTED BOARD MEMBER ELLA CARTER TO WORK WITH THE DISTRICT TO COME UP WITH AN EVENT... AFTER SHE ASKED FELLOW BOARD MEMBERS IF ANYTHING HAD BEEN PLANNED.
Ella Carter, Board member: "See people really don't know you until they get to meet you and they need to know early on that we did not take this lightly, we did out homework, and I think it has paid off and I think we're going to see some great changes in our school system."
BOARD MEMBER TOM HUDSON ASKED THAT EVENT BE HELD SOMEWHERE LARGE ENOUGH TO INVITE THE PUBLIC.
DALLEMAND STARTS AS SUPERINTENDENT FEBURARY FIRST.

EARLIER TODAY... THE BIBB COUNTY SCHOOL BOARD OFFICIALLY WELCOMED A NEW MEMBER... AND A FAMILIAR FACE.
LYNN FARMER... WHO WAS RE-ELECTED IN NOVEMBER... TOOK THE OATH OF OFFICE FOR A THIRD TERM THIS AFTERNOON..
SWORN IN FOR THE FIRST TIME.....FORMER TWIGGS COUNTY SUPERINTENDENT WANDA WEST.
WEST WAS ONCE A BIBB COUNTY TEACHER.
SHE SAID TAKING HER NEW POST EIGHT SEAT WAS LIKE A HOMECOMING.
SHE SAYS SHE'S EXCITED TO SERVE THE CHILDREN OF BIBB COUNTY.
Wanda West: "My biggest priority is to really take a real step to assess where the school district is in partnership with the board and the new superintendent."
THE CEREMONY WAS HELD BEFORE THE BOARD BEGAN COMMITTEE MEETINGS.

THAT'S ACCORDING TO AN EMAIL FROM RYAN POWELL OF THE POST COUNCIL.
SHAHEEN HAS ASKED THE STATE AGENCY TO INVESTIGATE SEVERAL ALLEGATIONS AGAINST CHIEF BRETT EVANS.... INCLUDING TICKET FIXING.
SHAHEEN AND EVANS HAVE BOTH DECLINED TO COMMENT.
THE AGENCY COULD DISCIPLINE EVANS IN VARIOUS WAYS, INCLUDING PULLING HIS CERTIFICATION AS A LAW-ENFORCEMENT OFFICER... OR THEY COULD CHOOSE NOT TO TAKE ACTION ON THE CASE AT ALL.

DOCTORS SAY U-S REPRESENTATIVE GABRIELLE GIFFORDS IS MOVING HER ARMS AND LEGS... OPENED BOTH EYES... AND IS RESPONDING TO FRIENDS AND FAMILY.
A NEUROSURGEON SAYS THAT MEANS SHE'S AWARE OF HER SURROUNDINGS.
DOCTORS ARE ALSO BACKING OFF ON MEDICATIONS.

PASTOR WILLIE REID SAYS IN 2001 HE SAW THE VISION FOR A DOMED CHURCH WHEN WE WAS IN THE HOSPITAL GETTING A LIVER TRANSPLANT.
HE SAYS HE WANTED TO HAVE THE PROJECT DONE BY 2005, BUT A LACK OF MONEY SLOWED IT DOWN.
IN MAY 2009... IT HIT ANOTHER BUMP... AS WINDS AND FLOODING SLOWED INFLATION OF THE DOME.
REID SAYS THE LONG JOURNEY HAS BEEN A LESSON BOTH SPIRITUALLY... AND PRACTICALLY.
THE NEW BUILDING COST 7 MILLION DOLLARS AND SEATS ABOUT THREE THOUSAND PEOPLE.
REID SAYS THE SHAPE IS SUPPOSED TO MAKE THE BUILDING ENERGY-EFFICIENT... AND COMPARES IT TO A CAVE, WHERE TEMPERATURES STAY AT ROOM TEMPERATURE, NO MATTER WHAT THE WEATHER'S LIKE OUTSIDE.

THE AMERICAN RED CROSS SAYS THIS WEEK'S WINTER STORM HAS CUT THEIR BLOOD DONATIONS... AND THEY NEED YOUR HELP TO RECOVER.
THE ORGANIZATION SAYS THE WEATHER FORCED THEM TO CANCEL HUNDREDS OF BLOOD DRIVES... AND LOSE OUT ON MORE THAN SIX THOUSAND DONATIONS IN THE SOUTHEAST AND 82-HUNDRED NATIONWIDE.
A RED CROSS SPOKESWOMAN SAYS THEY'RE ASKING ELIGIBLE BLOOD DONORS TO MAKE AN APPOINTMENT TO DONATE BLOOD.
